About this file

This document contains a single source justification and related federal contract opportunity announcement. The single source justification is for the addition of a security camera to an existing security system at the Lieutenant Colonel Charles S. Kettles Veterans Affairs Medical Center for an estimated amount of $4,000. The justification cites the need for camera compatibility with the existing IC Realtime security system platform. The federal contract opportunity is a pre-solicitation notice for the renovation of administrative space on the 9th floor of Building 1 West at the Kettles VAMC for between $1,000,000 to $2,000,000. The renovation work includes trades such as carpentry, mechanical, electrical and fire protection. The solicitation is planned for issuance on July 11, 2022 as a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses. The North American Industry Classification Code is 236220 and the government intends to award a firm fixed price contract within 120 days of bid opening.

Acquisition Plan Action ID: 36C250-22-AP-5002

1. Contracting Activity: Department of Veterans Affairs, VISN 10, Lieutenant Colonel Charles S. Kettles

Veterans Affairs Medical Center.

Purchase Request 506-22-3-586-0036

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The project includes renovation of administrative space on the East Wing of the 9th Floor of Building 1 West. Work includes carpentry, mechanical, electrical, fire protection, and various other trades as necessary to renovate the space and complete all work per contract drawings and specifications for Project 506-21-205. The work associated with this Single-source Justification includes the addition of a security camera to an existing security system. The security system work is specified in the Division 21 and 28 Specifications. The estimated amount for the building controls work associated with this Single-Source Award is $4,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The security system is an existing system that shall remain in operation and be revised, extended, and reutilized. The new cameras must be manufactured by IC Realtime and be compatible with the existing security system platform (also developed by IC Realtime). Maintaining continuity with the existing system will facilitate future updates and ensure the equipment functions properly and communicates with the existing system. It will be much easier to perform future upgrades if the number of brands cameras is limited. This will also help when security systems at this and other stations are linked together.

4. Description of market research conducted and results or statement why it was not conducted:

Market research consisted of coordination with the Administrative Officer for facilities to understand capabilities of the products available.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
