INSTRUCTIONS, CONDITIONS AND OTHER STATEMENTS TO BIDDERS/OFFERORS

Phase I - Evaluation Factors:

Factor 1 – Technical Experience (Technical Approach) Factor 2 – Construction Management (Technical Qualifications) Factor 3 – Past Performance

***All the Factors in Phase I are of equal importance. ***

The following items should be submitted to clearly demonstrate the offeror’s technical capabilities and past performance.

Factors 1 and 2 will be evaluated as follows:

Technical Proposal Submission: Offerors shall submit a technical proposal addressing Factors 1 and 2 as follows:

Factor 1 - Technical Experience: The offeror must provide information demonstrating that a Design Build project of this size and magnitude has already successfully been performed within the last five (5) years. * Offeror must provide a narrative stating that at least TWO (2) parking structure construction projects of equal or greater size and complexity as the Parking Garage Phase II project in the price range of $5,000,000 - $10,000,000 have been completed as a Prime Contractor. This information shall be submitted in a narrative format and a separate form shall be submitted for each contract. In addition, in accordance with FAR 13.305(a)(2)(ii), Offerors may provide information on problems encountered on the identified contracts and corrective actions taken.

Phase II - Evaluation Factors:

Factor 1 – Preliminary Design
Factor 2 – Summary Schedule

Factor 3 – Price

***Evaluation Factors 1 and 2 of Phase II, when combined, are significantly more important than price. ***

Offerors shall submit four copies of their Preliminary Design and Summary Schedule information and one copy of their price proposal.

Price proposal shall be separate from the Preliminary Design and Summary Schedule information.

Factor 1 – Preliminary Design:

General:

The design-technical factor consists of conceptual level presentation drawings, technical approach narrative and the summary schedule. It must clearly define the proposed scope and quality levels that the design-build team is offering to the Government in enough detail for the Government and Offeror to mutually understand whether the proposal meets or exceeds the minimum solicitation requirements. Fully developed drawings, details, or specification are not required for the preliminary design. Unless specifically stated, herein, the government will not be performing a detailed engineering analysis or design review at the proposal stage.

Submission Requirements:

1. Provide technical approach narratives, both qualitative and quantitative, defining the elements of the proposal. Preface the narratives with a design concepts narrative, providing the design rationale and basis of the proposal.

1. At a minimum, provide the following conceptual level drawings:

1. Overall conceptual design scheme which would consist of at least one (1) color exterior perspective rendering (may be CADD renderings) at least 11” x 17” to show a detailed perspective view of new parking structure.

1. One (1) color exterior perspective rendering (may be CADD renderings) at least 11” x 17” to show a detailed perspective view of the new structure and the existing parking structure.

1. Schematic floor plans for each floor of the parking structure to include both base structure and both add alternates.

Offerors shall integrate design of all building systems and components together. Design shall include all disciplines involved in the construction of the parking garage. The government recognizes that each discipline's recommendations have an impact on other aspects of the building project. For example, HVAC, lighting systems, sprinkler system, security, and fire alarm are all interconnect in some capacity. The architect, mechanical engineer, electrical engineer, contractors, and other team members each have their scope of work and often pursue it without adequate communication and interaction with other team members. This can result in oversized systems or systems that are optimized for non-typical conditions. Offerors must consulate appropriate experts during their preliminary design to ensure the most optimal parking garage.

Factor 2 – Summary Schedule:

Submission Requirements:

Offerors shall submit a summary level schedule for integrated design and construction. Schedules or diagrams may be provided separately in a size that is easily read, but shall be bound and clearly labeled. This summary schedule will, after contract award, be replaced with a project schedule. The summary schedule shall be task oriented, indicating the number of calendar days, after notice to proceed, by which milestones are to be achieved. Offeror may use a critical path or other method of choice; however, schedules shall be graphically represented to include:

1. Show the design phase, including events associated with coordinating the interim and final design submittals.

1. Show the overall construction phase including site work, to include major milestones.

1. Show as-built submissions

1. Constraints: Offeror must demonstrate the capability and flexibility to plan and schedule the complete project to meet the proposed contract completion period. Clearly identify and constraints on the schedules presented (labor or material availability, permits, weather, etc.). Indicate the anticipated overall critical path on the schedule.

Factor 3 – Price:

Offerors shall insert proposed pricing in the Schedule Section A.1 Price/Cost Schedule, proposing a price on all Proposed Items. The Offeror must provide a separate minimal cost breakdown, by division, of Labor and Supervision, Materials, HVAC, Plumbing, Electrical, Mechanical, Overhead and Profit and any other related costs to aid in the determination of price reasonableness or price realism. Offers shall insert any exceptions or deviations from the solicitation or their offer.

Offerors should assure that their ability to meet or exceed the minimum needs of the Government is adequately described in the offer. The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in Far 15.306(a)), however, this does not preclude the government from entering into negotiations. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint.

Technical is more important than Past Performance and both, when combined, are significantly more important than Cost or price.

Offeror shall submit one copy of their price proposal separately from the Phase II Evaluation Factors.
