About this file
This document contains a single source justification and pre-solicitation notice for a federal contract opportunity. The Department of Veterans Affairs is seeking modifications to an existing Siemens building control system as part of renovations to administrative space at the Lieutenant Colonel Charles S. Kettles Veterans Affairs Medical Center. The single source justification cites the need for continuity with the existing controls integrator and manufacturer to maintain warranty agreements and ensure the control system remains a complete and coordinated system. The pre-solicitation notice indicates the agency's intent to issue an invitation for bid on July 11th for renovations to the 9th floor east wing with a project cost between $1-2 million. The acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses. Offers are due by the date specified in the forthcoming solicitation to be posted on SAM.gov.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-22-AP-5002
1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lieutenant Colonel Charles S. Kettles
Veterans Affairs Medical Center.
Purchase Request 506-22-3-586-0036
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The project includes renovation of administrative space on the East Wing of the 9th Floor of Building 1 West. Work includes carpentry, mechanical, electrical, fire protection, and various other trades as necessary to renovate the space and complete all work per contract drawings and specifications for Project 506-21-205. The supplies associated with this Single-source Justification are modifications to a direct-digital control system for HVAC equipment that is part of a larger existing Building Controls System. This is specified in Section 23 09 23 and Sheet MM70 of the Contract Drawings. The estimated amount for the building controls work associated with this Single-Source Award is $69,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Building Controls System is manufactured and maintained for the VA by Siemens. It will remain in operation and will be revised, extended, and reutilized as a complete, coordinated system ready for operation. The system must operate and function as one complete system, including one database of control point objects and global control logic capabilities. The VA has an existing service agreement with a control system integrator and holds warranty agreements which would be voided if the continuity of the control system were compromised by using products from other manufacturers and service providers. Continuity with the existing vendor is necessary to meet those those requirements.
4. Description of market research conducted and results or statement why it was not conducted:
Market research consisted of coordination with Contract Officers Representatives to understand capabilities of the service providers and products available.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
