About this file

This document is a Pre-Proposal Conference agenda for a VA construction project to replace air handling units and chillers at Jefferson Barracks VAMC. The solicitation (36C25525R0097) is a 100% set-aside for Service Disabled Veteran-Owned Small Businesses, with a project cost estimated between $5-10 million and a 270-calendar-day performance period. The procurement will use a Best Value Trade-Off selection process, with non-price factors considered significantly more important than price.

Key requirements include submitting proposals electronically to specified VA contacts, providing a technical and price proposal, and including a letter from the surety detailing bonding capabilities. Offerors must be registered in VetCert and SAM, with the NAICS code 238220. The evaluation will consider five factors: prime contractor construction experience, project execution, key personnel experience, safety plan, and past performance. Proposals must be submitted by email, with original bid bonds sent to the Contracting Office in Leavenworth, KS, and all questions must be submitted in writing by June 18, 2025, at 3:00 PM Central.
