About this file
This document is a comprehensive Request for Information (RFI) response file for a fire alarm system upgrade project at the Cincinnati VA Medical Center. The RFI contains 134 detailed questions and answers from multiple contractors (including Valiant, IMS, B2 Constructors, MGI Inc., and Calvary Contracting) covering critical project aspects such as project management software, COVID-19 delays, tax exemption, project timeline, submittal processes, commissioning requirements, parking logistics, utility usage, safety protocols, and specific technical details related to fire alarm system installation.
Key project details include an anticipated award date of August 2025, a notice to proceed (NTP) expected 4-8 weeks after award, and a project involving fire alarm system upgrades across multiple buildings. The responses address technical specifications like conduit reuse, device replacement, ICRA (Infection Control Risk Assessment) requirements, testing procedures, and contractor obligations. Notable requirements include dedicated project superintendent, on-site safety protocols, potential lead paint considerations, influenza vaccination for contractors, and specific guidelines for working in sensitive hospital environments with minimal disruption to ongoing medical operations.

How many hours should the prime contractor and subcontractors’ budget for on-site badging, safety training, orientation, etc.?
Please confirm if tuberculosis testing is required before contractors can commence work onsite.
Send to COR Please confirm if influenza vaccines are required for all contractors and subcontractors’ employees who work on the site or if masks will be required.
Answer: Influenza is required per contract.
The period of performance (POP) on this project is given to be 360 days. However, we estimate the project will take 450 days, including preconstruction activities. Contractors never know when the government will issue an NTP; sometimes, it's immediately after the award; sometimes, we receive an admin NTP to begin submittals, etc. We estimate the time to construct this job plus preconstruction activities to be longer than the stated POP. We request that the POP be extended by 90 days, assuming NTP is issued before preconstruction activities.
Answer: No change to POP at this time.

Is temporary construction fencing required anywhere on the project or at the laydown area?
Please confirm that 6’ tall temporary construction fencing is acceptable. We ask this because the standard VA specification is a minimum of 2.1m (seven feet) tall, which is not an industry standard height and would require a custom fence to be made at that height. Alternatively, an 8’ high fence generally tends to blow over even with sandbags on the bases when the fabric is required to be fastened to the fence, since 8’ tall panels with fabric have to potential to cause damage to property and injury to personal, we strongly recommend using 6’ tall temporary construction fencing. No temporary fencing required.
B2 Constructors 92 Can utility tie-ins be performed during regular hours?
This will depend on which building, length of shutdown, and what the shutdown will affect. For bidding purposes, assume shut-downs during nights and weekends.
