About this file
This file is a Request for Information (RFI) document for the Roadway and Sidewalk Improvements project at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois. The solicitation (36C25225B0009) is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under the authority of 38 U.S.C. 8127, with a procurement deadline of March 2025. The project involves comprehensive roadway and sidewalk improvements, including asphalt pavement removal and replacement, installation of ADA ramps, concrete curb and gutter work, storm drainage extensions, pavement markings, and miscellaneous site improvements.
Key technical details include full depth asphalt pavement installation, adjusting utility structures to grade, extending existing storm pipes, installing concrete sidewalks and curbs, reinstalling signs and lighting poles, and adding pedestrian crossings and traffic markings. The project requires specific submittal requirements across multiple divisions, including detailed documentation for safety plans, quality control, environmental controls, and site-specific technical submittals. Work hours are restricted to 7:00 AM to 3:30 PM Monday through Friday, with special provisions for noise-generating activities and potential weekend/off-hours work requiring COR approval. Bidders must be SDVOSB verified in the VetCert database and comply with specific VA contracting requirements.

| NO. | RFI FROM | QUESTION OR COMMENT | VA RESPONSE 02/04/2025 | RESPONSE POSTED IN AMENDMENT NO. |
| 6 | We recently came across this project and are very interested, as well as in similar opportunities. We have performed many similar types of work and our company is a certified Small Business and a registered Veteran-Owned Small Business (VOSB). | Per the solicitation (36C25225B0009) posted to SAMs Contract Opportunities on January 24th, 2025, page one (1) of the solicitation states: | Responded to via email and Amendment 0004 | |
| We noticed that the project status does not currently indicate a VOSB set-aside. Could you confirm whether this designation could be considered? We have extensive experience serving as a Prime Contractor on city, state, and federally funded projects. Additionally, if a VOSB set-aside is established, it would provide us with opportunities to collaborate with larger businesses seeking competitive subcontractors in the area. | “This procurement is a 100% set aside for CVE Verified Service-Disabled Veteran Owned Small Business Firms (SDVOSB) per the authority 38 U.S.C. 8127 (Public Law 109-461). In accordance with VAAR 819.7003(b), at the time of submission of bid, and prior to award of any contract, the bidder must represent to the CO that it is a (1) SDVOSB eligible under VAAR Subpart 819.70; (2) Small Business concern under the NAICS assigned to this acquisition; and (3) SDVOSB listed as verified in the VetCert database at: https://veterans.certify.sba.gov/.” | |||
| Attached is our company information for your reference. Please let us know if you require any additional details. | ||||
| We appreciate your time and look forward to your response. | “If submitting as a joint-venture, bidders must include a copy of the joint-venture agreement.” | |||
| Thanks in advance. | “NOTE: VAAR 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction is included in this solicitation (see pages 54-56); signed certification must accompany bid submission to be considered for award.” | |||
| NO. | RFI FROM | QUESTION OR COMMENT | VA RESPONSE 02/12/2025 | RESPONSE POSTED IN AMENDMENT NO. |
| 7 | I would like to RFI regarding the HMA removal quantity on the roadway improvements at the Cpt. James A. Lovell Federal Health Care Center. As a preface, I am asking you not make this a formal addendum because I am particularly asking about my removal quantities: | The total volume of the HMA removal is 779 CY. | 0004 | |
| 8 | The bid quantity calls for over 27,000 SY of HMA removal, but I only come up with 17516 SY. I would not be bringing this up if the quantity was not such a large difference, I am wondering if I am missing a page or something – but I am confident I am not. Attached are the pages I received as part of the “Demolition Plan” in the drawings. Let me know if my numbers are correct or if I am missing something. | The total area of the HMA removal is 18,691 SY. | 0004 | |
| NO. | RFI FROM | QUESTION OR COMMENT | VA RESPONSE 02/14/2025 | RESPONSE POSTED IN AMENDMENT NO. |
| 9 | CD - 103 Detail 15 | Please confirm what type of tree should be planted for the 2" caliber? | The replacement tree should generally be the same species as the existing one. Please confirm with the VA if they have any other preferences, as we are not providing planting drawings or specifications. | 0004 |
| NO. | RFI FROM | QUESTION OR COMMENT | VA RESPONSE 02/14/2025 | RESPONSE POSTED IN AMENDMENT NO. |
| 10 | Please confirm the construction hours. Are we able to start as early as 6:00 am? Please confirm any areas that require off-hour work. | See the folllowing excerpt from the SOW regarding work hours: |
| 3. | Normal construction work hours are 7:00 AM to 3:30 PM Monday through Friday. | |||||
| A. | Normal work hours can be modified only by written approval of the COR, and at no additional cost to VA. | |||||
| B. | No work by the Contractor on Federal Holidays, and no work on the weekend when the Federal Holiday is on the respective Monday or Friday. | |||||
| C. | No work in stairs, corridors, lobbies, or other interior / exterior public areas shall be performed during the above-designated work hours. | |||||
| D. | Any work including and not limited to noise, vibration, dust, odors, core drilling, hammer-drilling, saw-cutting, equipment moving in public corridors, and or soil compaction shall be performed during the above-designated work hours only. | |||||
| E. | Crane lifts, or any work that closes drive isles, closes building entries, or closes public corridors shall be during low patient times and performed between Saturday 6 PM through midnight concluding by 6 PM on the following Sunday. | 0004 | ||||
| 11 | Are contractors able to provide trailers and/or storage boxes? | Refer to Drawing CJ104 | 0004 | |||
| 12 | Will the VA provide laydown/storage areas? If so, where will they be located? | Refer to Drawing CJ104 | 0004 | |||
| 13 | Will the VA provide an area for a dumpster? If so, where will that be located? | Refer to Drawing CJ104 | 0004 | |||
| 14 | Are CAD files available for all of the issued drawings? Or will they be available after award is made? | A&E provided CAD files to VA, which is at the VA discretion to provide. | 0004 | |||
| 15 | Specification 013216.15, 1.3, A, please confirm that the schedule is to be created by third-party scheduling consultant, and cannot be created in house by Contractor. | The specifications clearly state the requirement of an independent scheduling consultant for this project. This is confirmed. | 0004 | |||
| 16 | Should there be a Specification 329000 Planting or something similar in order to provide direction on requirements in replacement of and damaged grass areas with sod or seed? | As the planting work is not within our scope, we did not include Specification 329000 or similar in our specs book. | 0004 | |||
| 17 | Will the VA be providing an electronic submittal program, or is it expected that the general contractor provides this? Are there programs or software that are acceptable? | VA has a contract to run Submittal Exchange on the current projects. Upon selection of a GC the process will start to create a new submittal exchange TO for this project. | 0004 |
| NO. | RFI FROM | QUESTION OR COMMENT | VA RESPONSE 02/14/2025 | RESPONSE POSTED IN AMENDMENT NO. |
| 18 | Please confirm requirements for required onsite personnel. Refer to specifications 013526 and 014500. It seems that the GC is required to have 1 or 2 onsite personnel full time while work is being performed? We interpret that we are required to have (1) SSHO/Safety and (1) member of the CQC organization at all times, but that the SSHO/Safety is part of the CQC, and therefore can serve both roles onsite. Please confirm. | This tends to be asked with every project we solicit and the answer is the same. | 0004 | |
| In Spec section 01 35 26, 1.7, “SITE SAFETY AND HEALTH OFFICER” (SSHO) AND “COMPETENT PERSON” (CP) |
A: The GC must provide 3 different persons on site. The Superintendent, SSHO, and Quality Control Manager.
Following Award and depending on the qualifications and demonstrated competency of GC site management, VA may be open to allowing the General Contractor Superintendent to act as the SSHO - conditional on retaining the right for the COR, CSO, or CO to summarily and immediately revoke the privilege as a result of observed performance deficiencies. While this is not guaranteed, in no case shall VA accept assignment of site management personnel to multiple projects concurrently. (52.236-6) B. Each subcontractor shall designate a minimum of one CP in compliance with 29 CFR 1926.20 (b)(2) that will be identified as a CP to administer their individual safety programs.
In Spec Section 01 45 00, 3.5 QUALITY CONTROL ORGANIZATION B. ..."The CQC System Manager cannot have any other duties except for quality control management." - Therefore the CQCM cannot also be the SSHO or Superintendent. They are part of that organization, but separate roles.
| So in summary, if your Superintendent is qualified to serve as the SSHO, the COR/CO may allow that combination of roles to reduce your labor requirement on-site. The CQC Manager will be an additional required person with no other roles. | |||
| 19 | Please confirm that the contractor is responsible to provide site surveys as per Specification 022113, and that this is not provided by VA or A/E? Per 1.4 Quality Insurance, A. 1. & 2., the surveys are to be performed by “Professional Land Surveyor” or “Professional Civil Engineer” – please confirm that these are to be independent 3rd party contractors? Or can these come from the GC organization? | A current 811/utility locate/utility survey shall not be provided by the VA or A&E. 811/utility locate/utility survey typically involves 3rd party entities. However, if the GC is capable of performing these tasks provide documentation to the VA varying GC qualifications. The A&E Topographic & Utility locate was provided to the VA as Appendix 12, which includes the facility's as-built utility maps that the VA provided; this appendix is at the VA's discretion to provide. | 0004 |

| 21 | In the asphalt paving specs, 3.6 – Application of Seal Coat, mentions “… when sealing new asphalt paving, wait an entire year to allow for explansion…” wondering if a sealcoat will be necessary for project? | It is not required, but if you choose to apply it, you must follow points D and E from Section 3.6. | 0004 | |
| 22 | Will the structures in the road need to be adjusted as well? | Yes, manholes and covers should be adjusted to align flush with the new pavement surface. | 0004 | |
| 23 | There will be a certain amount of excavation for the 8” of CA-6 that goes under the full depth asphalt pavement? | If I understand your question correctly, you are asking about the excavation quantity for the 8" layer of CA-6. The quantity is approximately 70 cubic yards (cy). | 0004 | |
| 24 | Should we include short term pavement marking, for the sake of MOT continuity? | Yes, short-term pavement markings should be included to maintain MOT continuity. | 0004 | |
| 25 | Will the asphalt paving contractor be responsible for excavation to install the 8” CA-6 for the full depth asphalt pavement?” | Yes, the asphalt paving contractor will be responsible for excavation to install the 8” CA-6 for the full depth asphalt pavement. | 0004 | |

| 30 | SECTION 01 33 00 SUBMITTAL REGISTER | In Division 1, there is a lot of information required. Is this just a draft, or do we have to provide all of this information? | Follow requirements in the Contract Documents, including the Specifications. Update the Submittal Register as needed. Related Specification excerpts include but are not limited to: |
- Div 01 33 23 Shop Drawings... , Sec 1.3 Submittal Register: "Use 01 33 00 Submittal Register... This list may not be all inclusive and additional submittals may be required by the specifications or the Contracting Officer. The Contractor is not relieved from supplying submittals required by the contract documents but omitted from the submittal register..."
- Div 01 40 00 Quality Requirements, Sec 1.2 G: "Provide a submittal register listing all submittals required of this contract..."
- Div 01 33 00 Submittal Register... 0005
31 See attachment: There is missing information for current drain pipe size and new drain extension pipe sizing. We really need an existing drain plan and sizing for the new extensions. See attached Stormwater System Mapping dated 3 July 2019 (S06_Att2 CON-IFB Amendment 0005 FHCC Esize Stormwater Reference for RFI Question 31_3JUL19), which shows 12-inch diameter storm drains just South of the Lewis Ave gate entrance. Verify in field. 0005
There is no change in the drain pipe diameter as we are extending the existing pipe.
The new extension should match the current pipe size and material.
