The following changes regarding the contract specifications are hereby provided by amendment:

SPECIFICATIONS (attached):

2. Specification 03 07 60 FRP Concrete

3. Specification 03 30 53 Cast in Place Concrete

REQUEST FOR INFORMATION (RFI) RESPONSES

The following questions and answers provide clarification to the contract documents:

36C252-18-R-0104 Construction MATOC – Clement J. Zablocki VAMC, Milwaukee, WI Contractor Requests for Information

Reference Amendment 00001 for RFIs # 1-4.

5. Section 4.2.1 & 4.2.2 of the proposal format limit the technical and past performance section to 25 pages each. Please define a “page”. Is a page a piece of paper typed on both sides? Or is a page each side of a piece of paper?

Response: A page shall be one side of an 8.5 x 11 inch paper with the font and spacing identified in paragraph 4.4 & 4.5 of the MATOC RFP Proposal Preparation Instructions in the solicitation.

6. The technical section, limited to 25 pages, requires the bidder to include their company safety plan. A VA compliant safety plan alone would far exceed 25 pages. Are you requesting a “synopsis” of the bidder’s company safety plan that reflects the items listed in the basis for award and evaluation factors? Or, are you requesting the bidders include a complete safety plan as it is literally indicated in the bid documents? Please advise how you wish bidders to proceed with this requirement

Response: Provide a site-specific safety plan in accordance with VA Specification 01 35 26. A summary of those areas that are adjusted to create site specificity shall also be included. This summary shall discuss anticipated adjustments needed to complete a site-specific safety plan for other task orders that fall within the scope of the MATOC solicitation. Volume 1 Part 1 page limitation here hereby increased from 25 pages to 50 pages. The safety plan portion of Volume 1 Part 1 (Tab 3) shall not exceed 25 pages. If the safety plan exceeds the 25-page limit, the pages in excess of the limit will not be read or considered.

7. General, 01 00 00 – 18, Specs discuss the use of Buzzsaw. Is this a requirement during this MATOC? Will the VA accept submittal exchange as a document storage/collaboration site? 01 33 23 - 3 states the a/e will provide initial submittal register. Overall would the VA like the contractor to carry an electronic cloud program rather than excel and emails?

Response: BuzzSaw is not a requirement of the MATOC. The contractor will use the VA specified file share site for each task order. The intention is to utilize OpCenter for the seed project. There will be no cost to the contractor to use this software. No contractor maintained FTP or cloud site will be allowed.

8. General, 01 00 00 – 20, Under construction coordination drawings the language states that contractor must produce 'composite drawing sets' or reproducible drawings and AutoCAD files". Will contractor receive cd AutoCAD drawings from the a/e upon award in order for contractor to meet this requirement?

Response: After task order award, the VA will provide AutoCAD drawings to the awardee via the VA specified file share site.

9. Special notes, 01 01 10 -SN – 8, Please advise as to the applicability of 3.10 construction site phone and if required for the seed project.

Response: Construction site phone is not required for seed project. Scope of Work for individual Task Orders will specify requirement for construction phone.

10. Special notes, 01 01 10 - SN-12, We note the hours of work 3.20 as 7am to 4:30pm. There will be several vertical and horizontal cores for this project through cast-in-place concrete and block walls. Does the VA require after hours work for coring at these buildings? We note 3.31 penetrations.

Response: Coring and hammer drilling are examples of noise producing work to coordinate with the COR and perform after normal work hours.

11. Special notes, 01 01 10 - SN – 19, 3.35 Security of construction sites. Will you require pegasys for phased construction doors adjacent to the elevators for the machine rooms? Please provide panel locations for terminations for temporary card readers as required.

Response: Yes, construction doors will be required to have Card Reader Locks that are tied into existing Pegasys security system. Panels are located in Building 5, Room 117 and Building 6, Room B103.

12. Special notes, 01 32 16.15 – 10, Does the VA have a 3rd party air monitoring consultant or someone internal for ACM on this project or is it going to be the responsibility of the contractor?

Response: The VA and the Contractor are both responsible for certain aspects of ACM monitoring and Contractors shall refer to Specification Section 02 82 11 Traditional Asbestos Abatement for specifics.

13. Badging, Verifying type of background check on the seed project. Is this an MBI/E-QIP investigation or typical VA site badging office (fingerprints and 2 types of ids.) Solicitation was explicit that there are multiple types of investigations depending on the work area.

Response: Seed project badging requirements are found in Specification 01 01 10 SN Special Notes paragraph 3.3

14. Const. WST. MGMT, 01 74 19, Will the VA require fencing and windscreen around the construction dumpsters in this MATOC?

Response: Construction fence and windscreen around construction dumpster are not required for the seed project. Scope of Work for individual Task Orders will specify requirement for construction fencing and windscreen.

15. Painting, 09 06 00, Please advise as to which painting schedule takes precedence’s; drawings or specs. Drawings seem to be more precise but specs are typically higher in the order of precedence. With that said, could the VA advise as to the order of precedence of contract drawings for this MATOC. Please include a. Dwgs, b. Specs, c. Sows (when provided), d. Solicitation docs b-m., e. Sole source cut sheets in the usg acknowledgement. This will help the GC partner with the CO/COR team during construction and minimize interpretation and potential change orders.

Response: See revised Specification 09 06 00, Schedule for Finishes. Refer to FAR 52.236-21 for guidance regarding differences between the drawings and specifications. All contract documents should portray consistent information however, if the contractor possesses actual knowledge of an ambiguity, clarification must be sought prior to the submittal of a proposal.

16. General, Tax, Please confirm that this project is not tax exempt.

Response: The seed project is not tax exempt.

17. BAS, Sole Source Justification, In the absence of DIV 25, BAS, in the solicitation please confirm that BAS/HVAC controls sole source JCI system is the intended scope of work and that no further integration portion is required by the project typically shown in DIV 25.

Response: JCI is sole-source BAS/Metasys integrator for the BAS/HVAC controls in the seed project, and no further integration portion is required by the project.

18. It is not shown in the specifications under Div. 14 Conveying Equipment for Electric Hydraulic Elevators whether or not the existing cylinders are to remain. Please clarify whether the cylinders are to remain or be replaced.

Response: The existing cylinders are to remain.

19. Would you re-consider changing the submission instructions and just require the (3) HARD COPIES of ONLY Volume 1 Tech & Past Performance portion (& Original bid bond) be at your office by bid time, and not the VOL 2 pricing section, as long as the Electronic completed VOL 1 & VOL 2 sections are emailed to you by the bid date/time?

Response: No. All requirements of the proposal must be submitted on or before the date and time identified in the solicitation.

20. If we do not need to use subcontractors past experience towards our relevant past performance, is it still necessary for the subcontractors to complete and submit the “Att-05 Sub-contractor Info Consent”, or are we supposed to submit the “Attachment 5” for all subcontractors that we might use on SEED and any upcoming task orders? If that is the case I would request that the 25 page limit be increased, since the attachment 5 would probably be close to, or over that limit by themselves. Could you please further clarification on this portion?

Response: Att-05 Sub-contractor Information and Consent Form is not required of all subcontractors that might be used. If the offeror is submitting as a joint venture or teaming arrangement the attachment must be submitted. It is recommended the attachment be submitted for intended subcontractors of major disciplines. Refer to paragraph 5.3.9, 5.3.10, & 5.3.11 in the MATOC RFP Proposal Preparation Instructions of the solicitation. Refer to RFI # 6 describing changes to page number limitations.

21. In terms of teaming agreements, are there any other requirements beyond CFR 13.125.6?

Response: Refer to FAR 52.207-6 Solicitation of Offers from Small Business Concerns and Small Business Teaming Arrangements or Joint Ventures (Multiple-Award Contracts) for additional requirements.

22. Was the site-visit a mandatory event?

Response: No. Offerors are urged and expected to inspect the site but are not required to attend in order to submit a proposal.

23. With regard to the Seed Project, on FBO there is a Vol 1 & Vol 2, however, they appear to both be the same file.

Response: Attachments 08 & 09 Seed Project Specifications Vol 1 & 2 are separate documents. FBO was checked to confirm and Vol 1 is specifications sections 00 01 10 through 10 14 00 and Vol 2 is specifications sections 14 24 00 through 32 05 23.

24. Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Response: The seed project is not tax exempt.

25. Will the Government provide comprehensive written badging requirements for the project if badging is required?

Response: Written badge requirements in Specification 01 01 10 – SN, paragraph 3.3

Response: For the Seed Project See Specification 01 01 10 – SN, paragraph 3.29

27. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations.

Response: No, the Milwaukee VA does not use Procore. Reference RFI # 7.

28. Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Response: Yes, for the Seed Project see Specification Section 01 35 26, Paragraph 1.13.L

29. What is the name and contact information of the person or company that will need to be coordinated with for security, fire alarm and suppression systems work and/or disruptions?

Response: Contractor shall coordinate system disruptions with VA COR.

30. What is the level of infectious disease control rating for this site?

Response: For the Seed Project Type C, Medium Risk, Class III

31. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin.

Response: No. The Economic Price Adjustment clause is not included in this solicitation. Task Orders will be individually competed throughout the life of the MATOC allowing offerors to account for current market conditions.

32. Lead paint made safe. Scrape what is chipping then seal or scrape entire area?

Response: For the Seed Project scrape what is chipping then seal.

33. Will there be another opportunity for a subcontractor to visit the site and confirm site conditions on those two elevators and mechanical rooms?

Response: No further site visits are scheduled for the seed project.

34. Can the GC shut down both elevators at once or will the elevators will be worked on one after the other one?

Response: For the seed project one elevator needs to be completed before working on second elevator.

Response: Site Visit Sign-In sheet was provided as an attachment to Amendment 00001

36. Section 14 24 00 part 2.14-C specifies that control valves shall be electronically controlled. However, no other information about the valves is provided. Will a specification for the control valves be provided?

Response: Control valves, and other materials or products specified in section 14 24 00 shall meet applicable parts of the specification, including Paragraphs 1.3 QUALIFICATIONS, Part 1.7 ADDITIONAL EQUIPMENT, Part 1.10 WARRANTY, and Part 2.2 MANUFACTURED PRODUCTS paragraphs A., B., and C.

“2.2 MANUFACTURED PRODUCTS

A. Materials, devices, and equipment furnished shall be of current production by manufacturers regularly engaged in the manufacture of such items. The elevator equipment, including controllers, door operators, and supervisory system shall be the product of manufacturers of established reputation, provided such items are capably engineered and produced under coordinated specifications to ensure compatibility with the total operating system.

B. Manufacturers of equipment assemblies which include components made by others shall assume complete responsibility for the final assembled unit. Components shall be compatible with each other and with the total assembly for the intended service.

C. Mixing of manufactures related to a single system or group of components shall be identified in the submittals.”

An individual specification for hydraulic elevator control valves will not be provided. Reference Division 21, 22 and 23 Specifications for valves that are not specified with the elevator

37. Sheet MH100 indicates that a concrete pad is required at Buildings 5 & 6. However, there are no specifications for the pad. What are the requirements for the concrete and reinforcing used in the equipment pad?

Response: See added Specifications 03 07 60 FRP Concrete and 03 30 53 Cast in Place Concrete

38. Are you able to clarify the requirements for Contractor Safety/EMR info under Volume 1, Part 1, Tab 4? The form has only years 2014, 2015 and 2016 on it. Do you need 2017? Do you want a form 300a and an EMR on letterhead for each of the three (four?) years? This would use either 7 or 9 of the 25 pages allowed under the Technical Index. Would like to have more pages for Company Experience and/or Project Management, if possible.

Response: Refer to RFI # 6 describing changes to page number limitations. See attached document SOL-Att-01R1 Contractor Safety and EMR which updates the years (2015-2017) the OSHA 300 Form information is requested for. Reference response to RFI #1 (Amendment 00001).
