About this file
This document contains responses to a Request for Information (RFI) regarding a federal construction project to upgrade Building 1West at the Department of Veterans Affairs Ann Arbor VAMC medical center in Ann Arbor, Michigan. The contractor submitted questions to clarify details on drawings and specifications for items like foam insulation, concrete floor infills, wall blocking, and personnel requirements. The project involves renovating approximately 4,200 square feet of existing Audiology and ENT clinic space, and construction will adhere to building codes, VA standards, and energy efficiency guidelines. The period of performance is 180 calendar days from notice to proceed, with work likely commencing in fall 2020 at the specified medical center location. The VA contracting office will provide responses to questions around interpretation of specification requirements for site supervisors and managers.

INFORMATION NEEDED:
1. Ref drawing AI600- detail 4 and 6 call out foam in place insulation. No further details appear on wall type drawing GI003, 1st floor plan AE101 and no specification provided. Will foam in place insulation be required, and if so, will further details and specifications be provided? – foam in place insulation only at exterior wall conditions and window in-fill location.
1. Ref drawing AE001- will specifications be provided for concrete floor infills? – see attached spec section.
1. Ref drawing AI401B- Is wall blocking be required for equipment and bumper guard/handrail in wall cavities where walls and finishes are to remain? – where existing handrails are already installed, blocking will not be required. Where we call for new handrail to be installed, blocking will need to be installed. Provide fire treated blocking where new blocking is installed.
1. Ref specification 01 35 26, 1.7 D and spec 01 45 00, 3.4 A & B- Based on specifications a SSHO and QC manager are required to be onsite full time and need to be separate individuals. The CQC manager can have dual roles as the site superintendent but is required to be a graduate of engineering, architecture or construction management. My interpretation of the spec appears 2 full time managers are required at minimum and 3 full time managers are required if the superintendent does not have a degree in engineering, architecture or construction management. Please confirm my interpretation is correct as the spec appears overwritten for project of this size. – VA contracting to provide response.
