T002 – GENERAL RISER DIAGRAM AND DETAILS
Reflects the change from LP 1502 to LP 4502
IV. The following Questions and Answers / Clarifications are the result of bidders request(s) for information:
Q22: 01 00 00 – 3 C. Guards: Will a onsite security guard be required for this project per the specifications?
A22: Guards will not be required.
Q23: It is unclear how many field staff will be required for this project? Per the spec it appears that the CQC can be the super but the SSHO must be independent. Can you confirm who will be required on site while work is being performed?
A23: If Per Spec 1.6 C. is advised by the VA Construction Safety Representative, then:
* Site Safety and Health Officer (SSHO) and
* Superintendent and/or
* Quality Control Manager Per Spec 1.7 (A-C) Prime Contractor
* Designate a minum of one SSHO (or an equally-qualified Designated Representative/alternate) at each project site.
- Will administer the Contractor's safety program and government-accepted Accident Prevention Plan.
- Maintain a presence on the site during construction operations Subcontractor
* Each subcontractor shall esignate a minimum of one Competent Person (CP)
- Administer their individual safety program
- Can have collateral duties as subcontractor's superintendent and/or work crew lead person as well as fill more than one specialized CP role.
- Maintain presence during their construction activities
Q24: Please confirm the normal working hours for this project will be 6:AM to 4:PM rather than a night job? This will make it very difficult to work in areas that have heavy foot traffic.
A24: Per SOW Part 6: 2 (a)
Q25: Can our field staff run two concurrent projects in the same building with similar scope or will two superintendents, CQC’s and SSHO’s be required?
A25: Two superintendents are required.
Q26: The previous job that had bid at Jesse Brown for security upgrades had several hundred doors that were being replaced with new hardware. We are assuming those doors will not need electric strikes since they will be new and ready for connection. The balance of the doors it is assumed, will need electric strikes. We need to know exactly how many additional doors will need electric strikes. It appears that there is only 1 new mag lock required and 3 new doors. Is it possible to include a door schedule for this project?
A26: For the purposes of this bid, assume that new electric strikes are required at all doors identified on this project. Bidders are to perform the required field verification to get additional details on the 3 new doors. New doors are to match existing.
Q27: Is there any fire alarm scope required as part of this bid? Will addressable fire alarm relays be required at all the card access control panels?
A27: Yes. Refer to general plan notes #3 and #4 for location, type and operation requirements.
Q28: Please advise how many locations require fire alarm mag holders or hardware?
A28: The existing fire alarm mag holders are to remain and be reused.
Q29: Conduit raceways for the Access Control and other security wire will be provided and installed by others?
A29: No. The awarded contractor is to provide all raceways and wiring required for the installation of all systems under this project.
Q30: Electronic locking hardware for all card reader doors will be provided and installed by others?
A30: No. All components required for a fully functional system is to be provided by the awarded contractor.
Q31: While we await the forthcoming amendment we would like to submit an item for clarification as it is a costly feature which is only briefly identified in the specifications Section 28 13 00 Paragraph 1.8.E:
E. PACS shall provide Credential Validation and Path Validation per NIST 800-116.
This requirement provides for the system to “reach out” to the government PIV database for user credentials and revoked PIV cards. The basis is that the access control management system will communicate with the government database via the internet to update PIV status at least every 18 hours. In order to perform this action there are a few things required for hardware and software further than described in the project documents. It is our understanding the access control system is stand-alone and will not be connected to the VA Network or internet. To achieve the requirements identified in 1.8.E we will require the PIV Credential Management Server to be on the internet to communicate with the government database. This does not require the entire system to be online, just the server supporting credentialing.
Is it the intent of the government to connect to an external database for PIV Authentication? If yes, what is the means of connecting to the internet? VA Network, stand-alone ISP connection?
A31: The access control system will be connected to the Federal Bridge. Federal bridge will not need to be reached out to at this time, but we will want to be prepared in case it is required with future releases of FIPS 201. The hardware required for the credential and path validation is to be provided under this project per VA Physical Security and Resiliency Design Manual and applicable policies are listed on page 10-14. The software or certificate is not required at this time.
Q32: Are there any Bid Bond and/or Performance Bond requirements for the project?
A32: Yes. Bid Bond is required; see SF1442 Page 1, block 13b. Yes, Performance and Payment Bonds are required; see SF1442 page 1, block 12a. Also see Solicitation page 8, INFORMATION REGARDING BIDDING MATERIAL, BID GUARANTEE AND BONDS (b), (c) and (d); Solicitation page 22, 52.228-1 BID GUARANTEE; Solicitation page 49, 52.228-12 PROSPECTIVE SUBCONTRACTOR REQUESTS FOR BONDS and 52.228-15 PERFORMANCE AND PAYMENT BONDS-CONSTRUCTION; Solicitation page 56, VAAR 852.228-72 ASSISTING SERVICE-DISABLED VETERAN-OWNED AND VETERAN-OWNED SMALL BUSINESSED IN OBTAINING BONDS.
Q33: Are there any Liquidated Damages on the project?
A33: No, Liquidated Damages are not included.
