Clarifications to RFIs for 36C257-18-R-0346 Design-Build Parking Garage Phase I
Q1. The PPQ form that is included in the solicitation documents seems to have a page missing. Typically, there is a page included with PPQ’s for the Contractor to complete describing the project information on the work performed for the subject PPQ. There is no such page in the PPQ document. Please advise if you will post a new PPQ or if we should insert this information at our own discretion?
A1. The PPQ document is complete as provided; no pages are missing.
Q2. Reference page 19 of 68 in the solicitation, Factor 2 – items 1&2 – requiring submission of a Quality Assurance Plan and Proposed Safety Plan. Amendment 1 responses clarified the page count for Factor 2 to be 20 pages. The QA and Safety plans on our team’s other seven awarded VA and/or federal parking garages tend to be early 300 pages total. We will be unable to submit complete plans within the current page limit. Are we to submit a summary narrative only for our QA and Safety Plan in order to remain within the 20-page limit?
A2. The maximum page count for the Quality Assurance Plan and Proposed Safety Plan is changed from 20 pages to 50 pages.
Q3. Answer 10 stated "Yes" that contractor team partners past experience can be used for Factor 1, as long as the team arrangement meets the definition under FAR 9.601 and 9.603. However, under Answer 18, the government states, "As stated under Factor 1 - The technical experience shall be that of the Offeror/Prime Contractor." Please confirm that Answer 10 takes precedence and that teaming partners past experience can be used for Factor 1, as long as the team arrangement meets the definition under FAR 9.601 and 9.603.
A3. Yes, the teaming partners past experience can be used for Factor 1, as long as the team arrangement meets the definition under FAR 9.601 and 9.603.
