About this file

This document contains a justification for a single source award and notice of a federal contract opportunity. The Department of Veterans Affairs VISN 12 is seeking door hardware including Sargent locksets, LCN closers, Von Duprin exit devices, and Hager hinges from a single source for an upgrade project at the Clement J. Zablocki VA Medical Center. The justification cites the facility standards for these products and notes it would be expensive and time consuming to use other brands due to training and stocking of replacement parts. The contract opportunity notice is for a Multiple Award Task Order Contract with a maximum value of $50 million over 5 years for construction services including general construction and various trades. The solicitation number is 36C25218R0104 with an anticipated award of at least two contracts to Service-Disabled Veteran-Owned Small Businesses. The seed project budget is between $500,000 and $1 million, with task order values ranging from $2,000 to $2 million.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $150K

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID: VA69D‐17‐AP‐8419

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical

Center, Milwaukee, WI and the NCO 12 Construction Team. Sole source items required for the MATOC SEED PROJECT, Upgrade Elevators Buildings 5 and 6A, project 695‐17‐116, 2237 ID 695‐18‐2‐ 6985‐0002.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

These products, Sargent Patented Cylindrical and Mortise Locksets with Medeco 7‐pin interchangeable cylindrical cores, LCN Closers (Mechanical, Electronic Hold‐Open, Electromagnetic), Von Duprin Exit Devices and Hager Hinges are facility standards. It would be extremely cumbersome and expensive to maintain separate hardware systems. The estimated value of door hardware for this project is $1,800.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center requires all construction incorporate the Sargent Locksets and Medeco keying system, LCN Closers (Mechanical, Electronic Hold‐Open, Electromagnetic), Von Duprin exit devices and Hager hinges because experience has found out that “approved equals” are not at all equal in quality. It is also important to note that maintaining bench stock for the parts and keying components of an entirely different locking system and hardware sets would be expensive and time‐ consuming. Use of another brand would require duplicating efforts in training and double the stock on hand for replacement parts. These items are competitively priced and are widely available.

4. Description of market research conducted and results or statement why it was not conducted:

We have conducted research into other hardware and have found that it is inferior and not compatible with our standard. The other products on the market would require additional cost to maintain within the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
