About this file
This document is a Request for Information (RFI) Register for VA Project #667-25-188, addressing floor mastic abatement at Buildings 1 and 33 at the Overton Brooks VA Medical Center in Shreveport, Louisiana. The RFI contains four technical clarification questions and responses regarding asbestos abatement procedures, including approval for a UV disinfection module, hygienist requirements, containment materials, and potential finish repairs.
The related federal contract opportunity is a pre-solicitation notice specifically targeting Service-Disabled Veteran-Owned Small Businesses (SVOSBs) for a construction project with a cost range between $250,000 and $500,000. The project will use NAICS code 238330 for Flooring Contractors, requires a Bid Bond, and is anticipated to be awarded using a Tradeoff Process. The official solicitation (36C25625R0079) will be issued on or around 04/11/2025, with interested contractors required to be registered in SAM and certified as an SDVOSB. The contracting officer can be reached at Jennings.herbst@va.gov.

Project No. 667-25-188 Abate Floor Mastic, Bldg 1 & Bldg 33 36C25625R0079 RFI Register
1) Will the VA allow a Hepacart U-V Force Airborne disinfection module with a Far UV-OxyElix in lieu of removing windows? Please see attached photo of the unit. This machine sits on top of the negative air machine.
Yes. Provided that the Contractor will be able to verify that there will be no visual exposure to UV-C contained within (TRU-D requires room blocked off/visual block as well), that the Contractor will be able to validate that no asbestos fibers are escaping containment, and that the Contractor will be able to show how negative containment and air quality will be able to be measured.
2) Spec section 2.3.1 Paragraph 13 reads that contractor must employ an independent hygienist. Is the air monitor professional consultant sufficient to meet the VA specs?
Yes. Provided that the individual will meet the professional requirements.
3) Spec section 2.2.4 calls for 2 layers of 6mil Pol. Will fire retardant Edge Guard panels be sufficient?
Yes. Provided that the Contractor will be able to ensure the enclosure is sealed from floor to ceiling and around objects/obstructions in the corridor.
| 4) The SOW does not contain Finishes, i.e., floors and walls; however, there is a spec section for Finishes. Can the VA provide clarification as to what will be required? |
| The Finishes Spec was provided on the off chance that any area outside of demolition area is damaged and must be repaired (i.e. walls, doors, or door frames, etc.). |
