RFIs for 36C257-18-R-0346 Design-Build Parking Garage Phase II
Q1. Reference Block 11 of the SF1442 regarding completion calendar days. It states that performance is to be completed within 365 calendar days from NTP. A question was asked in phase 1 concerning this and the answer given was that the intent was for the 365 days to include both the design and construction. With the required amount of design submittals (35%, 75%, 100% & Final Documents), the design phase alone normally requires 6 months. This does not leave enough time for construction.
Normal durations for a parking garage of this size would be 6 months for design and 12 months for construction. Please extend project completion duration to 540 calendar days. This time frame could be shortened some if fast-tracking is allowed.
A1. Concur with project duration extension.
Q2. Under the Statement of Work, Item 2: For clarification, does the 14 calendar days for VA design submittal review apply to all four design submittals (35%, 75%, 100% & Final Documents) or only the final documents? If it is to all submittals, the total design time is 146 days, which only leaves 219 days for construction. Both the design and construction phases are too short if the overall duration remains at 365 days.
A2. 14 days are for all four design submittals
Q3. Refer to the Attachment Document issued in Phase 1 that was developed by HFS Company.
Considering that the parking garage has now been re-located, how much of this document is now relative and accurate?
A3. The attachment document that was provided by HFS is to be utilized. However, design information that pertains to the previous location of the parking garage is irrelevant (Geotech, entrance locations and etc.) and shall be reexamined.
Q4. Refer to the Attachment Document issued in Phase 1 that was developed by HFS Company. In our design are we to strictly comply with Attachment 3: Traffic Flow, Attachment 4: Conceptual Structural Design and Attachment 6: Conceptual Rendering or do we have the freedom to vary from this coneptual design considering we are required to submit “our” conceptual drawings with Phase 2?
A4. The design of the parking garage shall resemble the information that was provided by HFS.
Q5. Please advise if there are any specific permits that will be required for this project, i.e., storm water management permit of modification to existing storm water management permit, permitting through Texas Commission on Environmental Quality, SWPP, etc.
A5. Standard permitting is required to meet local, state and federal requirements.
Q6. We understand that our design needs to comply with EPA NPDES Phase 2 stormwater regulations and the Energy Independence and Security Act (EISA). Based on the new location for the parking garage, is it acceptable to use some of the land adjacent to the site noted for a new storm water retention pond?
A6. No, the adjacent land my not be utilized.
Q7. Refer to the site plan document issued with the Phase II notification illustrating the new location of the garage. It appears that new location is partially on the existing parking lot and partially in the grassed area. Is this an accurate depiction of the where the VA desires the new garage to be located?
Are we to remove a portion of the existing surface parking lot or are we to place the new garage “beside” the existing surface lot in the grass area and tie the two together?
A7. The black box depicts an approximate location. The existing surface parking lot shall be removed in its entirety, along with any associated street lights.
Q8. of the garage. How does this new location affect the conceptual layout already issued concerning entrance and exit of the garage? What street does the VA want to enter and exit on to?
A8. The layout shall remain the same. The entrance and exit on Teague Road.
Q9. Refer to the site plan document issued with the Phase II notification illustrating the new location of the garage. If it is decided that the new garage sits partially on the existing surface lot, are the total parking counts of 364 spaces including 32 accessible parking spaces still accurate? Are these counts to be the garage total or the net gain total?
A9. Garage total
Q10. Please advise if there are any requirements for providing emergency power for the parking garage.
A10. No emergency power requirements. However, installation of emergency power can be an add alternate.
Q11. Please provide any recent flow studies from a hydrant close to the new proposed location of the garage.
A11. No flow studies available
Q12. Under the Statement of Work, Item 8.xi and xiv: How many, if any, of the 32 accessible spaces required are to be van accessible?
A12. CTR shall adhere code requirements.

A13. Adjacent/Near the elevator on the various levels
Q14. Under the Statement of Work, Item 8.xi: This item states that the desired parking configuration is a mix of 45 degree and 90-degree spaces. It is assumed that this was done to reduce the footprint of the garage and conserve space up close to the main hospital. The VA Parking Design Manual recommends 90-degree parking and two-way traffic where possible. Considering that the location of the garage has changed since the study was performed and the phase 1 RFP was written, should 90-degree parking and two-way traffic be used throughout the parking garage now or are we to stick with the mixture of 45 / 90 degree and one / two-way traffic patterns?
A14. CTR shall follow the SOW Item 8.xi.
Q15. Reference Sheet A.1 PRICE/COST SCHEDULE: We understand the base bid is based on a three (3) level / 364 space parking garage. Is there a required number of spaces for the add alternate fourth (4th) level?
A15. The number of spaces on the fourth for should be proportional with the other three floors.
Q16. Reference Sheet A.1 PRICE/COST SCHEDULE: Are any additional accessible spaces required with the fourth (4th) floor add alternate?
A16. The number of spaces on the future expansion floor should be proportional with the other floors per the design requirements, including accessible spaces.
Q17. Under the Statement of Work, Item 8.xiii: This item states that the parking garage shall be designed for a future expansion of 2 vertical levels for a total of five (5) levels.
