About this file

This document is a Standard Form 30 (SF-30) Amendment 0004 for Solicitation Number 36C25625R0062, issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, TX. The amendment extends the Request for Proposals (RFP) due date to 6/25/25 at 5:00 PM CST and provides additional Request for Information (RFI) clarifications. The solicitation is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for repairing and replacing the main chilled water distribution system at the Michael E. DeBakey VA Medical Center, with a project value between $5-10 million and a 365-calendar day performance period. The RFI responses clarify technical details about drawing attachments, pipe supports, alternate bid options for eliminating certain system components, and connection specifications for new piping and equipment.

580-22-100 ADDITIONAL RFI CLARIFICATIONS/RESPONSES

36C25625R0062 Amend 00004

1. Page S-201 – Is drawing F6 supposed to attach to the back of drawing F1?

Yes, the two sections are inches apart.

2. Page S-201 – What is the distance between pipe supports? Per F1/S-101 the existing supports are approximately 15’o/c but can vary.

3. I can find no drawing #100MP100. This should be a floor plan showing how the new 24” pipe connects to the existing CHW system in Building 100 Area H. That page is referenced on 102MP100 in a section view. Please see 100MP100 in the attachments.

4. The alternates need some clarification. Item #2 which is Alternate #4 calls to eliminate only the vertical piping as per note 6 on 102MP100. But note 15 on 104MP100 points to almost all the new CHW piping which is to be eliminated as a part of Deductive Alternate #4. Note 15 also points to the new expansion tanks and air separator to be a part of that same deduct. What is supposed to be eliminated in Item No 2, alternate 4? Alt. 4 is all of the piping in the plant, which would include the accessories (air dirt separator, expansion tanks, etc). The vertical pipe would be part of the piping in the plant which is why it's included in Alt. 4.

5. Item #4, Alternate #2 notes to eliminate the lights and piping as shown in the tunnel. Do we also remove the structural steel in the tunnel? No. We will also need to remove the connection of the new 24” from the tunnel to the existing piping as shown in Building 100 Area H? Are we to connect the new 24” to the existing in Bldg 100 and then stub the new 24” down towards the tunnel and cap it? Contractor shall provide the new connections with caps for this alternative.

6. Item #5, Alternate #1. Confirm this is to eliminate only the replacement of the existing secondary pumps with new pumps? The description also calls for removal of the piping associated with these pumps but according to the note 15 on 104MP100 most of this new piping would be eliminated in the Item No 2 alternate #4 deduct. Alt. 1 is just eliminating the pumps. New piping would have to be run to existing pumps with cap for future for the 5th pump that would not be replaced in this alternative.
