VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under $150K

VHAPM Part 813.106 Page 1 of 1

Original Date: 08/30/17 ACCOMPANYING AMENDMENT 36C25218B0066 00001

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID: VA252-18-AP-0156 _

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Zablocki Medical Center

NCO 12 Construction Team 2237#: 695-18-1-6985-0008

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This product, HILTI Firestop Systems, is an integration of materials, assemblies and components to provide f irestopping to prevent f ire from spreading through penetrations in w alls, ceiling and f loors throughout the medical center.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Firestopping is achieved through assemblies, not just materials and it is imperative approved assemblies are used and the assemblies are the same throughout the hospital to allow for inspections and adequate compliance w hen The Joint

Commission and VA inspect for accreditation of the hospital and the safety of patients and staff. It is necessary to match existing systems to ensure there are no interface problems, approved assemblies are used in lieu just materials and all systems are UL approved.

4. Description of market research conducted and results or statement why it was not conducted:

We established HILTI as our standard. The other Firestop systems on the market are not compatible w ith HILTI. The products cannot be mixed together in a penetration because this voids the UL rating required. Were to sw itch systems we would not be able to maintain the existing f irestop in the hospital and w ould be forced to remove and replace entire systems.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
