About this file
This document is a Response to Request for Information (RFI) #1 of 3 issued by the Department of Veterans Affairs for Project 657-26-105, an Upgrade Interior Physical Security project at Saint Louis Veterans Medical Center in Saint Louis, Missouri, under Solicitation 36C25526R0064, Amendment 0002.
The RFI response provides clarifications and specifications for interior physical security upgrades across multiple VA facilities. For seven community-based outpatient clinics (CBOCs) and one recovery center—Hope Recovery Center, Manchester Ave CBOC, Washington Ave CBOC, St. Louis County CBOC, St. Charles County CBOC, Franklin County CBOC, and St. Clair County CBOC—floor plans and detailed scope locations for interior physical devices (IPDs) are attached. At John Cochran Building 75, four glass windows in fire doors (located in Rooms 1C 100, 1C 101, and 1C 102) measuring approximately 4"x25" must be replaced with fire-rated wired safety glass and recertified per NFPA and VA Technical Information Letter (TIL) standards. For John Cochran Building 8, three glass windows (two aluminum windows by door and one at ground level in brick) require installation of security screens conforming to VA Handbook 0730 and VA Physical Security Design Manual specifications, constructed of #304 stainless steel woven mesh with 0.7 mm wire diameter, 12x12 mesh per inch, and carbon steel frames with baked enamel finish. The project requires Class 2 ICRA (Infection Control Risk Assessment) level and mandates contractor superintendence on-site at all times during performance per FAR 52.236-6. Two additional RFI responses are scheduled for publication by 6:00 PM CST on Thursday, March 5, 2026.
