About this file
This document contains questions and answers regarding a solicitation for a design-build parking garage project. The solicitation seeks a contractor to design and construct a new parking garage at the Temple VA Medical Center in Temple, Texas within 365 calendar days of the notice to proceed for an estimated cost between $5-10 million. The project is set aside 100% for service-disabled veteran-owned small businesses. Clarification was provided that the contractor must provide all required infrastructure, equipment, and materials for a CCTV system as specified in the statement of work rather than just empty conduits as previously understood. The conceptual drawings for the preliminary design phase are not included in the 20-page limit for factor 1.

RFIs for 36C257-18-R-0346 Design-Build Parking Garage Phase II- 2nd Set
Q1. Refer to Amendment 0005, RFI answer #4. Is there supposed to be a period after the first word “No”? This would make a huge difference in how this answer is interpreted. Please clarify.
A1. Yes, there is a period after the first word “no”.
Q2. Refer to Amendment 0005, RFI answer #5 concerning CCTV. The response indicates that the project will require the installation of the “infrastructure for a CCTV system”. The requirements of this solicitation for CCTV system are still confusing and we are not sure what we are to provide. In the original solicitation under Part 8 General Requirements subsection xx.it states to include ………., CCTV to include all infrastructure and equipment; Six (6) Pan Tilt-Zoom cameras per floor; (4) Fixed cameras per floor and two (2) fixed cameras per ramp, four (4) IP-based DVR’s; 48 pair fiber distribution panel……… Our question as part of RFIs in amendment 4, more specifically Q&A #28 was simply to ask what type of CCTV System was currently in use, or planned for the campus so that we could match it. The answer given, “Contractor is to provide and install the conduit and pathways for the CCTV cabling”, led us to believe that a complete CCTV system was NOT required, and that only empty conduit and boxes were needed as part of this contract. So in a follow up question, Amd. 0005 Q&A #5 we asked for confirmation that only empty conduit and boxes were required. The answer given, “The contractor will be required to provide and install the infrastructure for a CCTV system. Exact locations of cameras, conduit, power supply and etc. will be up to the Contractor to determine. This will include pull strings in the conduit” makes things more confusing. In general terms the term “infrastructure” can mean everything that supports the primary system, i.e., cabling, power, switching, storage, processing, software, etc. We need the VA to make it clear whether the requirement for this contract for the CCTV system includes ONLY just the conduit system and pull strings OR does it include all the cabling, devices, cameras, DVRs, etc. If it is just the empty conduit, we assume this applies to answer #6 of amendment 0005 also and that we would only install empty raceway with ring/string to Building 171.
A2. The previous responses (amendment 0005, RFI answer #5 & amendment 0004, RFI answer 28) are in error. the contractor shall follow the requirements as stated within the sow. (i.e. part 8 general requirements subsection xx).
The current equipment that the VA utilizes is:
The cameras are American Dynamics The software used to download and manage the video is from Tyco and is called Victor Unified Client.
Q3. Refer to Amendment 0005, RFI answer #13 concerning traffic coatings. Just to make sure we understand the answer correctly, all concrete deck traffic coatings are to be included in Bid Item 0005 (Add Alternate 4). There is to be no concrete sealer or traffic coatings included in the Base Bid. Correct?
A3. Add alternate 4 only includes the traffic coating. The base bid shall include concrete sealer.
Q4. Can the VA provide an assumed length of drilled concrete pier deep foundations for bid purposes and add unit pricing to the bid schedule so that all contractors will be on an even playing field for this scope of work?
A4. No, this is the responsibility of the contractor.
Q5. Refer to the solicitation, part 8 – Project Requirements, subsection xxxiii: Brick Mortar is called out to match AHI Supply / Spectrum / Texas Gold. We cannot find a “Texas Gold” color on the AHI Supply Spectrum color chart. Please clarify.
A5. The contractor shall follow the SOW and Contract Requirements. Per a representative of AHI Supply, Texas Gold is available for brick mortar. The VA was able to successfully locate the called-out brick mortar within the AHI Supply website.
Q6. Refer to the Solicitation, page 20 of 68, Phase 2 requirements, Factor 1 – Preliminary Design: In the first sentence under General it states that the summary schedule is to be included in Factor 1, but then it is not mentioned again in this section. Factor 2 is titled Summary Schedule. Please verify that the summary schedule is only to be included in Factor 2 and is not required to also be submitted under Factor 1.
A6. Summary schedule shall be submitted under factor 2 only.
Q7. Refer to the Solicitation, page 20 of 68, Phase 2 requirements, Factor 1 – Preliminary Design: Under item 2 concerning the conceptual drawings please explain what the difference is in the renderings requested under sub-items #1 and #2.
A7. Sub-item #2 is a duplicate and may be disregarded.
Q8. Refer to the Solicitation, page 20 of 68, Phase 2 requirements, Factor 1 – Preliminary Design: Under item 2 concerning the conceptual drawings, sub-item #3 it states to show schematic floor plans for each floor in the base structure and both add alternates. Per the latest amendment #5 we currently have four (4) additive alternates. Please verify what alternate items you are wanting illustrated in the schematic floor plans (additional level, tensile fabric shade, bus stop shelter, traffic coatings).
A8. Base structure and all add alternates.
Q9. Refer to the Notice of Selection letter issued on July 10, Phase 2 requirements, page limits for the 3 Factors. Please confirm that Factor 1 is limited to 20 pages for both the design narrative AND the conceptual drawings, or are the drawings excluded from the page count?
A9. The drawings are excluded from the page count.
