The MATOC will have a maximum value of $50 million over five years. Task order amounts will range from $2,000 to $2,000,000. The solicitation will be released on February 5, 2018 and posted to FBO. Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA69D‐17‐AP‐8419
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical
Center, Milwaukee, WI and the NCO 12 Construction Team. Sole source items required for the MATOC SEED PROJECT, Upgrade Elevators Buildings 5 and 6A, project 695‐17‐116, 2237 ID 695‐18‐2‐ 6985‐0002.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This manufacturer, 2/90 Sign Systems, provides a product that allows the Hospital full integration and interchangeability and ensures that signage is consistent throughout the campus to make it easier for Veterans to find their way. Continuing with this product will also be cost effective. The estimated value of signage for this project is $2,500.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The 2/90 Sign Systems is comprised of 3 basic components, an aluminum rail, inserts and aluminum end caps. These basic components are unique to this system. All of the room signage in the hospital is 2/90 signage and thus compatible. The ease of use and ease of changing room names make this system ideal and the only one that meets our requirements. New and replacement signage should match the existing system so that signage is seamless. It is important that the materials and pieces of new signs are compatible both in material and ascetics since they will often be installed in close proximity to existing signs.
4. Description of market research conducted and results or statement why it was not conducted:
An analysis of other sign systems was conducted and no other system was found that is compatible both in components and aesthetics is currently available.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
