About this file

This document is an Amendment (A00002) to a Department of Veterans Affairs solicitation for replacing air handling units and chillers in Buildings 1, 24, and 51 at the VA Network Contracting Office in Leavenworth, Kansas. The amendment provides clarifications to potential contractors, including specific details about temporary mobile cooling for the morgue, rental air handling unit (AHU) specifications, and steam trap requirements. Key technical requirements include providing a temporary mobile cooler during morgue HVAC replacement, using specific Trane rental AHUs or equivalent units with detailed electrical and capacity specifications, and installing steam traps at various heating coils and humidifiers.

The solicitation (36C25525R0097) remains on schedule with proposals due on 7/28/2025 at 10:00 AM Central Time. The project involves replacing HVAC equipment across multiple buildings, with contractors required to coordinate electrical connections, verify piping lengths, and seek VA approval for equipment alternatives. The amendment includes attachments such as specification sheets for HVAC insulation, steam traps, and Trane rental services, providing additional technical guidance for potential bidders. No security guard is deemed necessary for this project, and the VA emphasizes the importance of acknowledging all amendments to avoid potential offer rejection.

1. RFI #65. Can the morgue be shut down during construction? Providing temp cooling for that area to the degree required will be between difficult and impossible. If the shutdown is not possible, can you please provide clarification on how temp cooling for that area is to be accomplished so we can properly price this scope? Including the size and placement of temp unit/units that will achieve the appropriate temperatures?

Contractor to provide temporary mobile cooler during downtime of the Morgue. Temporary mobile cooler can be a box truck with cooler; to be parked in the building 1 Dock area for the 2-3 weeks it takes to replace the Morgue HVAC. This way the VA does not have to go on diversion.

1. RFI #70. Sizing the temp units based on a preconstruction TAB report will not enable us to provide the proper pricing for our scope of work. This information needs to be available for us to include the correct pricing at the time of our bid…not after we are awarded the project. Otherwise, it becomes and guess which usually drives the price up.

For:

Rental AHUs listed are Trane units. It is the A/E’s understanding that the site personal has had issues with the Trane specific maintenance crews in the area. Ensure the rental company for the AHUs have their own maintenance personal to service temporary units. Contractor shall seek approval from the VA COR and site engineering for usage of Trane rental / temporary AHUs. Equivalent alternatives are acceptable to A/E with A/E review and approval.

· AHU-01-1 – Trane CSHX0035F3 (OR EQUIVALENT) (with electric heat), 7000 CFM Nominal, 5in Max ESP, 460V 3 Phase, MCA 179.8A, MOP 200A. Note: The contractor shall coordinate required electrical connection with the VA.

· AHU-01-2 – Trane CSHX0035F3 (OR EQUIVALENT) (with electric heat), 7000 CFM Nominal, 5in Max ESP, 460V 3 Phase, MCA 179.8A, MOP 200A. Note: The contractor shall coordinate required electrical connection with the VA.

· AHU-24-1 – Trane CSH0050F4 (OR EQUIVALENT) (with electric heat), 10000 CFM nominal, 5in Max ESP, 460V 3 Phase, MCA 232.2A, MOP 250A. Note: 460V unavailable at building 24. The contractor shall coordinate required electrical connection with the VA.

· AHU-51-1 – Trane RSHX0080 (OR EQUIVALENT) (with electric heat), 12,800 CFM nominal, 4.8in Max ESP, 460V 3 Phase, MCA 329A, MOP 400A Note: 460V unavailable at building 24. The contractor shall coordinate required electrical connection with the VA. If alternate is used, unit must have adequate capacity for DOAS application.

1. RFI #72, 73 & 108. We need the design team to provide the proper information on the steam trap sizing and placement. Including the traps at the units and any drip traps that might be required. This is a complicated issue that would need to be designed….by the design team….not the installing contractor. Drip traps are generally based on the pounds per hour capacity of the main. This information is not available to us.

Steam trap to be placed at the unit steam coil / humidifier.

Anticipated piping lengths do not require steam drip traps. Contractor to verify and report the piping lengths from steam mains.

1. RFI #96. Thank you for giving us the spec section number. But can you provide the actual information contained in that spec section? That section is not in the documents.

Spec sheet attached.

1. RFI #97 & RFI#100. Can you provide the as-built drawing? Or a screenshot like you did in the answer to #98. We cannot determine the size of the piping without removing insulation. Is the removal of insulation allowed in the site visits?

This will be answered in a future amendment

1. Is an unarmed security guard necessary?

This is not necessary for this project.
