About this file

This document is an Amendment (Modification Number 0005) to Solicitation 36C25525R0097 for the Department of Veterans Affairs, specifically a project to replace various Air Handling Units (AHUs) and Chillers in Buildings 1, 24, and 51 at a VA facility. The amendment addresses multiple Request for Information (RFI) clarifications, including detailed specifications for temporary cooling arrangements during construction, steam trap configurations, and electrical connection requirements for new AHUs.

Key technical details include replacing four specific AHUs: two in Building 1 (7,000 CFM Trane CSHX0035F3), one in Building 24 (10,000 CFM Trane CSH0050F4), and one in Building 51 (12,800 CFM Trane RSHX0080), all with electric heat and specific electrical requirements. The amendment provides guidance on temporary power connections from 208V panels, steam trap specifications using Spirax Sarco FT450-4.5 traps, and clarification on morgue operations during construction. The proposal response deadline is 8/12/2025 at 10:00 AM Central Time, with the project administered by the Department of Veterans Affairs Network Contracting Office in Leavenworth, Kansas.

1. RFI #65. Can the morgue be shut down during construction? Providing temp cooling for that area to the degree required will be between difficult and impossible. If the shutdown is not possible, can you please provide clarification on how temp cooling for that area is to be accomplished so we can properly price this scope? Including the size and placement of temp unit/units that will achieve the appropriate temperatures?

We don't use the JB morgue too often. Most patients that pass at JB go directly to the funeral home. The morgue is only used with the veteran does not have funeral home plans in place. The backup plan is the patient will be transported to JC morgue until funeral home arrangements are made.

1. RFI #70. Sizing the temp units based on a preconstruction TAB report will not enable us to provide the proper pricing for our scope of work. This information needs to be available for us to include the correct pricing at the time of our bid…not after we are awarded the project. Otherwise, it becomes and guess which usually drives the price up.

AHU-01-1 – Trane CSHX0035F3 (OR EQUIVALENT) (with electric heat), 7000 CFM Nominal, 5in Max ESP, 460V 3 Phase, MCA 179.8A, MOP 200A. Note: The contractor shall coordinate required electrical connection with the VA.

AHU-01-2 – Trane CSHX0035F3 (OR EQUIVALENT) (with electric heat), 7000 CFM Nominal, 5in Max ESP, 460V 3 Phase, MCA 179.8A, MOP 200A. Note: The contractor shall coordinate required electrical connection with the VA.

AHU-24-1 – Trane CSH0050F4 (OR EQUIVALENT) (with electric heat), 10000 CFM nominal, 5in Max ESP, 460V 3 Phase, MCA 232.2A, MOP 250A. Note: 460V unavailable at building 24. The contractor shall coordinate required electrical connection with the VA..

AHU-51-1 – Trane RSHX0080 (OR EQUIVALENT) (with electric heat), 12,800 CFM nominal, 4.8in Max ESP, 460V 3 Phase, MCA 329A, MOP 400A Note: 460V unavailable at building 24. The contractor shall coordinate required electrical connection with the VA. If alternate is used, unit must have adequate capacity for DOAS application.

The needs of the station and the temporary units are based on availability. The information provided is to ensure the contractor understands the situation and the need to ensure a maintenance team/ plan is made available by the subcontractor to avoid any issues with the temporary cooling during construction.

Power can be provided to the temporary units as follows:

0. Building 1: Feed the temporary AHU from 208V panel “EMDP”. Provide temporary transformer and connections as necessary.

0. Building 24: Feed the temporary AHU from 208V “External Wireway”. Provide temporary transformer and connections as necessary.

0. Building 51: Feed the temporary AHU from 208V switchboard “MSB-51A”. Provide temporary transformer and connections as necessary.

1. RFI #72, 73 & 108. We need the design team to provide the proper information on the steam trap sizing and placement. Including the traps at the units and any drip traps that might be required. This is a complicated issue that would need to be designed….by the design team….not the installing contractor. Drip traps are generally based on the pounds per hour capacity of the main. This information is not available to us.

Steam trap to be placed at the unit steam coil / humidifier.

Anticipated piping lengths do not require steam drip traps. Contractor to verify and report the piping lengths from steam mains.
