About this file

This document is an amendment to a federal solicitation for renovation of an electronic security system project. The amendment provides updated project specifications, drawings, and responses to bidder questions. Key details include extending the bid due date to March 24, 2022 at 10:00 AM and changing the public bid opening to a virtual event on the same date at 11:00 AM. The solicitation is a 100% set-aside for a service-disabled veteran-owned small business and is for renovating the electronic security system at the Jesse Brown VA Medical Center in Chicago, Illinois. The updated work includes installing a new physical access control system and networking components to integrate with the existing Avigilon video management system.

The amendment provides responses to twenty-one questions from bidders regarding details of the required system, components, and existing integrations. It clarifies that network switches must be provided to connect the access control server and controllers. It also states that the basis of design is an Avigilon system for compatibility but allows for equivalent solutions. In summary, the document amends a solicitation for an electronic security system renovation project at a VA medical center and provides additional specification details and answers to bidder questions.

This includes authentification via card only, card and pin, or card, pin and biometrics? Per Drawing Sheets TJ301 through TJ303, Note D, identifies that Reader/Keypads shall be provided, shall all reader/keypads deploy dual authentification?

Q5: In the Solicitation, Part 4, Paragraph 8.a identifies the contractor shall provide key blanks. Is it the intent under this contract that new door hardware to include lever handles, crash bars, and cylinder cores are to be provided and installed under this contract?

A5: Door hardware will be replaced only if existing door hardware is unserviceable or if new hardware is necessary for new electronic strikes to function. In addition, new hardware is to be provided where new replacements doors are called for by the contract drawings. This contract does not include complete door hardware replacement.

Q6: Are PoE Network Switches required to be provided under this contract to provide communication between the Access Control Server and the required controllers?

A6: Network switches are required to be provided under this contract to provide communication between the server and the controllers. POE must not be used unless the controller manufacturer requires it.

Please confirm that we can provide PACS system based on LenelS2 OnGuard platform, which fully meets and exceeds the specifications, and which is included and approved on the current VA Technical Reference Model (TRM) list.

A16: System must be out of the box compatible with the existing Avigilon Video Management System. Corrected specifications attached.

Q17: We are performing independent research on the Presolicitation (36C25222B0016). We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract. If there is an incumbent, could you please provide the current / previous contract number? Appreciate any insight you can provide.

A17: This is for a new contract.

Q18: I hope this email finds you well. I am inquiring about the above referenced RFP. We have not seen any new updates, and were hoping that you might be able to shed some light on the status of Notice ID 36C25222B0016. As an SDVOSB, we are very interested in being of assistance to the VA. Thank you in advance and we look forward to hearing from you.

A18: The solicitation was posted to Contract Opportunities via SAM.gov on 2/18/2022.

Q19: Have there been any new addenda or updated plan holder lists issued for this project? If so, would you please send them to us? 0304220908 - Renovate Electronic Security System - Jesse Brown VA Medical Center - 537-19-125 - Bid Date: 3/22/2022.

A19: Please see Contract Opportunities via SAM.gov for any and all solicitation updates. Solicitation 36C25222B0016.

Q20: I noticed this presolicitation having a NAICS 238. We are bidding on the 36C25221B0033 Security Corrections, which has follow-on scope (contract) by others in security not included in B0033. I was wondering if this is the follow-on to 36C25221B0033, is there any opportunity for this to be changed to NAICS 236 if it is related to 36C25221B0033 since it may have a lot of architectural work required?

A20: This is not a follow-on contract. The NAICS will remain 238210 (Electrical Contractors and Other Wiring Installation Contractors).

Q21: Please forgive me for asking what may be an obvious to answer question. Does “100% set aside for a service-disabled veteran small business” mean that only a firm with that qualification can bid the project? The reason I ask is that firms with that classification plus being an Avigilon dealer might be quite a small group. I ask only for my own edification because my firm does not install Avigilon. Thank you for your help.

A21: Yes, "100% set aside for a service-disabled veteran small business” means that only CVE Verified Service-Disabled Veteran Owned Small Business Firms (SDVOSB) can bid this project under the authority 38 U.S.C. 8127 (Public Law 109-461). See SF1442 for additional information.

A firm with the above qualifications can submit a bid this solicitation. It is acceptable for the SDVOSB to subcontract portions of the project as long as the Limitations on Subcontracting requirements are met. See Solicitation for additional information.

Also, note that this amendment includes updates to specification 28 13 00 – Physical Access Control System.
