Question
Answer
1.
ES101 note 1
Regarding the duct bank between the rear of building 3 that runs adjacent to building 7. Will the VA please clarify how far away the duct bank runs from building 7?

Contractor must field verify distances and exact duct bank locations. Contractor may scale drawing ES101 at their own risk to obtain approximate distances. The drawing is depicted at a scale of 1 inch equals 70 feet as shown on the plan title.

2.
ES101 note 1
How deep underground is the existing duct bank?
The existing duct bank varies but is typically approximately a minimum of 3 feet below grade. Exact depth must be field verified by Contractor.
3.
ES101 note 1
Is there currently a branch or a T coming off the existing duct bank to building 7?
Yes. As shown on drawing ES101, there is an existing conduit connection from this duct bank to building 7.
4.
ES101 note 1
What is currently (the type of media) in the existing duct bank that is tying building 7 FAP to the main FAP in building 1?

Cables in the existing telecommunications duct banks are both fiber and copper.

5.
ES101 note 1
Is there an existing pull string in the duct bank running adjacent to building 7?

No. Contractor may use existing copper to pull in fiber. In some locations where copper is being replaced by fiber, the Contractor may be able to use the existing copper cable to pull in pull string for new fiber. Contractor must add pull strings as required. New pull strings shall be required in all existing conduits.

6.
ES101 note 1
If there is not an existing pull string in the duct bank, is there any room left in any conduit for a pull string and more wire?

Yes. As indicated in Sheet Keynote #1, the existing duct shall be used for new fire alarm fiber.

7.
ES101 note 1
If the contractor discovers that there is no more room in the existing duct bank and subsequently must bury a new run of conduit, will this be reimbursed via a change order?

As indicated in Sheet Keynote #1, the existing duct shall be used for new fire alarm fiber. Contractor must provide RFI and request to CO and COR upon discovery. The request will be reviewed by CO and COR at that time. Only CO can approve change orders.

8.
Note 2 on ES 101
Note states “New” 2” underground conduit to connect….. from 3 FAP to 42 & 46…. Is this implying that this conduit is new and already there, or is the awarded contractor for this project to install a new run of conduit along the entire hashed line to the inside of building 1 or just to the back of the corridor behind building 3?

“New” indicates a new conduit that must be provided and installed under this contract. Existing conduits are noted using the word “Existing”. The new conduit must create a continuous pathway from the duct bank to the conduit termination point in the building.

9.
Note 2 on ES 101
Will the VA please provide a utility printout of all underground utilities between building 42 and the corridor behind building 3?

VA does not have accurate drawing for utilities in this area. Contractor is responsible for location of existing utilities.

10.
Note 3 on ES 101
The hatched line and detail note stops short of building 8. Should this new line be extended from the SE corner of building 11 to building 8 or is the line already there and only needs extending to bldg. 40?

The conduit line shown between building 11 and building 40 is drawn continuous. As indicated in Sheet Keynote #3, this conduit is new.

Please refer to answer to question #8 for the definitions of the word “New” and “Existing”.

11.
Note 4 on ES 101
Does the VA want expansions joints between the new concrete and each side of the saw cut joints?

Note #4 does not require expansion joints. Driveway must be saw cut and patched. Provide #6 rebar dowelled at 12 inches on center into existing concrete slab to ensure weight bearing continuity of existing concrete driveway. Contractor may as an option bore under driveway at no additional cost to Government.

12.
Note 5 on ES 101
Will the contractor be responsible for hiring an elevator company to operate the elevator to allow access inside the PIT or will the VA accommodate the contractor by operating the elevator for contractor access?

VA can get the contractor into elevator Pits with two weeks advance notice at no cost to Contractor.

13.
FA103 Note 3.

ICRA level 4 is required however the intent is to only replace two strobes and a speaker in this area. The specifications, section 013526-18, paragraphs 4.a.1-6 call for extreme measures to be taken, including the construction of an anteroom, temporary barriers, etc.. for the replacement of these three items. Will the VA please clarify in DETAIL the extent of ICRA compliance in 1-6 that they want the contractor to provide for these level 4 areas? Instructing the contractor to comply with all requirements as specified is not a suitable answer unless that is the true and extreme intention of the VA.

Contractor must comply with all VA ICRA requirements. Before Contractor begins working in an area the Contractor must have a plan that has been reviewed by VA Infection Control department and approved by the COR in writing.

14.
Page FA110
In Detail D1, MRI room, the existing drawing shows a bolded strobe and a pull station on the (plan view) east wall. However, these are not bolded in detail B1 above it and neither of them are associated with an instructional key note explaining what to do with them. There are dozens of discrepancies similar to this on ALL plan pages between the EXISTING detail and the NEW detail. Some of these symbols have sheet note numbers associated with them, but most do not. What is the intent of the VA regarding the discrepancy and difference between the number of and location of bolded items with “no” keynote instructions on the existing detail in comparison to the difference in location and number of bolded items (with or without keynote instructions) on the new detail?

There is no MRI room depicted on drawings FA110. Per General Sheet Note #1, existing devices must remain unless otherwise noted.

15.
Page FA114 detail C1.

Note 4 refers to the signal line that comes from building 42 and into the auditorium of building 3. The inside of building 3 was not viewable during the site visit. Is this fiber optic cable?

Signal line circuits from building 3 FACP or building 1 FACP are copper conductors.

16.
Page FA114 detail C1.

Regarding the signal line in note 4, once the line enters building 3 is the intent of this line to be installed above or below the ceiling?

All new fire alarm raceways must be installed concealed.

17.

Is the ceiling in building 3 a hard ceiling or ACT panels?

Existing ceilings in the areas of work in building 3 are lay in. However, contractor shall field verify the full extent of all existing ceilings. Except for connection of buildings 42 and 46 work shown will not be included in this project.

18.

If the Prime Contractor is a Notifier certified NICET level 4 contractor and the Prime’s onsite OSHA 30 superintendent is monitoring the installation of the technicians, can the superintendent who is also a trained and certified FACP programmer be allowed to program the modes and codes into the fire alarm panel?

Yes.

19.

G1001, Schedule of deductive bid items

Writing this RFI is difficult because the way these alternates are written makes very little sense. Starting with Bid Item #3, Alternate number 2 and running consecutively to the last bid item #8. Is the contractor to stack the sum of all the bid items previous to that one?

Structure of the deductive alternates in per typical VA required practice and consistent with federal procurement regulations. The alternates are cumulative beginning with the Bid Item 2 (Alternate No. 1).

20.
G1001, Schedule of deductive bid items
Should the contractor interpret bid items 2-8 to imply “Perform all work described in the base bid plus all of the alternates below it, don’t exclude anything except only the work in that bid item?” For example: “Bid Item #8, Alternate #7: Perform all work as described in the base bid and alternates 1-6, do not delete anything except the work in building 4.” If this meets the intent that the VA is trying to push will the VA please consider rewording the language in the schedule of deductive bid items. If not, then to clear up any confusion will the VA please rewrite the schedule of deductive bid items to make more sense?
Structure of the deductive alternates in per typical VA required practice and consistent with federal procurement regulations. The alternates are cumulative beginning with the Bid Item 2 (Alternate No. 1).
