About this file
This document contains a single source justification and related federal contract opportunity notice. The single source justification is for modifications to an existing Simplex fire detection and alarm system at the Lieutenant Colonel Charles S. Kettles Veterans Affairs Medical Center, including alarm devices, notification appliances, control units, and wiring. The justification cites the need for continuity with the existing vendor to ensure full integration and operation of the revised system. The related federal contract opportunity is a pre-solicitation notice for project 506-21-205 to renovate the 9th floor east wing at the medical center. The planned invitation for bid is expected to be issued on July 11, 2022 for construction services with a cost estimate between $1 million and $2 million. The set-aside is for 100% for qualified Service-Disabled Veteran Owned Small Businesses.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-22-AP-5002
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lieutenant Colonel Charles S. Kettles
Veterans Affairs Medical Center.
Purchase Request 506-22-3-586-0036
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The project includes renovation of administrative space on the East Wing of the 9th Floor of Building 1 West. Work includes carpentry, mechanical, electrical, fire protection, and various other trades as necessary to renovate the space and complete all work per contract drawings and specifications for Project 506-21-205. The work associated with this Single-source Justification includes modifications to an existing fire detection and alarm system manufactured by Simplex, including associated programming and testing. The work shall include alarm devices, alarm notification appliances, control units, fire safety control devices, annunciators, power supplies, and wiring.
This is specified in the Power and Systems Demolition General Notes and Demolition Plan Notes on Sheets EPD101 and ET101 of the Contract Drawings. The fire alarm system work is specified in the Division 21 and 28 Specifications. The estimated amount for the building controls work associated with this Single-Source Award is $15,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The fire alarm system is an existing system that shall remain in operation and be revised, extended, and reutilized. Fire alarm equipment and services are available from the original source (Simplex) for integration into the existing fire protection system. VA already has a service agreement with Simplex and warranties for the existing system. It is also important that the fire alarm system is entirely provided by Simplex to simplify integration with other hospital monitoring and reporting systems in an upcoming project. Continuity with the existing vendor is necessary to meet those those requirements and ensure that the alarm will work as intened when needed.
4. Description of market research conducted and results or statement why it was not conducted:
Market research consisted of coordination with Contract Officers Representatives to understand capabilities of the service providers and products available.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
