About this file

This is an Amendment to a Request for Proposals (RFP) for on-site Perfusion Physician Services at the Tennessee Valley Healthcare System (TVHS) VA Medical Center in Nashville, Tennessee. The solicitation number is 36C24926R0040, issued by the Department of Veterans Affairs Network Contracting Office 9, with Contracting Officer Samantha Shackelford. The amendment extends the offer due date to May 8, 2026, at 5:00 PM EDT, while maintaining the question deadline of May 4, 2026, at 11:00 AM EST.

The contract is a firm-fixed-price indefinite-delivery indefinite-quantity (IDIQ) acquisition for a base period of one year (June 1, 2026 to May 31, 2027) with four one-year option periods through May 31, 2031. The Government requires 1.7 Full-Time Equivalent (FTE) Board Certified Perfusionists to provide on-site services during regular business hours (Monday-Friday, 7:00 AM to 3:30 PM), on-call 24/7 coverage, and Ventricular Assist Device (VAD) or Extracorporeal Membrane Oxygenation (ECMO) monitoring services. The pricing schedule includes four separate line items: onsite perfusion services (2,080 hours annually), on-call coverage (12 monthly units), VAD/ECMO monitoring services (10 hours annually), and disposable supplies at manufacturer's list price minus 10%. This is a service-disabled veteran-owned small business (SDVOSB) set-aside requiring compliance with 50% limitations on subcontracting for services. Key personnel must be licensed Tennessee Perfusionists with American Board of Cardiovascular Perfusion certification, minimum ten years of experience, and 1,000 documented clinical cases. Offerors must submit comprehensive proposals including administrative documentation, past performance data, technical capability statements, and pricing via email by the deadline, with insurance certificates, conflict of interest statements, and OIG exclusion list certifications required at proposal submission.

B.2 SCHEDULE OF SERVICES

The Contractor shall furnish all key personnel to provide services necessary to perform onsite Perfusion Services to eligible beneficiaries of the Department of Veterans Affairs, at Tennessee Valley Healthcare System (TVHS) VA Medical Center (VAMC). The Contractor’s physician(s) care shall cover the range of Perfusion Services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards.

Pre-priming an ECMO circuit and related activities are to be compliant with VA and TVHS established requirements for managing pre-primed systems based on evidence-based guidelines and accepted standards of practice. This would include compliance with instructions for use (IFU) for the machine, pump, circuit and fluid used for priming. Also included are VA and TVHS Infection Preventionist in establishing requirements.

ECMO circuits must be assembled and primed using strict, aseptic techniques. Advanced priming limits the length of time a circuit may be kept on standby. For example, a saline-primed circuit may be kept on standby for immediate deployment for a longer period of time than one primed with a hypertonic solution. The acceptable ‘standby’ timeframe based on all the above factors set by the VA and TVHS is five (5) days for open wet-primed circuits and six (6) weeks for closed wet-primed circuits and determined by TVHS.

Close monitoring for compliance is critical to reduce the risk of patient harm. Documenting the date, time and initials of the individual completing the priming process is required. Compliance with equipment cleaning is required to ensure standby timeframe for use are met.

Contractor’s Perfusionists shall meet or exceed guidelines set forth by the American Board of Cardiovascular Perfusion (ABCP): http://www.abcp.org; The professional standards of The Joint Commission (TJC): https://www.jointcommission.org/en-us/standards/standards-manuals; The standards of the American Hospital Association (AHA): http://www.hpoe.org/resources?show=100&type=8 and; VA and TVHS policies and procedures.

Place of Performance: Services shall be provided on site at the TVHS VAMC located at 1310 24th Avenue, South, Nashville, TN 37212.

Pricing Instructions: The offeror is instructed to edit the number of Sub Line-Item Number (SLIN) to correspond with the number of key personnel submitted for the Line-Item Number (LIN). Affiliate Offerors shall include the “title” of the personnel submitted. Other commercial health care Offerors shall identify by title/position or level of experience the key personnel submitted. Also, renumber SLINs if adding or removing Key Personnel.

The Contractor shall propose a minimum of two (2) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. It is desired that a third (3rd) key person be provided to assist with training and leave time for the 1.7 FTE Perfusionist providers.

Period of Performance – A contract resulting from this solicitation will be awarded for a period of one (1) base year and four (4) option years, from June 1, 2026 to May 31, 2031.
