We respectfully request that the government revise the submission requirements to electronic submission, for several reasons. For one, with this being a ‘hard bid’ proposal opportunity, most subcontractors and vendors will not submit pricing until the day of the bid and (at times) minutes before the bid is due. Printed submissions, and the buffer that would need to be allocated for timely printing of hard copies, burning to CDs, delivery and submission, etc would significantly impact the number of qualified bids that could be received, which would impact the cost-competitiveness of proposal submissions from all offerors. We have found that this issue, along with ongoing and mounting COVID-19 pandemic concerns and the move towards more sustainable practices, have compelled substantially all federal government entities to eliminate print requirements for proposals.

The submission requirement terms and conditions will remain unchanged. Contractors shall submit proposals to the contracting office as specified and electronically through vendor portal. In the event that vendor portal malfunctions, please email directly to the Contracting Officer. If a hard copy and electronic copy of proposals are not provided, you will not be considered.

The RFP does not specify which volume the following documents go in, which are referenced on page 34, should be placed in. Given their nature of these being administrative, responsibility-type documents, we assume these should go in the price volume. Please confirm that the following documents should go in Volume 2 – Price Proposal, or advise if any need to be placed in Volume 1: Technical instead: SF 1442 and amendments, Cost Summary Sheet, Bid Bond, Contractor Certification Regarding Safety and Environmental, 52.209-5 Representation by Corporations

RFP page 31, under Factor 3, number 3 Project Construction Plan appears to be inapplicable to this RFP scope, referencing a “Network Infrastructure Upgrade and Server Room of the VA Medical Center” among other things.
