Contractor must remove, store and then replace all free-standing furnishings while asbestos abatement work is in progress. Contractor may be directed to throw away older furniture by the COR, but all other furniture must be stored and replaced.

Contractor shall remove mastic ACM in Buildings 1 and 33 to allow for future upgrades totaling to 13,000 sqft. Approximately 3,800 sqft of flooring and cabinetry will be abated in Building 33 and approximately 9,200 sqft of flooring and cabinetry will be abated in Building 1. The abatement within Building 1 will be split between the 4 East (4,300 sqft) and 5 West (4,900 sqft) Wings. As found in Attachment 1 (Room Space Schedule) and Attachment 3 (Asbestos Survey). A Preliminary Phase Plan can also be found to give a general idea of how work should progress (Attachment 4) to maintain continuous operation of the facility.

All work shall be in accordance with the following Statement of Work, Specifications and Drawings.

Reference: Attachment 1: Room/Space Schedule

Attachment 2: Drawings Attachment 3: Asbestos Survey Attachment 4: Preliminary Phase Plan

All work must be performed as specified herein and shall be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and any other applicable codes.

The Contractor must provide all necessary labor, materials, tools, equipment, licenses, permits, and services for completion of this project. The Contractor must be responsible for all damages to persons or property occurring as a result of the Contractor’s fault or negligence. The Contractor must be responsible for all materials delivered and work performed until completion and acceptance of the entire work.

DESCRIPTIONS OF DIVISIONS OF WORK:

DIVISION 1 - FURNITURE REMOVAL, STORAGE AND REPLACEMENT:

This includes all work (labor, materials, equipment, supervision, general conditions and over-head and profit) associated with proper furniture management for areas as identified. Contractor shall provide storage container on station to store furniture, the area for storage shall be coordinated with VA COR.

Furniture management includes, but is not limited to: disassembling furniture, moving furniture to Contractor furnished storage container, properly storing of furnishings while work within the room or space is being accomplished, returning furniture to the room and re-assembling the furniture into its original (pre-construction) condition. Before start of work, the VA will ensure all small items and personnel items are removed and stored by VA staff. Each room shall be inspected prior to beginning work and any damages shall be documented. Contractor to coordinate with VA COR before start of work, so that the VA can have the data connections, computers and other VA equipment coordinated with VA OI&T. Contractor may be required as needed to disconnect electrical and ADP connections once coordinated with COR, OI&T and VA Maintenance staff.

disposing of flooring material.

DIVISION 2 – DEMOLISH EXISTING FLOORING, INCLUDING ASBESTOS ABATEMENT:

This is to include all work (labor, materials, equipment, supervision, general conditions and over-head and profit) associated with proper demolition and asbestos abatement of existing asbestos containing materials (mastic or tile) as identified. Flooring demolition and asbestos abatement includes, but is not limited to: addressing applicable Infection Control Construction Risk Assessments (ICRA’s) requirements, setting up containment, abatement signage, Louisiana Department of Environmental Quality (LADEQ) notification, 3rd party air monitoring & IH oversight (project management), base-line air readings, protecting/covering of surfaces, sealing penetrations, setting up neg-air, abating asbestos containing material, removing, hauling & properly disposing of asbestos containing material, final clean, air samples/testing (PCM/TEM analysis) & clearance reports. Reference Asbestos Survey Flooring Drawings.

Provide “Abatement Plan” in advance of start of work and all LADEQ required paperwork and documentation. The Abatement Plan must identify the negative air system (including window removal as necessary), containment barriers, and dedicated anteroom for the required work. The Abatement Plan must be submitted and approved one week in advance before work begins. Coordinate all activities with COR. Contractor to procure 3rd party Air Monitoring, Testing, and Project Management duties.

Submit 3rd party Air Monitoring, Testing, and Project Management company and their qualifications to the VA for review and approval. Allow sufficient time to procure 3rd party Air Monitoring to set up for baseline (pre-work) testing of air.

NOTE: Building 33 contains 150 feet of countertop that contains transite asbestos material. Contractor must demolish the black asbestos-cement laboratory countertops and cabinets as apart of asbestos abatement. Contractor must also abate beneath cabinets after demolishing.

II. Hours of Work:

For this project all work needs to be performed after hours to avoid disruption of adjacent occupied spaces during normal business hours. Extensive noise or odor generating work may be required to be performed in shorter segmented time frames. It will be important to minimize noise during hospital sleeping hours. Contractor shall coordinate with COR for the allowable hours of work for very noisy activities. The mastic removal process results in an odor that the contractor will be required to mitigate.

Any smell/odor related concerns or complaints will need to be resolved through possible negative air flow, floor bonding agent, or COR approved application. Any required outages needed in order to perform the work, will be scheduled at the convenience of the hospital and may also require work to be performed during hours where appropriate staff is available. This may be either during business hours or after-hours work, depending on the nature of the outage and VA staffing availability. Outages will be coordinated two weeks in advance of the required outage.

III. Phasing and Execution of Work:

• Approximately, 80% of the work will be conducted 4:30pm – 5:00am, Mon – Fri, or on Sat and Sun, including federal holidays as coordinated with the COR.

• Asbestos abatement work will only be conducted 4:30pm – 6:30am Friday – Sunday; possibly on federal holidays or otherwise coordinated with the COR.

• To accommodate patient care and employee workload, the construction project schedule is subject to change.

• The VA will turn over hallway sections to the Contractor such that the overnight, or weekend work, can be accomplished sufficiently to allow for the hallway to be safely opened back up and passible the next business morning by 5:00am. If the hallway is to remain accessible, the hallway will be divided into segments. Typically, half of the hallway and the office directly adjacent to workspace will be completed during the same timeframe.

• NOTE: Some rooms off hallways will always be occupied; therefore, safe access to these rooms are required from 5:00am to 5:00pm every business day.

• The VA will host a weekly coordination meeting with department leaders, employees, and other key personnel. The meeting will coordinate work to take place up to two weeks in advance. It is recommended that the contractor attends the coordination meeting.

IV. Period of Performance The construction portion of this project will consist of two separate periods, each of which must be preceded by a NTP issued by Contracting.

1. Pre-construction period – 30 Days – Contractor to provide the deliverables before the end of this period.

2. Construction period – All contractually required work and tests must be successfully completed within 150 calendar days of issuance of Notice to Proceed for Construction.

V. Required Submittals The below required submittals are in addition to the submittals required by the specifications. Refer to 01 33 23 SHOP DRAWINGS, PRODUCT DATA, and SAMPLES

1. Construction Schedule

2. Project Schedule of Values

3. Asbestos Abatement Plan and Schedule

4. Infection Control Plan

5. Safety Plan Submittals must be reviewed and approved by the VA prior to the start of work.

VI. VA Requirements

Contractor shall follow and comply with the established Infection Control Risk Assessment (ICRA) specific for this project. Each space will have specific ICRA requirements depending upon their space type (for example, administrative versus patient care areas). Before any work is started, contractor shall set up any dust barriers and containment walls as necessary. If ICRA allows, contractor (at a minimum) shall scrub the area (HEPA filter). If ICRA requires negative air for the space/location, then contractor shall route ductwork and provide equipment as necessary to establish a negative pressure relationship between the construction space and adjacent spaces. Install magnehelic gauge to continuously monitor & demonstrate that the required negative pressure relationship is maintained throughout the construction project. Contractor to provide and maintain Walk-Off mats through the construction phase.

Once all work has been completed the Contractor shall adequately clean the construction area and request a Pre-Final Inspection. Upon completion of the Pre-Final punch list items, the contractor shall request a Final Inspection. Each of these inspections will be scheduled at the convenience of the hospital.
