About this file
The provided document contains Pre-Bid Requests for Information (RFIs) and responses related to Solicitation 36C25724B0018, which is for the Replace Burners and Controls Project #549A4-22-422 for the Department of Veterans Affairs. The RFIs cover details about the specified Weishaupt burner model, NOx emission levels, burner turndown requirements, fuel oil atomization method approval, and documentation requirements. The responses indicate that the Weishaupt burner model is obsolete, but the equivalent updated model can be used, that the NOx requirement is less than 30 PPM, and the burner turndown is 10:1 for both natural gas and #2 fuel oil. The responses also confirm that pressure atomization for fuel oil has been approved as an equal method to low pressure air atomization, and that digital signatures will be accepted for bid submissions.

Pre-Bid RFI’s | 36C25724B0018 | Replace Burners and Controls
| 1) | Project documents detail a Weishaupt Burner Model # RGL/1-B3LN as being specified for this | project. No information can be found on this product and Weishaupt has indicated that this model |
| is obsolete. Please provide the correct Weishaupt Burner Model number to be used for this | project. |
Answer: I AM SURE THE A/E AND CONTRACTOR CAN FIND THE UPDATED EQUILVILANT FROM WEISHAUPT.
| 2) | Please provide the most recent BEI inspection report which should detail non-conforming items |
| on the boilers. |
Answer: NO, THE NEW BURNER INSTALATION WILL CHANGE SOME BURNER TEST. WHICH HAVE BEEN APPROVED BY OHE.
3) Confirm that NoX Emission Levels as detailed in (Specification Section 23 52 39 Part 2.3, C, 5, c) is correct and the requirement is less than 30 PPM NoX.
Answer: The burner is designed to operate with < 30 ppm NOx corrected @ 3 percent O2 throughout the firing range, when firing natural gas. See reference: EPA/625/5-86/020, Nitrogen Oxide Control for stationary Combustion Sources. Follow burner manufacturer’s recommendations for optimum operational efficiency at low NOx burner operation.
| 4) | What version of the Boiler Plant Safety Device Testing Manual does this project need to |
| comply with? |
Answer: 8th edition. Or the most current edition at time of installation
| 5) | What is the required burner turndown on Natural Gas Firing if different than |
| (Specification Section 23 52 39 Part 2.3, 4, A) which indicates 10:1? |
Answer: 10:1 will do.
6) What is the required burner turndown on #2 Fuel Oil Firing?
Answer: 10:1
| 7) | Regarding Memorandum | Dated December 22, 2023 | ||
| Subject | Code/Design Deviation Request Response | |||
| Project 549A4-22-422 | ||||
| As this memorandum reads OHE has approved pressure atomization as an equal method | ||||
| to low pressure air atomization when buring fuel oil. |
| Since OHE only addressed the burner’s method of atomizing the fuel oil, | ||
| potential additional controls and the development of site-specific testing methods, | ||
| Are the balance of the components required to make the new burners and existing boilers fully | functional required to comply with their respective specification sections as detailed in the written | project specification dated 12 January 2024? |
Answer: OHE HAS APPROVED THE WEISHAUPT BURNERS FOR INSTALLATION.
| 8) | Regarding Memorandum | Dated December 22, 2023 | ||
| Subject | Code/Design Deviation Request Response | |||
| Project 549A4-22-422 | ||||
| As this memorandum reads OHE has approved pressure atomization as an equal method | ||||
| to low pressure air atomization when burning oil. |
| Since OHE only addressed the burner’s method of atomizing the fuel oil, potential | additional controls and the development of site-specific testing methods, |
| Are the burner performance requirements to comply with their respective specification sections as | detailed in the written project specification dated 12 January 2024? |
Answer: OHE HAS APPROVED THE WEISHAUPT BURNERS FOR INSTALLATION
9) Has the burner manufacturer provided documentation that the burner design precludes reliable operation with UV Scanners? Reference Spec Section 23 09 11 Part 2.2 D.
Answer: SHOULD ASK THE MANUFACTURER. WEISHAPUPT BURNERS ARE USED IN OTHER VA ENERGY PLANTS.
10) The provided Specifications include a Table of Contents which include 01 00 00 – General Requirements; however, there is no such specification sections included within the documents. Please provide this if it was accidently omitted.
Answer: N/A
11) On page 15 of solicitation it states that bids should be “manually signed”. Given that this is an email submission please confirm that digital signatures will be accepted.
