DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($150K)
Acquisition Plan Action ID: VA69D‐17‐AP‐8419
1. Contracting Activity: Department of Veterans Affairs, VISN 12, Clement J. Zablocki VA Medical
Center, Milwaukee, WI and the NCO 12 Construction Team. Sole source items required for the MATOC SEED PROJECT, Upgrade Elevators Buildings 5 and 6A, project 695‐17‐116, 2237 ID 695‐18‐2‐ 6985‐0002.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This product, the Johnson Controls Metasys Building Automation and HVAC Control System, is the only product that allows for a single HVAC control system for the Milwaukee facility. Johnson Controls Metasys control system is the campus‐wide building and HVAC control System. It is comprised of thousands of terminal devices and controllers. The estimated value of HVAC Building Automation and Control Systems for this project is $9,500.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This campus‐wide system will be modified in buildings 5 and 6 by the addition of additional control points for the JCI Metasys BAS. Both the elevator control rooms in Bldg 5 and Bldg 6 (A‐wing) will receive HVAC ductless split air handling systems. The room temperatures and alarms for the new equipment shall be integrated seamlessly to the campus‐wide BAS via Metasys with the signals returning to the monitoring “front‐end” equipment in building 113. Additionally, the Johnson Controls building automation system has numerous remote monitoring workstations strategically located to facilitate timely troubleshooting and system adjustments by engineering staff. The signals from the new work in Bldgs 5 & 6 will be sent back to existing workstations in building 111 where the building automation system is monitored. An incompatible system may require installation of new “front‐end” and remote workstations as well as new software and programming.
Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two HVAC control systems on the Milwaukee campus.
4. Description of market research conducted and results or statement why it was not conducted:
We have conducted research into other Building Automation and HVAC Control systems and have found that they are not compatible with our standard. The other products on the market would require additional cost to maintain within the facility.
