About this file
This document is a federal contract amendment (Standard Form 30) for a Department of Veterans Affairs solicitation to remove and replace end-of-life HVAC infrastructure at Building 1 of the Poplar Bluff VA Health Care System. The project is a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with an estimated cost between $10-20 million, involving HVAC system replacement in the Laboratory Service, Ground Floor, Dental, Admin Suite, and Laundry areas. The solicitation (36C25525R0009) is structured as a Lowest Price Technically Acceptable (LPTA) source selection, with five key evaluation factors including past performance, technical construction experience, key staffing qualifications, HVAC contractor experience, and safety plan.
Key amendments include extending the proposal submission date to April 24, 2025, clarifying electronic submission requirements, updating technical construction experience requirements, and providing additional details on subcontracting limitations. Contractors must comply with specific requirements such as having a project manager with 5+ years of experience in similar medical facility projects, providing detailed resumes of key personnel, and ensuring no more than 75% of contract value is subcontracted to non-SDVOSB/VOSB firms. The contract has a 900-calendar-day performance period, and the work must be coordinated closely with the VA Contracting Officer and on-site Representative.

Addendum 8 - Follow up questions for Solicitation # 36C25525R009
2. Specification Sections 01 52 13(2.4)(B) & (C) only provide ONE acceptable manufacturer for the laboratory and dental clinic, not three, which is why a sole source/brand name justification was requested.
A: The A/E has provided acceptable manufacturers that cover the Basis of Design.
Vendors do not have to use the suggested manufacturers, if vendors are planning on using another vendor, then they must meet the salient characteristics provided by the suggested vendors.
3. The VA’s response does not answer the question. Will the VA make progress payments to
Contractor for work completed on engineering during the submittal process (prior to equipment being delivered or installed) and all applicable deposits required to begin manufacturing?
A: Progress payments will only be made for equipment delivered / installed. The government pays in arrears.
9. There is not sufficient information to prepare an estimate of cost and schedule for this COR temporary field office. The location of the temporary field office affects the cost and schedule estimates as it impacts the materials and labor required to, for example, grade the area for set up, connect to utilities that may be near the selected area or need to be pulled from far away. For the purposes of the proposal, bidders cannot know what the COR will decide in the future. Will the VA provide assumption parameters for the location of the temporary field office?
A: A temporary COR field office is not required.
13. This question has not been answered. Because of the magnitude of the proposal, the hard copy documents and CDs must be prepared and sent several days in advance to ensure they reach the VA by the due date. Electronic bids can be submitted nearly instantaneously. The current due date for both is April 15, 2025. Will the VA extend the due date for the hard copy submissions to April 18, 2025, or allow for the hard copy to be post marked by April 15, 2025, to be deemed acceptable? All other solicitations we have bid on in the past year for this NCO have allowed for electronic submission of bids.
A: The proposal date is extended to April 24, 2025. Hard copy submissions of proposals are no longer required. See revised proposal submittal instructions. Original Bid Bonds must be received at ATTN: Arnold Payne, Network Contracting Office 15 (NCO15), 3450 S. 4th Street
Trafficway Leavenworth, KS 66048 via US Postal Service or other courier prior to the solicitation closing time. A copy of the bid bonds must be submitted with the emailed proposal submission
14. This question was not answered at all. The link in the answer field was part of the originally submitted RFI. Please provide a response.
A: Respond to the factors requirements as listed.
22. This question has not been answered. Please provide the material type, size, and length of the existing chemical resistant waste and vent piping to allow bidders to match.
A: Adjustments to existing piping should match existing material if available. If not available, then the specification information provided would be used.
23. The VA’s response is unclear. The response appears to say there is no AV (Acid Vent) or AW
(Acid Waste) piping to replace or reroute on this project. Please confirm.
A: Contractors to bid what is shown on the plans. If no AV or AW is found on the plans then there would be no items to price.
29. It is impossible to properly estimate the costs and schedule to perform the removal or rerouting of unknown structures that may interfere with the primary work. For example, if extensive duct, piping, sprinkler systems, etc. needs to be removed and/or rerouted, costs will increase, and the schedule will be impacted. Please identify the existing items that must be removed, replaced, or relocated to allow for the new work to be installed. From our field observations at the site visit it is not possible to quantify the items without extensive site investigation with the entire ceiling removed. This project is currently not biddable or constructable due to this lack of information.
A: Contractor shall bid the documents as indicated. Documents indicate items for removal and relocation.
31. It is unclear whether the VA’s response was intended to mean it would issue another addendum or respond to this issue post-award. Will the CO add FAR 52.216-4 to the contract to address potential significant cost fluctuations caused by factors not within the control of the contractor? Note that items such as copper piping have already increased in pricing by 25% this year. With the bid hold period being several months, it will be impossible for vendors to hold their pricing.
A: Question is still under discussion. Answer to be posted at a later date. It is unclear when the answers will be posted.
32. It is unclear whether the VA’s response was intended to mean it would issue another addendum or respond to this issue post-award. Will the CO add FAR 52.216-4 to the contract to address potential significant cost fluctuations caused by factors not within the control of the contractor?
A: Question is still under discussion. Answer to be posted at a later date. It is unclear when the answers will be posted.
33. Please provide the requested equipment list for all departments (i.e., dental, laundry, administration, women’s clinic, pain clinic, etc.) other than the laboratory equipment on drawing
QH601. Also, will the contractor be required to calibrate or test any of the equipment once moved?
A: This has been provided for all laboratory equipment on drawing QH601. Laboratory equipment is required to be recalibrated by the vendors listed on drawing QH601. All other equipment is to be relocated by the VA.
35. Please answer either yes or no.
A: Refer to specifications.
36. Please answer either yest or no.
A: Refer to specifications.
37. This response is unclear. Does this mean that the contractor ONLY provides temporary supports for the existing cabling but not permanent ones? Please provide quantities of cable to be supported.
A: Contractors are to provide any temporary support required. Please refer to
Specifications.
40. Please answer either yes or no. These have been used in multiple buildings in this NCO and are more energy efficient.
A: Provide fans as indicated on documents.
41. Please answer either yes or no.
A: Refer to specifications for requirements.
42. VA projects typically list the basis of design to help indicate the saliant characteristics of the item. Please provide the information requested.
A: VA projects do not list manufacturers. Major equipment manufacturers were used for basis of design.
43. This question is not answered. We have been allowed to utilize aluminum at multiple other
VA facilities. It provides a more durable lighter weight finished product.
A: Refer to specifications for casing requirements. Specifications note: Aluminum constructed units may be provided subject to VA approval and documentation that structural rigidity is equal or greater than the galvanized steel specified.
49. This information must be provided to price these items out correctly.
A: This is all to be designed and provided by each respective modular building manufacturer based on the criteria provided.
51. Answer #51 states to swap P-527(Exam Sink) tags with P-528(Break Room Sink) tags. But on the floor plans the sinks per the description seem to be in the correct places. Breakroom
Sink(P-528) is in the breakroom, Exam Sink(P-527) is in the exam rooms. Please clarify you want
(5) P-528 Breakroom Sinks and (1) P-527 exam Sinks. Only one sink is tagged on the original plans as P-528 and it is in the breakroom.
Answer #51 states to revise P-708 tags to be P-707. But then states to remove P-708 specification description and replace with P-709. Is 708 going to be 707 or is 708 going to be
709? This is very confusing. Please clarify which plumbing fixture you want in which location with the proper specification.
A: Review addendum drawings and specifications.
54. This does not answer the question.
A: Contractor shall determine means and methods based upon phasing and contractor work schedule.
57. These items are not specified in section 232500. No air separator, no expansion tank and no water fill is addressed in that section. That is the chemical treatment spec which addresses a pot feeder and the associate chemicals along with a side stream filter. No new domestic water piping is shown on any plan which would be required to serve as a fill line for the closed loop. Please provide a drawing or specifications for an air separator, expansion tank and fill line/valve to complete this design. Provide a connection location and size for a domestic water line which should be required for the closed loop.
A: Revise 4” GWR and 4” GWS piping to be 2” GWR and 2” GWS piping as indicated in sketch #1 below. Provide 2-gallon expansion tank, 2” air separator, and manual CW fill point as indicated in sketch#2 below.
Sketch #1:
Sketch #2:
58. In Section 24 74 13 2.1 Roof Top Air Handling Units Paragraph A., 7., is states:
7. Corrosion Protection:
a. Coil Treatment: Epoxy Immersion Coating–Electrically Deposited:
The multi-stage corrosion-resistant coating application comprises of cleaning (heated alkaline immersion bath) and reverse-osmosis immersion rinse prior to the start of the coating process. The coating thickness shall be maintained between 0.6-mil and 1.2-mil. Before the coils are subjected to high-temperature oven cure, they are treated to permeate immersion rinse and spray.
Where the coils are subject to UV exposure, UV protection spray treatment comprising of UV-resistant urethane mastic topcoat shall be applied. Provide complete coating process traceability for each coil and minimum five years of limited warranty. The coating process shall such that uniform coating thickness is maintained at the fin edges. The quality control shall be maintained by ensuring compliance to the applicable ASTM
84. Why is Epoxy Immersion Coating on the coils required? This degrades the coil performance.
A: Epoxy coating of the coils is not required.

Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
Calculation of Self-Performed/Subcontracted Work worksheet will be checked.
D. Work that was of a similar nature to the scope of work for this project. This is defined as work performed at an active and occupied Hospital or Medical Facility. If an offeror chooses to submit experience that was not conducted at Patient Care Area of a Hospital or Medical Facility, they must explain how the nature and complexity of the work conducted involved technical HVAC construction requirements equivalent to that described in the Plans & Specifications of this solicitation.

Provide a breakdown of material and personnel costs, by specification division listed for the project. Home Office overhead, profit/fee and bond costs shall be added after a subtotal of personnel and material/Equipment costs has been calculated. Clearly identify the personnel costs you will be performing, and the personnel costs of other eligible service-disabled veteran-owned small business concerns. Below is a suggested format.
Specification Division SDVOB Vendor
(Y or N)
Personnel Cost Material/Equipment Costs
Division 01 $ $
Division 02 $ $
Division 03 $ $
Division 04 $ $
Division 05 $ $
(Add additional lines as necessary for each
Division applicable to this project)
Sub Total (Personnel Costs, Material/Equipment Costs)
Profit $
Home Office Overhead $
Bond $
Grand Total $
Calculation of self-performed personnel costs:
1. Total personnel costs * both prime and all subcontractors: $________________
2. Subtract all subcontractor personnel costs* that are not SDVOSB companies that will perform work on this contract: $________________
3. Remainder is ‘Total amount of work to be self-performed under the
Contract’: $________________
4. Self-performed work = Line 3/Line 1 x 100 = ________%
*personnel costs include labors, mechanics, other tradesmen, and office personnel directly charged to the project (includes project manager, job superintendent, administrative, estimators, etc.)
I certify the above representations are true and correct to the best of my knowledge.
