About this file

This document is a Request for Information (RFI) Response for a fire alarm system upgrade project at the Cincinnati VA Medical Center, Solicitation 36C25025B0033. The RFI responses cover a wide range of technical, logistical, and procedural questions from potential contractors, addressing topics such as project management software, COVID-19 delays, tax exemption, project timeline, superintendent and safety officer roles, parking restrictions, utility usage, badging requirements, ICRA (Infection Control Risk Assessment) procedures, fire watch protocols, and specific technical details about fire alarm system installation and testing.

Key project details include an anticipated award date of August 2025, a notice to proceed (NTP) expected 4-8 weeks after award, and work to be performed primarily on first shift. The project involves fire alarm system upgrades across multiple buildings, including Building 1 and the Fisher House, with specific requirements for device replacement, conduit reuse, zoning changes, and strict infection control measures. Contractors will need to comply with VA specifications, provide tuberculosis testing, obtain influenza vaccines, and adhere to specific badging and safety training protocols. The project will require careful coordination with VA staff and strict adherence to infection control and fire safety regulations.

B2 Constructors 54

In the event of contract modifications/change orders, should performance and payment bond premiums be applied to each individual change order proposal or wait until the end of the project where a final modification is issued for the overruns? We ask this because VA Acquisition Regulation (VAAR) clause 852.228-70, titled "Bond Premium Adjustment” states “in determining the basis for final settlement.”

End of project Each bond increase should be included with the cost of the proposal for each modification/change order.

How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?

Please confirm if tuberculosis testing is required before contractors can commence work onsite.

Send to COR Please confirm if influenza vaccines are required for all contractors and subcontractors’ employees who work on the site or if masks will be required.

Answer: Influenza is required per contract.

The period of performance (POP) on this project is given to be 360 days. However, we estimate the project will take 450 days, including preconstruction activities. Contractors never know when the government will issue an NTP; sometimes, it's immediately after the award; sometimes, we receive an admin NTP to begin submittals, etc. We estimate the time to construct this job plus preconstruction activities to be longer than the stated POP. We request that the POP be extended by 90 days, assuming NTP is issued before preconstruction activities.

Answer: No change to POP at this time.

Please provide the point of contact information for the BMS integration contractor.

Please provide the point of contact information for the Fire Alarm integration contractor.

Please provide drawings showing exactly where ICRA containment barriers will need to be located, including anterooms, to ensure uninterrupted hospital operations and patient care services. See answers in question block.

B2 Constructors 91

Is temporary construction fencing required anywhere on the project or at the laydown area?

Please confirm that 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing. No temporary fencing required.

B2 Constructors 92 Can utility tie-ins be performed during regular hours?

This will depend on which building, length of shutdown, and what the shutdown will affect. For bidding purposes, assume shut-downs during nights and weekends.

B2 Constructors 93 Can system commissioning activities be performed during regular hours? Yes.

Please provide specifications for the following missing specifications:

09 29 00 (Gypsum Board) Please provide drawings showing the routes for electrical wiring.

Applicable for all new wall mounted devices. Spec 09 29 00 will be provided.

B2 Constructors 101 Please identify which wall areas require HEPA air scrubbers (assuming not all of them require negative air)?

Per ICRA Levels 2, 3, and 4 shown on Sheet G-004 remain valid.

Also per G-006 shall be adhered to unless clarified otherwise below.

The following containment adjustments shall apply for bidding purposes:

1 - No temporary doors, walls, or full containment systems are required for this project, except in the Fisher House where HEPA carts may be used at sleeping quarters.

2 - In Fire Alarm, Electrical, or Mechanical rooms, ICRA requirements are limited to use a HEPA scrubber and keeping the door closed during work (e.g., panel swaps, device terminations).

No anteroom or temporary wall is needed in these locations.

3 - In hallways, patient zones, and exam areas, mobile HEPA carts and sticky mats may be used in lieu of hard containment during above-ceiling access or low-impact wiring pulls.

B2 Constructors 102 Are there specific door size requirements for the ICRA walls?

B2 Constructors 137

RFI Response #76 not answered: Will the VA provide space for the Prime Contractor’s Superintendent to set up, or should we add costs to our bid for a mobile office?

Since space should not be expected, we will need to budget to have a mobile office and will need answers to the following questions which were not previously answered.

VA will provide a small office area for the superintendent.

Location may change several times during construction. No mobile office setup is required/allowed.

B2 Constructors 148 RFI Response #96 not answered: Is there any work not included in the drawings or contract documents that will need to be performed under the contract?

Addressed previously in RFI 096, where the AE wrote:

"Reflected ceiling plan will not be provided."

Bidders should anticipate majority lay-in ceiling tiles with the exception of exposed ceilings in mechanical, electrical, plumbing and Office of information and Techonology closets/ rooms. Hard lid is limited to the Fisher House and several locations in BLDG 01 and 03.

B2 Constructors 155

There also seems to be some ambiguity in when the fire watch is required as the specifications state it would be for periods of more than 4 hours in a 24-hour period, but then FA703 states “TESTING TO BE PERFORMED WITH REQUIRED FIRE WATCH UNTIL TESTING HAS

BEEN COMPLETED AND WILL BE PROVIDED BY AND BE THE RESPONSIBILITY OF THE

CONTRACTOR.” Will fire watch be required for testing even if it is for periods of less than 4 hours in a 24 hour period?

No fire watch is required if testing is less than 4 hours in a 24 hour period.

B2 Constructors 156 Are after hours work required for Fischer House or any other residential building?

Drawing FA004 states Fisher House work will be performed on 1st shift.

B2 Constructors 157 RFI Response #126 states “Anticipate 15 separate areas where saw-cutting, patch, and repair will be required.” RFI Response #127 also refers to saw cutting into the block. No question provided.

Request for Information Round 2 (RFI 2).

B2 Constructors 158 Please confirm that saw cutting is intended and not boring.

B2 Constructors 161 If dust control or ICRA is required for boring of new holes for new conduit, please provide ICRA requirements and drawings if necessary. Please refer to RFI Response 158 and 159.

Calvary Contracting 162

1. RFI response for question 107 states “all speaker/ and speaker-strobes in Building 1 will provide all new conduit and wiring”. What is the intended purpose of this?

Intended purpose does not affect pricing. Per #107 above, "Provide all speaker/and speaker strobes in Building 1 will provide all new conduit and wiring."

Calvary Contracting 163

2. Is the zoning on Drawing FA005 the current zoning layout? If not can the current zoning layout be provided in order to see zone and device zoning changes?

On Drawing FA005 update note A to state the following, " These are the zoning plan for this project.". Delete notes B. C and D.
