About this file

This document contains questions and responses related to federal solicitation number 36C25223B0030 for repair work on steam tunnels at a Veterans Affairs medical center. The solicitation involves cleaning calcium deposits and replacing unistrut pipe racks, ladders, and railings in the tunnels. Responses clarify that additional work beyond cleaning will require a new solicitation, American Institute of Steel Construction certification is not required for fabricators or installers, and footings and elevations for existing buildings four and five are shown in accompanying drawings. The document also provides estimates for abandoned piping quantities to remove and states that caulking used in precast tunnel sections should be assumed non-asbestos containing for bidding purposes, though testing will occur to confirm.

695-21-110: Repair North Campus Steam Tunnel; Amendment 5 Responses North Steam Tunnels – Follow Up Questions to Amendment 3 Q&A

1. Original Question #15 Follow Up.

· Key Note “E” on S-103 referred to calcium deposits to be cleaned. The answer provided does clarify the reference to keynote ”B”. But the question remains if we are to include any additional work at this location other than cleaning. Once cleaning is evaluated if there is a need for further action will this be done as a change in the scope of work and a RFP be issued?

· Response: Do not include any additional work. Once cleaning is evaluated and there is further action needed, it will be addressed as an RFP. Keynote B pertains to work to be performed on other sheets.

2. Original Question #33 follow up.

· The original question was asked if a AISC certified fabricator and installer are required for this project. The answer was Yes. Follow Specifications. To clarify, Specification Section 05 50 00 Misc Metal Fabrications does not list the AISC certification as a requirement for either the fabricator or the installer. So again – Will an AISC certified fabricator and installer be required to perform the “steel work” on this project?

i. To clarify there is not “Structural Steel” (typically division 05 12 00) work required on this project. The steel work is replacement of the Unistrut Pipe racks, Repair of ladders and railings in the tunnels.

ii. AISC certification not required.

3. Second Round of Questions #15 – Building 4 and 5 As-Built drawings

· First Answer was that Original Drawings of Bldg 4 & 5 are not available. The proximity of the existing vaults to the existing buildings appears to be very close. What is the contractor to assume for the footings (Type of footing, and elevation of the footing) of the existing buildings to be included in the Bid? This information must be provided in order to not affect the existing buildings during the performance of the required work.

· See accompanying drawings (2 for each Building (4 & 5).

4. Second Round of Questions, # 19.

· What should the contractor assume for Lineal Footage of abandon piping to be removed related to the Hurling chamber? 5’ of piping? 100’ of piping? A base (assumption / QTY) line must be established for the bid.

· Lineal footage of abandon piping to be removed is 90’ of 5” diameter pipe, 25’ of 1” diameter pipe, and 25’ of ¾” diameter pipe. Insulation, pipe supports, hangers, pipe wall anchors, walk over platform, and miscellaneous debris is also to be removed (these miscellaneous items and debris should be estimated to weigh 1000#’s).

Has the caulking used in the joints of the pre-cast tunnel sections been tested for Asbestos?

If yes, can you advise / provide the results. If No,

1. Can the VA test ASAP and provide results prior to bid?

1. What are we to assume for Bid purposes? Non ACM? Or Assume ACM on all caulking to be removed and replaced?

1. Should a Specification be added to the Contract docs for Asbestos abatement, if we are to assume Asbestos?

· Assume the caulking is non-ACM. VA is having a sample tested. If it is found to be ACM, we will address during construction.
