1. Is it acceptable to submit previously completed PPQs from past projects, or do new PPQs need to be submitted?
118. PPQ’s shall be submitted from the client to the Government point of contact. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).
1. Will the Government consider and evaluate past performance examples that meet the dollar threshold (≥ $2M) but were not performed in an active healthcare environment?
Conversely, will the Government consider and evaluate past performance examples performed in an active healthcare environment, but under the $xxx threshold?
Our firm is considering leveraging the experience of our SBA-approved Mentor under an active Mentor-Protégé Agreement. While our Mentor has several highly relevant projects that meet or exceed the cost threshold, they were not performed in medical settings. Conversely, our team has experience in occupied healthcare environments, though several of those projects fall below the specified dollar threshold. We appreciate your clarification as it will help us submit the most comprehensive and responsive proposal possible.
119. To be technically acceptable, submit a minimum of two (2), and a maximum of three (3), construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP in a hospital setting.
1. Would projects conducted in hospital support facilities such as dietary, laundry, or logistics buildings be considered as taking place in an “active healthcare environment” for evaluation purposes?
120. To be technically acceptable, submit a minimum of two (2), and a maximum of three (3), construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP in a hospital setting.
1. The solicitation reads: “For the subcontractors identified, provide a resume of that company, identify any of the key personnel that will be working this project and the relevant experience of both the company and any key personnel that were identified.” Does the require Subcontractor Consent Forms for each subcontractor as well? If so, will those forms be provided?
121. Subcontractor Consent Forms are not required.
1. While the solicitation clearly states that Factor 1: Prime Contractor Construction Experience must present previous experience with the offeror as prime, Special Note 1 reads, “SPECIAL NOTE 1: For Prime Contractors That May Lack Past Performance Information: In accordance with FAR Part 15.305(a)(2), in the case of a Prime Contractor that is without a record of relevant past performance, or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Such offerors may submit relevant past performance information regarding predecessor companies; key personnel who have relevant experience; or subcontractors that will be performing major or critical aspects of this requirement, provided that such information is relevant to the construction in this solicitation.”
Does this mean we can present past experience in Factor 1 from our subcontractors as long as it’s recent, relevant and meets all the other criteria? Or, do the experience examples need to be from the offeror as prime in order to be considered?
122. Subcontractor experience will not be evaluated.
If the Government will accept and evaluate past experience from our subcontractors, are Subcontractor Consent Forms required? If so, will those forms be provided?
1. The solicitation reads: “If there is not a completed past performance evaluation available in PPIRS, then the Offeror shall submit Past Performance Questionnaires (PPQ) (reference ATTACHMENT 5) for each project referenced in Factor 1, Construction Experience.” However, there is no Attachment 5 contained in the documents that I can see. Will the government please provide the form they want us to use? PPQ is attached to this modification.
123. PPQ attached to this amendment.
