Stacy Hoover Contracting Officer REPLACE BUILDING 123 MENTAL HEALTH EMERGENCY GENERATOR AND SWITCHBOARD PROJECT# 695-21-104

CLEMENT J. ZABLOCKI VA MEDICAL CENTER, MILWAUKEE, WI

I. The following changes are to be made to the solicitation:

a. Provide VA responses to bidders Request for Information (RFI’s).

b. Provide updated Wage Determination.

c. Provide updated spec section (see below).

II. The following changes are made on project specifications:

1. Provide updated Specification Section 23 11 23 APPENDIX A III. The following changes are made on project drawings:

No change.

IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information:

Q67: Based on the one line diagram we worked with Trystar to quote the attached dual purpose mobile connection cabinet. Per the sheet EP-201E, note 5 reads as below:

The cabinet has load bank connections but does not contain a physical load bank itself. I read this as we are supposed to quote the dual purpose Trystar cabinet with load bank connections, but I want to be sure the engineer does not intend for us to provide a load bank unit itself as this would drastically increase our cost.

A67: The Contractor is not required to provide a permanent load bank with the project. The Trystar cabinet specified with load bank connections allows for ready connection of a portable load bank for future times when the VA needs to confirm code-required performance of the generator. The Contractor however is responsible for providing a temporary load bank for acceptance testing of the generator per Specification Section 263213-3.2-C.

Q68: In reviewing the drawings there appears to be (2) “Active Steam Lines” that run extremely close to the Fuel Tank or potentially over the widest part of the tank that is to be removed. The Steams lines are likely to be undermined by the removal of the tank. With the conditions unknow of the steam lines and their proximity to the tank, how should these unknow conditions be accounted for in the bidding of this project?

A68: Encountered utilities shall be supported if excavation creates a condition of unsupported span exceeding 15 feet of pipe or one length of pipe, whichever is less. Joints shall be supported at all times. If deflection is observed in spanning pipes at any time, pipe shall be immediately stabilized and support before excavation continues. Methods of support may include but not limited to, vertical shoring to retain soils and utilities from excavation (and shall not remain in place); utilities may be supported/hung from beams spanning the excavation pit; and utilities may be underpinned via concrete or flowable fill to support and bridge excavation.

Q69: I spoke with Liz Nevin from We Energies today to confirm the costs for the new gas service for the above named project. The proposal provided in the specifications is dated from June 29, 2021 and has expired. Liz told me that a new proposal has been provided to the VA and the cost is considerably higher that was is provided in specification section 23 11 23 Appendix A. That being said, Liz is not able to provide the new proposal to PCS as a bidding contractor. Can you please provide the new proposal as an amendment to this solicitation or at least provide all bidding General contractors direction on what costs should be carried in our bid for the new gas service.

A69: See update Specification Section 23 11 23 APPENDIX A (attached) Q70: Would you please clarify the Bid Date for the Building 123 Generator Replacement project for us? I am working on the generator set proposal and have heard several differing bid dates from Electrical Contractors.

A70: Amendment 0004 extended the bid opening date to October 20, 2022. This amendment was posted to Contract Opportunities at SAM.gov on September 9, 2022. Please monitor Solicitation 36C25222B0028, Replace Building 123 Mental Health Emergency Generator and Switchboard, Project# 695-21-104 via Contract Opportunities at SAM.gov for any updates to the solicitation.
