About this file
This is a Question and Answer Sheet documenting clarifications issued for RFQ 36C25626Q0947, a Department of Veterans Affairs solicitation for two commercial roll-in freezers. The Q&A addresses critical specification and technical requirements that vendors must understand when preparing quotes.
Key clarifications include: (1) R-290 refrigerant is acceptable as an equal alternative to the specified R-448A refrigerant due to current EPA regulations and manufacturer standards; (2) installation requires only plug-in connection with no hard-wiring or electrician needed; (3) testing consists of verifying the units reach and maintain proper temperature without errors; (4) the contractor must remove current freezer units and store them in a designated facility area for potential reutilization or disposal, with vendors eligible to provide credit incentives for aged equipment disposal; (5) both freezers must have right-hinge, self-closing doors with 120-degree stay-open functionality; and (6) freezer units must not exceed 90 inches in height to fit within the facility. These clarifications ensure vendor compliance with the government's operational and logistical constraints while accommodating regulatory changes in refrigeration technology.

Question and Answer Sheet
1. Our product utilizes R-290 refrigerant rather than R-448A. Will this model be considered an acceptable 'equal' under the solicitation?
Yes
2. The SOW states that "Contractor shall deliver, install, and test requested deliverables." Could you please clarify what is included in the installation and testing requirement?
Plug it in, make sure it gets to temp and maintains without error.
3. I am working on this RFQ and I would like to know if this project needs installation. If yes then as per vendor they are asking if it need to be hard wired or if they need one with plug. That’ll be the difference of whether an electrician is needed or not.
Just plug in; not hard wired.
4. While reviewing the specifications and preparing our quote, we noticed that the solicitation lists R-448A refrigerant as part of the requested freezer specifications. However, due to recent EPA refrigerant regulations and the phase down/restriction of higher-GWP HFC refrigerants in new commercial refrigeration equipment, the requested manufacturer part number, RIF132HUT-FHS, is currently being offered with R-290 hydrocarbon refrigerant.
The R-290 configuration appears to be the current manufacturer standard and an upgrade from the older R-448A configuration, while still matching the requested freezer type, capacity, roll-in design, stainless steel construction, door configuration, rack height requirement, and warranty requirements.
To ensure our quote is accurate and compliant, please confirm whether the Government will accept the requested part number using the current R-290 refrigerant configuration instead of the R-448A refrigerant listed in the solicitation.
Yes (same as #1)
5. To ensure our quote is as accurate and complete as possible, we would like to confirm whether the scope of work includes the removal and/or disposal of any existing freezer units.
1. Yes, SOW updated to read, “Contractor shall remove current units and store in designated area within our facility for Logistic PPM reutilization actions. Option for vendor to provide credit incentive for disposal of aged equipment.”
6. The specifications call for one full-height locking door per unit with self-closing and 120-degree stay-open functionality. Could you please clarify whether both freezers need to have doors that swing the same direction (left or right hinge), or if opposite handing is acceptable?
Yes, both need to be right hinge.
7. For the roll-in freezer requirement, would a unit that is 92” tall be acceptable?
No, if the freezers are over 90” it will not fit within the facility.
