Answer: Soils found to be contaminated during TSSA shall be handled in accordance with the TSSA and Wisconsin DNR requirements. See specification 02 65 00. Only suitable soils may be reused as backfill.
1. Normally for tank removals such as this, we would fill the tank excavation with excavated material, along with a fill such as #2 clear stone or 1.5” recycled concrete. Answer: See question 32
1. Section 02 65 00 3.7A specifies soil testing after the UST has been removed. Results of soil testing take at least a week. Is it acceptable to leave the UST excavation open for a week or longer while waiting for results of soil testing? Would the VA prefer that we take soil samples prior to beginning the excavation and removal of the tank? This would allow the excavation to be backfilled quickly and the VA could decide how much contaminated spoils should be removed from the site prior to beginning excavation.
Answer: Soil sampling is to be performed as part of Tank-System Site Assessment (TSSA), which is required for tank closures. Follow Wisconsin code ATCP 93, which, in a note, references this guide: https://datcp.wi.gov/Documents/TSSA.pdf. VA has no issues with excavation being left open while waiting for test results provided all OSHA and safety regulations are followed to ensure excavation area is safe to VA employees, VA patients and contractor employees.
1. Who is responsible for removing the generator fuel day tank (and fuel, if any) from inside the existing generator room?
Answer: Contractor is responsible for removing fuel day tank. VA will remove fuel in tank.
1. Is the Existing Generator to be salvaged and turned over to the VA or will the contractor be required to dispose of it?
Answer: Contractor to dispose of generator
