| 695-21-110: Repair North Campus Steam Tunnel |
| Bidders Questions: Set #1 (Sent 10/12/23) |
| # | Question | AE Response | VA Response |
| 1 | All of the waterproofing details on Sheet A200 and A201 are located at a vault or a riser and show new water proofing extending 2’0” onto the connection tunnel. Are the existing tunnel sections between the vaults to be excavated and waterproofed on the exterior similarly to the vaults? If so please provide the extent of waterproofing and details similar to vault waterproofing details on A-200 as no details for waterproofing the tunnels themselves are provided. See snip below from the STATEMENT OF WORK included in the solicitation |
- The costruction of the projects requires the repair of water intrusion damaged tunnels, risers, and vaults; replacement of damaged steel supports and reinforcing; and water-proofing tunnel system to minimize instances and effects of future water intrusion.
| Note: If the answer to question 1 is "NO", Then some of the questions following will be N/A. | The tunnels are not included in the waterproofing Scope of Work. The connection between the tunnels and vaults will need to waterproofed. | Concur with AE's response | ||
| 2 | Per the phasing notes on plan Page G-003, PHASE I VAULT B / RISER – THIS WILL ALLOW THE GC TO GET IN-PLACE THE STORMWATER INFRASTRUCTURE NEEDED TO SUPPORT THE REMAINING VAULTS AND RISERS FOR THE PROJECT. WORK INSIDE THE VAULT / RISER. There is no new “stormwater infrastructure” shown on the drawings. Are there utility plans missing? Please advise. | The Stormwater System is the new drainage installed at the base of the Risers and Vaults which will connect to an existing underground 4” drainpipe flowing into a sump area in the basement of Vault B. | Concur with AE's response | |
| 3 | On Plan Page CD101 the below snapshoot shows the existing STEPS &HANDRAILS in dark lines. Typically, dark lines indicate new work. Is there work involved here? Please advise. | No new work is planned in this area. The lines appear bold due to existing concrete lines and handrail lines proximity to each other. | Concur with AE's response | |
| 4 | Plan Page G-003 – The ICRA Notes do not appear to be appropriate to this project? They refer to ante rooms, changing rooms, negative pressure, etc. The notes do not seem to be applicable to this project. Please review and advise what ICRA measures are required. | The Overall Phasing Plan indicates the proposed ICRA Measures to be used during the project. | Concur with AE's response. Additionally, ICRA Notes are generic but the sheet notes hone in on the construction type, risk group, and precaution classification specifically encountered in this project. | |
| 5 | On sheet CS101 there is a keynote #3 for shoring that is shown just north of the Hank Aaron trail. Is this location a typo? Please advise. | That is a typo and there is no shoring needed in that area. | Concur with AE's response | |
| 6 | Plan page CD101 indicates the scale to be 1”=40’. Near Vault B you indicate an area of sidewalk to be removed and identify it as 535 Square feet. If you apply the indicated scale of 1”=40’ the area measures as 2060 SF. Similarly, the other area indicated for demolition near vault C is called out to be 115 Square feet, but it measures at 440 Square feet. Again, near vault D you indicate 815 SF of sidewalk demo, but the area measures at 3,280 SF. Please advise which is correct and what the contractor is to follow? The scale or the given square footages? The difference is about 4X. | The listed scale is incorrect. The scale should be 1”=20’. Please use the provided area. | Concur with AE's response. Utilize the square footage estimates provided in the drawings. | |
| 7 | Related to the previous question, plan page CD 101 is stated to be at a scale of 1” = 40” yet plan page CS101 is indicated to be at a scale of 1” = 20’. The drawings scales seem to conflict with each other. Please review and advise which is correct? | The scale should be 1”=20’ on all pages. | Concur with AE's response | |
| 8 | In order to waterproof the tunnel section between vault B and BLDG 43, the road and the curb and gutter will need to be removed and replaced. This is not shown on the Demolition drawing CD101 or New drawings CS 101. Please advise if this work will be required. Please provide revised drawings. | That tunnel section only has interior work. | Concur with AE's response | |
| 9 | Are any erosion control measures required for the project? No silt fence is indicated on the drawings. Please advise. | Project notes indicate erosion control measures as follows: protect pavement from soil accumulation, provide dust control, protect storm drainage structures and all conduits from sedimentation. | Concur with AE's response. Utilize silt fence and other materials required to follow erosion control requirements. | |
| 10 | Plan Page CD101 indicates (1) tree to be removed and replaced (with the same species). Please advise what size the replacement tree should be. | VA has discretion; recommend minimum 2” diameter breast height. | Concur with AE's response | |
| 11 | Plan Page CD101 – There is an existing concrete stair and railing from the Hank Arron Trail up to Building 4. Please confirm the tunnel to be waterproofed (From Vault B to Vault C) is far enough away from the existing stairs so the stairs will not be impacted or need to be removed and replaced. This work is not shown on the drawings. | That tunnel section is not being repaired. | Concur with AE's response. Tunnel is only externally waterproofed as indicated around vaults, not the entire length. | |
| 12 | Plan Page CD101 – The section of tunnel to be waterproofed from Vault B to Vault C just north of the Hank Arron Trail heads up a hill. The area will need to be cleared and grubbed of trees. This is not shown on the plans and are any of the trees to be replaced? Again, not shown on the drawings. Please advise. | That tunnel section has no exterior work and will not be excavated. | Concur with AE's response | |
| 13 | Plan Page CD101 – The Road, curbs and sidewalks between Vault C and Vault D will need to be removed / replaced in order to complete waterproofing of the tunnel between vaults C and Vault D. This work is not shown on the drawings. Please advise if this work should be included. Can the drawings be revised to reflect the accurate scope of work if required? | That tunnel section has no exterior work and will not be excavated. | Concur with AE's response | |
| 14 | On Sheet S-100 the dimensions of Vault B are listed as 19’ long x 9’wide x 28’ high. Plan page A-200, section 5 shows the width of the vault as 15’ Can you verify and clarify the dimensions given? Are these exterior dimensions and total height of the Vault and sump Pit? A previously completed project showed the vaults with much different dimensions in length and width. | S-100 dimensions define the lateral clearances for Vault B. Section 5/A-200 define the vertical and sectional clearances for the sump pit below Vault B. Both dimensions are accurate and as stated on the G-002 sheet General Notes, all dimensions will need to be field verified prior to commencement of work. | Concur with AE's response | |
| 15 | On plan page S-103, north of Vault D, at Station 4+75 there is a Keynote “E” for an area of calcium deposits to be cleaned. The keynote says after cleaning if spalling concrete or exposed rebar are observed follow repair procedures “A” and “B”. There is no keynote “B” on this sheet. Please advise what procedure “B” is and the extents of what needs to be done. Or will this unforeseen condition be handled once found? | Keynote “B” shall follow keynote “B” on sheets S-101 and S-104. The extents shall be evaluated following cleaning of calcium deposits. | Concur with AE's response | |
| 16 | On plan page S-104, Note B shows the extents of the Carbon Fiber Reinforcement on the ceiling (detail 2/S-200) of the Spur Tunnel from corner to corner (the entire ceiling). Photo 01.31-02 on sheet A-100 (Spur Tunnel) shows an insulated mechanical pipe in the upper corner near the ceiling. Repair sequence note 3 shown on detail 2/S-200 says to saw cut around perimeter ½” deep to avoid feathered edges. The existing pipe shown in photo 01.31-02 is in the way and will need to be removed in order to comply with the sequence shown and manufacturers recommendations for installation. There are no mechanical drawings provided in the bid documents, and none of the civil (demolition), architectural or structural drawings show any work with this pipe or any other pipe that may be in the way of properly installing the CFR. Will this pipe be removed or relocated by VA mechanic’s so the CFR can properly be installed? Or will there be drawings, specifications and a scope of work provided pertaining to the existing mechanical pipe? | Piping is required to remain in service during duration of repair. Bidders shall coordinate with vendor for “best practices” on installation techniques. | ||
| Piping is required to remain in service during duration of repair. Basis of design for repair mortar shall be SIKA CEM 226CI, or similar. Repair mortar shall be trowel or spray applied to prepared surface. Hand application may be required for smaller spaces. Bidders shall coordinate with vendor for "best practices" on installation techniques. | Concur with AE's response. *** More complete answer is required from A/E. A/E must provide quantitative, biddable options. *** | |||
| 17 | With questions on dimensions provided, differences between civil, structural and Architectural dimensions provided, and scale of the drawings, can the dimensions of all vaults (B, C and D) AND Tunnel lengths and dimensions as listed on the plans be verified / confirmed. | As there are no specific sheets, views, or details referenced in this question, the A/E is unable to provide a specific response. Drawings are to scale, but as stated on the G-002 sheet General Notes, all dimensions will need to be field verified prior to commencement of work. | Concur with AE's response | |
| 18 | Per the sections on plan page A200 some dimensions below grade can be assumed. Please confirm the following assumptions for bidding the excavation for this project. | All dimensions are approximate. | Concur with AE's response | |
| 18.i | The top of Vault B is approximately 13’ below Grade, Vault B is approximately 16’ tall (top of ceiling to bottom of floor) = excavation is approximately 29’ deep? | 13’ below grade; 16’ tall; 29’ is the approximate depth. | Concur with AE's response | |
| 18.ii | The top of Vault C is approximately 12’-6” below grade, Vault C is approximately 9’ tall (top of ceiling to bottom of floor) = excavation is approximately 22’ deep? | 12’ 6” below grade; 9’ tall; 22’ is the approximate depth. | Concur with AE's response | |
| 18.iii | The top of Vault D is approximately 6’ below grade, Vault D is approximately 16’ tall (top of ceiling to bottom of floor) = excavation is approximately 22’ deep? | 6’ below grade; 16’ tall; 22’ is the approximate depth. | Concur with AE's response | |
| 18.iv | The Service Chases and Vent Shafts appear to be approximately 10’ tall from top of tunnel to grade + 8’-6” for the depth of the tunnel to connect to the existing drain tile = excavation is approximately 18’-6” deep? | The actual height of the Service Chases and Vertical Shafts may vary due to the elevation of the finished grade. | ||
| Refer to attached mark up for additional guidance on depths. | Concur with AE's response. *** A/E to provide quantitative values to allow the bidders to submit a firm fixed price bid. *** | |||
| 18.v | Should the contractor figure all tunnel sections connecting the vaults are approximately 10’ below grade, and are approximately 8’6” tall (Top of tunnel to bottom of floor) = excavation is approximately 18’-6” deep? | No, because the approximate depth will vary due to the location of the structure on the site. Tunnels appear to be consistently 9’ tall from the bottom of the floor slab to the top of the concrete cap. | Concur with AE's response | |
| 18.vi | Per the VA standards and requirements of an “Excavation Permit” any Excavation greater than 20 feet in depth requires a professional engineer designed protective system. Please confirm this is required for the excavations at the (3) vaults. | Requires VA response | As stated in specification section 31 20 00, Part 3.2.A.1; a registered professional engineer designed protective system is required. | |
| 19 | At Vault B waterproofing appears to be 29’+ deep. The excavation, in type C soils, is required to be at a slope of 1 to 1.5 this makes the excavation 43.5’ wide from each side of the vault. The excavation will need to be open cut without undermining adjacent tunnels to shore and support the (3) connecting tunnels to this vault. This will far exceed the limits of disturbance as shown on the drawings (CD-101). Will a new drawing be provided showing the required limits of disturbance and associated demolition / restoration required? | A/E does not prescribe “means and methods” for contractors; bidders should follow best practices and OSHA safety requirements when anticipating excavation and shoring requirements. | ||
| No, to using trench boxes. Trench boxes can’t be used at this depth. One side of the trench box would be pressing against the side of the vault, and it would not be possible to water proof the vault with it in the way. There is also risk of damage to the vault as well. | Concur with AE's response. *** A/E - are there trench boxes that can be used? *** | |||
| 20 | Is there any further information that can be provided regarding the buried underground utilities in the areas of this project? Maybe a color utility plan of all utilities in the areas of all tunnels and vaults. | Requires VA response; civil drawings include a legend that has line-types to communicate varying utility infrastructure systems. | Contractor is required to hire a utlity marking company. | |
| 21 | Per the Phasing Plan we are to complete work at each of the vaults first, then the service / vent shafts, and then each tunnel section. Will the separate tunnel sections between vaults and/or buildings be required to be contained in a chain link construction fence while being worked on? This fencing is not indicated on the plans. Please advise. | Chain link fencing is shown on the civil sheets. | Concur with AE's response. Construction site and trenches/openings to be secured. | |
| 22 | Plan Page A-100, Keynote #12. Please confirm no mechanical work is to be included to repair the leaking condensate pipes as noted. | There will not be any Mechanical work required for the condensate piping. | Concur with AE's response | |
| 23 | Can all work be completed during normal (0700 – 1530) daytime work shifts? | Requires VA response | Yes. | |
| 24 | Can the SSHO duties and the Site Superintendent duties be done by the same single person? | Requires VA response | Yes, if they fulfill all of the requirements for both jobs. | |
| 25 | What is the anticipated award date for this project? | Requires VA response | GLAC to answer. | |
| 26 | When is the “Notice to Proceed” anticipated to be issued? | Requires VA response | GLAC to answer. | |
| 27 | When is the anticipated “Start of Construction” for this project? | Requires VA response | 60-90 days after NTP if all required documentation is submitted and approved per Statement of Work. | |
| 28 | Lead time of materials may be an issue, we are not aware of anything at this time, but how will lead time issues be addressed if they arise? | Requires VA response | This will be addressed if identified. | |
| 29 | Per section 01 00 00.1.15 (Warranty Management is NOT USED on this project. Does the VA require any O&M manuals or a general warranty on this project? If so, please advise what the requirements for O&M Manuals and information on the warranties to be provided. Please confirm, if required, O&M’s and Warranties will be provided at final completion of the project. | Requires VA response | Construction warranty is 1 year. O&M Manuals are required and shall include all materials and material maintenance & repair. | |
| 30 | Reference 01 32 16.15.1.2.C and 1.3, is an outside consultant necessary for CPM scheduling on this project or can the General Contractor develop the schedule “In-House”? | Requires VA response | Contractor may develop the schedule "in-house" as long as all requirements of the specification for schedule details are provided as listed in the specification section. | |
| 31 | Is a submittal log/register required for submission by the contractor for this project? Reference 01 33 23 1.3.C, the VA provides the initial submittal register. | Requires VA response | The submittal register will be provided by the VA/AE team. | |
| 32 | Reference 01 81 13, is sustainable construction required on this project? | Requires VA response | Yes. | |
| 33 | Is AISC Certification required for the steel work involved in this project? | Requires VA response | Yes. Follow specifications. | |
| 34 | If after uncovering existing conditions there is a need for subgrade soil repairs, will the work have to stop until an approved Supplemental Agreement is in place or will there be pre-determined unit rates/costs established so the work can proceed accordingly? | Requires VA response | GLAC to answer. | |
| 35 | Specification Section 31 20 00, Part 3.6 makes no mention of contaminated soils as existing. Are any materials on site to be considered contaminated? (We received this update for this spec section on another project, but didn't get it on this one. Should we update to this of ask for VA input?) | Please revise 31 20 00 3.6.E and following as below: | Concur with AE response. See attached revised spec section 01 74 19. | |
| E. Where excavated spoils are not re-used as sod, backfill, or graded in place, dispose of soils as daily cover at a WDNR-licensed landfill, sign forms, and pay all fees for transportation, handling, and disposal. No temporary storage on site or in the Corp Yard will be allowed. | ||||
| a. Soils excavated are typically fill contaminated with low levels of petroleum hydrocarbons. Fill may include concrete, brick, and other miscellaneous debris. | ||||
| b. Entire VA site is under Wisconsin BRRTS # 02-41-563846. | ||||
| F. Obtain a soil waste profile from a WDNR-licensed landfill using lab analysis provided by the COR. Estimate quantity to be disposed of, and fill in remaining blanks in waste profile form. | ||||
| G. Report disposal per construction waste management plan. | ||||
| H. Contractor may at their own expense retain services for soil sampling, laboratory analytical testing, reporting, interpretation of results, and coordinate directly with Wisconsin Department of Natural Resources to obtain permission to dispose of soils at a non-licensed landfill or other site under conditions: | ||||

| b. No added cost to government | ||||
| c. Furnish per truckload weight tickets from certified scale | ||||
| d. No on-site treatment or relocation of spoils at VA site allowed. | ||||
| 36 | Per Section 31 20 00 Part 3.6-E contaminated soils need to be segregated from all other excavated soils, stockpiled on 6 mil polyethylene sheets with a polyethylene cover at a designated area. Will the designated area for stockpiling contaminated soils be located within the project boundaries? Is all the soil considered contaminated or is there only isolated areas? | See response to 35. | Concur with AE's response. | |
| 37 | Can any of the contaminated soils designated by the Resident Engineer be used as backfill? | Yes, at the discretion of the COR. | Concur with AE's response. | |
| 38 | Will the VA provide direction as to when the stockpiled contaminated soil is to be removed and where it is to be taken to? | Requires VA response | When - contractor to determine; Where - Contractor's selected offsite site that accepts these soils. | |
| 39 | Is there a Soil Profile showing the levels of contamination for this project and will it be provided? If not, where should we figure the contaminated soils need to be disposed at and will the VA be providing that paperwork showing compliance with all State and Local requirements? | Requires VA response | See attached revised spec section 01 74 19. VA GEMS has the typical Milwaukee VAMC soil profile. It is above WI DNR residual contaminant level (RCL) but below EPA hazardous waste levels. | |
| 40 | Will the contractor be responsible to carry in their bid and pay for the tipping fees associated with the disposal of the contaminated soil? | Requires VA response | Yes. | |
| 41 | There are many locations where the pipe saddles and guides look to be in disrepair and should not/cannot be reused when installing new pipe stands. Are new pipe saddles and guides to be included? If so, please provide locations, quantities, and specifications. | A/E does not determine quantities. At each location where the pipe support shall be replaced (per detail 12/S200), the guide and saddle shall be replaced. Basis of design to match existing. | ||
| At each location where the pipe support shall be replaced (per detail 12/S200), the guide and saddle shall be replaced. Basis of design to match existing. | A/E must provide quantitative, biddable quantities. | |||
| 42 | It will be necessary to remove/repair sections of insulation when demoing installing new pipe supports. Should the details be updated to include insulation replacement? Please include insulation specifications. | Specification Section 23 07 11 Part 2, Clause 3.5 is for the pipe insulation. | Concur with AE's response. | |
| 43 | Many of the existing pipe supports that are shown to be replaced are built with double-backed Unistrut. The pipe support detail 12/S-200 shows only single Unistrut construction. Please advise if double backed Unistrut is required at any locations. | Single unistrut is structurally acceptable for applied conditions. | Concur with AE's response. | |
| 44 | What are the current dead and live loads of the tunnel, and what are the projected dead and live loads? Tensile strength requirement? We would need that information to calculate the correct number of CFRP layers. | The depth below grade varies along the span and route of the tunnel. Is there a specific location that the bidders are asking about for the live and dead loads? | Concur with AE's response. | |
| 45 | Is there a basis of design for specification Section 07 13 52? | Listed in the 09 06 00 Schedule of Finishes, 07 13 52 – GCP WP Membrane Bituthene 3000. | Concur with AE's response. | |
| 46 | Do we need to include concrete restoration in addition to areas shown to receive the Sika Carbodur 300 system? The drawings do not seem to indicate any additional restoration in those areas. | Concrete restoration is unnecessary. The utilization of the non-shrink grout behind the Sika product is sufficient for repair of the concrete slab. Bidders shall coordinate with vendor for “best practices” on installation techniques. | Concur with AE's response. | |
| 47 | Drawings and details indicate to install the Carbodur system at the ceiling only, are we to return CFRP down the wall? There’s no detail at the wall and ceiling condition. Extension down the sidewalls is recommended to tie the support system to the existing structure. | Return down wall is recommended and shall be as required by the CFRP manufacturer/engineer. Bidders shall coordinate with vendor for “best practices” on installation techniques. | ||
| Return down wall is recommended and shall be as required by the CFRP manufacturer/engineer. Minimum return at wall shall be 18 inches. Bidders shall coordinate with vendor for “best practices” on installation techniques. | A/E must provide quantitative, biddable quantities. | |||

Bidders shall coordinate with vendor for “best practices” on installation techniques. | Piping is required to remain in service during duration of repair. | |
| 51 | Spec 09 96 59 indicates RES-W1 and RES-W2 for the project, can you please clarify where these would be located so that we can quantify? It would appear on the walls of the tunnels? | Not in the scope of work. |
See application area of concrete repair (detail 2/S-200 and sheet S-104). Spec section 09 96 59 is not relevant to this project.
| A/E in process of finalizing a concrete repair spec but didn’t want to slow down the process. Spec will be forwarded shortly. | *** A/E - Isn't this the reinforce polymer resin specified to be used on the tunnel ceiling to Bldg 43? | |||
| 52 | Plan page A100 has (3) keynotes that conflict with each other, with provided details and make the scope of the project very unclear. Keynote #2, Keynote #9, and Keynote #18 all refer to details on Sheet A300 (Assuming detail 4/A300). Following questions on each keynote. | No Question | No question. | |
| 52.i | Keynote #2 – appears to be applicable to the “spur tunnel” (CIP) only. Please confirm. | Yes, (CIP only) | Concur with AE's response. | |
| 52.ii | Keynote #2 – is this to apply to both interior and exterior joints in the tunnel? Is it the intention of the project to excavate all tunnels to expose the exterior joints? | Do not excavate for access to the tunnels exterior surface. This note is for interior joints only. | Concur with AE's response. | |
| 52.iii | Keynote #9 is shown along the precast tunnel sections between all of the vaults on Page A100. Does keynote #9 apply to both interior and exterior joints as indicated in detail 4/A400? | Interior only in the tunnels. | Concur with AE's response. | |
| 52.iv | Keynote #18 says “cast in place joints” but the keynote cannot be located on the drawings or pictures. Please advise where this applicable and if both interior and exterior joints are required to be repaired as indicated in detail 4/A300 | Keynote #2 is for the (CIP) spur tunnel only. Keynote #18 is support for all (CIP) conditions. The scope of work in the spur tunnel is interior only. | Concur with AE's response. | |
| 52.v | Detail 4/A300 shows both interior and exterior joints being redone, but also indicated the details is “Inside Riser” and “Outside Riser” is this detail applicable to the tunnels sections as well? | It is applicable to the tunnel's interior joints only. | Concur with AE's response. | |
| 53 | Are the areas of the tunnels being worked in considered “Confined Space”? If so, will a permit be required or is it NON-Permit required space to work in? | Requires VA response | The tunnels are no-permit confined spaces. Daily entrance and final exit shall be through Boiler Plant to provide notification to Boiler Plant operator on duty. | |
| 54 | Is there a water source available in the tunnels? If so, please advise where. If not, where is the closest source for water? | Requires VA response | Water source is available at the tunnel exit at Bldg 7. | |
| 55 | - At Vault B, per sheet CS101, we are to shore the (3) connecting tunnels as they connect to the vault above the floor of the vault. (Keynote#3) in the below snapshot. |
- Should there not be a key note at Vault “D” as well to shore the connecting tunnel to BLDG 5 (snapshot of the area per current CS-101)
- BUT per G-003 there is a spur tunnel to BLDG 5 (no work in the spur tunnel in this contract)(snapshot below)
| - Per the section on AS-200 detail 6 of this vault it looks like the spur tunnel to BLD 5 connects to Vault “D” about 5’-8” above the floor of the vault. Would this not require the spur tunnel to be shored as well? | The spur tunnel will need shoring as well. | Concur with AE's response. |

| Bidders Questions: Set #2 (Sent 10/30/23) |
| # | Question | AE Response | VA Response | ||
| 1 | Reference: 01 35 26 Safety Requirements. Part 1.7E. Is the full-time CQM Manager required to be on site full time? Or, can the CQM fulfil these duties from the contractors office and only be on site for inspections etc? | VA provides response | |||
| 2 | Reference: Wage Determination. Is the Wage Determination provided intended for this project? If not, can a wage determination be provided that shows rates and fringes for trades workers? | VA provides response | |||
| 3 | Reference: Detail 9/A200 – Vent Shaft V3. Vent shaft V3 detail (Detail 9/A200) shows new waterproofing outside of the shaft but this shaft is not shown on the civil drawings for excavation. The existing shaft looks to be under the deck of Building 7. Please advise the intent of Vent Shaft V3. | Detail 9/A200 is a typical Vertical Vent Shaft Detail to be used for V1 and V2 for interior and exterior work. V3 is interior work only. | |||
| 4 | Detail 9/A100 & Civil Drawings. Keynote 9/A100 calls for new joint filler material and sealant. Sheet A300 is referenced and all the sealant detail on sheet A300 show new filler material/sealant on the inside and the outside. Is the intent to expose the outside of the tunnel as well to replace filler material and sealant? This is not shown on the civil drawings for excavation | The Keynote 9/A100 is correct for the PC joints. All waterproofing work inside the tunnels is restricted to the interior surfaces only. However, there are areas where the PC Vaults and tunnels tie together which will be waterproofed,. See 2 /A200, for the new drain pipe connection to the existing horizontal drain pipe the area will need to be accessed for installation. | |||
| 5 | Reference: Detail 9/A100. Keynote 9/A100 calls for a select few areas on the plan sheet to have joint filler material and sealant replaced. However, sheet note 9 on A100 calls for all existing joints to be cleaned with filler material replaced and resealed. Please quantify the number of joints to be cleaned, filler material removed/replaced and resealed. | As shown on Keynote 9/A-100 there are PC continuous joints in the tunnels. Keynote 2/A-100 shows the CIP joints in Spur Tunnel 43. Details 3, 4, 5 / A-300 shows there are multiple joints In the vaults and vertical shafts (high and low) which will require new joint filler and sealant. A/E does not provide quantities. | |||
| 6 | Sheet Note 10/A100. Sheet Note 10 on A100 calls for cleaning, priming, and painting of existing conduit that show | signs of rust. This is difficult to quantify. Can a quantity of conduit be provided that requires | cleaning, priming and paint or should we only assume only the conduit called out on the | electrical drawings will require cleaning, prime and paint? | Area the note refers to is on sheet ET-104, keynote 8, and sheet ET-106, keynotes 10, 11, and 12. Drawings are scaled to allow for material takeoffs. |
| 7 | Reference: Existing Conditions – Vault C & Bldg. 4. There is existing mechanical equipment, pads, and fencing between Vault C and Building 4. Is it the contractor’s responsibility to remove and/or relocate this equipment to accommodate the Vault C excavation? | The contractor is responsible for returning the site to its existing state when work is completed and obtaining VA approval prior to the disruption of any service to any VA facility. | |||
| 8 | Reference: Keynote 6/ET104. Keynote 6/ET104 states the following, “Replace 6” x 6” x 4” Johnson Controls pull box and control cabling. How much cabling will be replaced, where do we bring it back too? The note and the referenced picture (ET-104-01) do not show where the cable is going. | Please refer to diagram 5/E-501 for additional information. The cable would go back to the equipment room in building 7. | |||
| 9 | Reference: Keynote 10/ET104. Keynote 10/ET104 state the following, “Remove all rust and corrosion from exiting pull box for CATV….”. It refers you to Image ET-104-03, where the box is shown and clearly destroyed. Should we figure replacing that box with new, not just repaint? | Yes, replace the existing pull box | |||
| 10 | Vent Shaft V-3 which is located at the north end of the project near Building 7 is shown in detail 9 on sheet A-200, detail 1 on sheet A-100, and Detail 2 on sheet S-103 as well as listed in the Phasing notes on G-003 (Phase 6) appears to get excavated, pressure washed, waterproofed and connected to the Drain tile system that is existing at the bottom of the tunnels on the exterior side. This Vent shaft as shown on CD101 and CS101 is not shown to be worked on like the balance of the project. Also, the Vent shaft is located underneath the existing wood porch of Building 7. There is nothing indicating we are to demo the porch, skirting, etc to gain access to this vent shaft or rebuild the porch when complete. Please advise if Vent Shaft V-3 is to part of the project. If so, please provide drawings showing the current construction of the porch at building 7, fencing requirements, limits of disturbance, and details (including materials to be used) for the reconstruction of the porch. Or are the joints in the precast sections of vent shaft #3 to only get resealed from the inside of the shaft? No exterior waterproofing, or connection to the existing drain tile system? | Vertical Vent Shaft V3 is interior work only. Removal of the existing wooden porch is not in the scope of work. | |||
| 11 | With work at each vault, Service Chase and Vent Shaft what is the allowable PSF load that the VA will allow from Existing Grade? Many locations will require large heavy equipment to cross over and or sit on top of the existing tunnels to install the extensive Earth Retention systems required and the site logistics plan does not allow for much room to work. Is this allowable? | A soils geotechnical report was completed as part of the study phase of this project by Terracon Consultants, Inc. The report is dated 5/12/21. | |||
| 12 | Is there a soils report / Geotech Report for the soil conditions at each of the 3 vaults? Have any soil borings been done? If engineered shoring will be required, the information on the soils will be necessary to do design and calculations for the Earth retention system. Please advise if the VA will be providing the needed information. | A soils geotechnical report was completed as part of the study phase of this project by Terracon Consultants, Inc. The report is dated 5/12/21. | |||
| 13 | A report will be needed to properly design the earth retention system (earth pressure parameters, is groundwater present and at what depth etc??) If no geotech report is available, we would be looking for earth pressure parameters to be provided to us along with assumed groundwater level. If not is the contractor to include costs for Geotechnical investigations into the cost of the bid? If so, please advise how many soil borings should be included. | Sheet G-002 General Note 14 indicates the contractor to follow OSHA Guidelines for Trenching and Shoring during the excavation process. Reference geo-tech report executed under study phase, dated 4/23/21 | |||
| 14 | Can As-Builts of the existing tunnel system from 1998 be provided for reference? These drawings are referenced in the bid documents. | VA provides response | |||
| 15 | Does the VA have any as-built or plan information on Building 4 and 5? Earth retention will need to take into account building surcharge loads from these structures. Please provide assumed loads from Building 4 and 5 that the earth retention system will need to account for. | VA provides response | |||
| 16 | Due to the age of existing facilities, we are assuming that non-vibratory methods will be required for ERS installation. There is no specification provided for this section of work. Allowing shoring piles to be driven with either a vibratory hammer or pile driver would allow for the potential for damage to adjacent Buildings. | VA provides response | |||
| 17 | Please confirm the 10-year warranty for the waterproofing subcontractor / Manufacturer, as specified in section 07 13 52, 1.9, shall include all costs to excavate, expose the waterproofing needing repair and/or replacement, backfill, restoration and any hardscape and/or paving needed to be removed and replaced in order to complete the warranted work? | The Manufacturer’s warranty is for the materials only. The Manufacturer will replace the defective materials and the labor and equipment required to complete the replacement process will be provided by others. | |||
| 18 | Does existing Vault “B” have an existing drain tile system around the base of the vault? This vault’s base (bottom) is at a lower elevation than the tunnel systems connected to it? The new drainage mat system would need to be pumped vertically to allow for the system to drain into the existing drain tile system. Please advise how Vault B’s drainage mat system is to be tied into the existing drain tile system, as there is nothing indicated on the plans to account for this difference in elevation. | The waterproofing process for Vault B indicates on section 5/A200 the drainage mat system will be installed from the top of the Vault down to the base of the tunnel. From below the base of the tunnel and down to the base of the vault will be a typical waterproof membrane installation. We have no reason to believe that there is an existing drain tile system around the base of the vault. The bottom is at a lower elevation than the tunnels connected to it. | |||
| 19 | In vault B, below the grating there is reference to demo and remove (2) “Hurling Chambers”. Does that include all abandoned piping and piping connected to the chambers contained in the lower section of the vault? Can you provide a qty of piping to be included? Lineal footage? | Section 5/A200 indicates the Hurling Chambers should be disconnected from all Electrical, Mechanical, and Plumbing prior to the demolition process. A/E does not provide quantities. | |||
| 20 | Do the “Hurling Chambers” contain asbestos or have they been tested for asbestos / Hazardous materials? (ie gaskets, interior insulation, electrical component, etc). If not tested, please advise what is to be included in the bid? | VA provides response |

| 695-21-110: Repair North Campus Steam Tunnel |
| Bidders Questions: Set #1 (Sent 10/12/23) |
| # | Question | Response |
ICRA Notes are generic but the sheet notes hone in on the construction type, risk group, and precaution classification specifically encountered in this project. | |
| 5 | On sheet CS101 there is a keynote #3 for shoring that is shown just north of the Hank Aaron trail. Is this location a typo? Please advise. | That is a typo and there is no shoring needed in that area. | |
| 9 | Are any erosion control measures required for the project? No silt fence is indicated on the drawings. Please advise. | Project notes indicate erosion control measures as follows: protect pavement from soil accumulation, provide dust control, protect storm drainage structures and all conduits from sedimentation. Utilize silt fence and other materials required to follow erosion control requirements. | |
| 10 | Plan Page CD101 indicates (1) tree to be removed and replaced (with the same species). Please advise what size the replacement tree should be. | Minimum 2” diameter breast height. | |
Basis of design for repair mortar shall be SIKA CEM 226CI, or similar. Repair mortar shall be trowel or spray applied to prepared surface. Hand application may be required for smaller spaces. Bidders shall coordinate with vendor for "best practices" on installation techniques. | |
| 18 | Per the sections on plan page A200 some dimensions below grade can be assumed. Please confirm the following assumptions for bidding the excavation for this project. | All dimensions are approximate. | |
| 18.i | The top of Vault B is approximately 13’ below Grade, Vault B is approximately 16’ tall (top of ceiling to bottom of floor) = excavation is approximately 29’ deep? | 13’ below grade; 16’ tall; 29’ is the approximate depth. | |
| 18.iii | The top of Vault D is approximately 6’ below grade, Vault D is approximately 16’ tall (top of ceiling to bottom of floor) = excavation is approximately 22’ deep? | 6’ below grade; 16’ tall; 22’ is the approximate depth. | |
Refer to attached sheet CS101 for additional guidance on depths. | |
| 18.vi | Per the VA standards and requirements of an “Excavation Permit” any Excavation greater than 20 feet in depth requires a professional engineer designed protective system. Please confirm this is required for the excavations at the (3) vaults. | As stated in specification section 31 20 00, Part 3.2.A.1; a registered professional engineer designed protective system is required. | |
| If trench boxes are to be utilized, they shall not apply pressure to the vault and/or tunnel structure. |
