QUESTIONS AND ANSWERS

1. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

ANSWER: The project is sales tax exempt. The successful bidder will be given a Missouri sales tax exemption certificate at the time of notice to proceed.

2.Where will the designated parking area be for workers accessing the construction site?

ANSWER: The general contractor is allowed two parking spaces located in the gravel parking lot on the Southwest corner of the campus.

3. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

ANSWER: NO

4. During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

ANSWER: The government will provide fire watch after normal business hours as necessary. Existing fire alarm devices will be scheduled in and out of service based on the schedule worked by the contractor. It will be the contractor’s responsibility to ensure the devices are protected from contamination during construction activities and restored to functional status at the end of each work shift. Sprinkler heads will only have to modified to provide compliant coverage for the final layout. Temporary removal of ceiling will not require relocating sprinkler heads.

5. Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

ANSWER: Siemens Fire alarm provides the facility fire alarm. All coordination of outages should be scheduled through the COR.

6. Has the work area been checked for lead-based and asbestos?

ANSWER: The facility has completed an assessment and the area was previously abated. It is not expected that further asbestos or lead will be encountered in this project.

7. Are there any other hazardous materials or medicine that will have to be dealt with or require employees to use full PPE?

ANSWER: NO

8. Will the deductive alternate be subtracted from the base bid or does the VA want to see a negative number?

ANSWER: You should provide a the project cost without the work identified in the bid deduct. In other words Bid item 1 should be the cost for everything shown in the bid documents. Bid item 2 should be Bid item 1 minus the cost associated with the work identified as bid deduct.

9. Will employees be required to have any shots before entering the site?

ANSWER: NO

10. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

ANSWER:NO

11. Describe any and all tasks that may be required for this project as it relates to infectious control?

ANSWER: Reference spec section 01 00 10

12. Will the VA consider floor repairs to more than 10% of the total Sq ft of the project or if there is any underlayment deeper than 1/8” as an unforeseen condition?

ANSWER: There is very minimal floor work on this project. The contractor is responsible to protect the existing floor during construction. Any damage to the flooring will require replacement at the general contractors expense.

13. Will the GC need to have moisture tests included in price?

ANSWER: There is only patching of flooring, so not sure what is being asked.

14. What is the level of infectious disease control rating for this site?

ANSWER: This will be classified as a category IV ICRA requirements.

15. Please confirm that the qualified Super can fill the role of the SSHO on site?

ANSWER: As long as proper documentation is provided as required by the selection factors. The individual needs to be submitted for all positions.

16. Will the sign in sheet be released?

ANSWER: YES

17. Will there be any down time between phases?

ANSWER: Yes there will be time between when the space is turned over to the government and when the next phase will be turned over to the contractor. As long as the contractor maintains the schedule this time will be 5 days or less. If the contractor deviates from their schedule it may cause much longer delays. These delays will be at no cost to the government.

18. There are two sets of balance valves shown on the pre-heat piping. Are these to be eliminated as part of the bid deduct?

Answer: Yes the balance valves would be eliminated from the project if bid item 2 was taken.

19. What would the contractor access to the mechanical room Require?

Answer: The contractor would be allowed to install a temporary wall with a 42” door that would have panic hardware on the lab side and a keyed lock on the mechanical room side. Once this wall and door are installed the contractor would be able to use the adjacent double exterior doors to access the work site.
