Question 17: Please provide details of Backflow preventer tie into existing water utility as shown on sheet A106.3 Sprinkler Plan.

Answer: Drawing A106.3 Legend and Drawing indicates the location of the “EXISTING

BACKFLOW PREVENTER TIED INTO EXISTING WATER UTILITIES AT THIS POINT.”,

and the location of the “SPRINKLER TIMER/CONTROLLER UNIT BY RAINBIRD”. The connection units are just north of the west courtyard door of the Bldg. 160 Domiciliary building.

If sprinkler designer signed/sealed shop drawings indicate a new backflow preventer and/or a new sprinkler timer/controller, the installation location shall continue to be in the same location as it is currently.

Question 18: In the Lighting Fixture Schedule under the “Call for Emergency Assistance” Sign it is referencing drawing sheet E303, detail 1.

Drawing E303 is not included with the bid set. Please provide.

Answer: Sheet E303 is incorrect. Please refer to Drawing Sheet E302, Detail 1, Emergency Telephone Riser Diagram and Notes. You may also find an example of an existing Call for Emergency Assistance sign on Sheet E103, Photo P3 example.

Question 19: Please clarify if all camera work is to be performed by others or in the future.

Answer: Per sheets E213 and E302, camera work will be performed by others. Provide empty conduits for cameras with pull string. Sheet E222 Note 2 shall NOT provide new camera cables;

empty conduit with pull string only.

Question 20: Please refer to Sheet E103 Note 9. Cannot locate this note on the drawing, cannot determine quantity or extent of work required.

Answer: The Note 9 refers to this corrected location on Sheet E211, Stair #1, at column B-1.

Keynote symbol #5 changes to #9 in one location. One light fixture on north wall.

The question additionally refers to this relocated item on Sheet E211, (1) Enlarged Stair No. 1 Electrical Plans, 2nd Level, which shows the new location for item above.

Question 21: The Section 142100 Spec is for Gearless Machine Roomless (MRL) elevators.

The Otis GEN 2 is the basis-of-design. Referenced product is highly proprietary in nature, in terms of the mechanical and controller aspects. This request is to have the specs revised to note that elevators are to be NON-Proprietary in all aspects.

1. This request is to have the specs revised to exclude Polyurethane Coated Steel belts as an acceptable type of roping for the elevators. (Otis is the only company to use the belts

– rendering them proprietary). Additionally, revise the specs to state that industry standard, steel, elevator hoist ropes are to be used.

2. This request is to have the specs revised wherein hydraulic, roped, twin jacks, elevators are an acceptable alternate to the Gearless MRL electric traction elevators.

Specifications not relevant to the roped hydraulic elevators will be noted as NA (not applicable) … {i.e., regenerative power 2.7. A}. The power units and controllers for the duplex elevators (P1 & P2) would be located in a machine room in the Mechanical Room at the Ground level of the parking garage. Said mechanical room is approx. 25ft remote from the duplex hoist way. Hydraulic lines and conduit for elevators are to be routed overhead - secured to the underside of the 1st landing. The new elevator control room (A413) on the 4 level would be used to house the power unit and controller for the simplex elevator – P3. Hydraulic line and conduit for elevator are to be routed overhead -secured to the underside of the 5th landing. Governors for all three elevators is to be remote reset.

Answer: The entire design of the garage has been based on a machine room-less belt driven system with the hoisting equipment located in the elevator shaft. If you are able to find a substitute for Otis, which meets all the specification criteria it will be considered. In no instance shall any elevators be hydraulic or have standard machine rooms with operators that will require additional garage construction to house additional equipment.

Any manufacturer will obviously have to fit inside the existing shafts that were designed and constructed with the Phase I project. A review will need to be accomplished of the elevator loads and make sure the existing structure can take them. It also depends if the VA has approved other MRL types.

Question 22: Would ENT be acceptable to utilize in the precast? The only non-metallic conduits we have found in the specs are PVC and HDPE. Please confirm that it would be acceptable to use ENT.

Answer: Garage side - No electrical conduit, including ENT, is allowed to be embedded in the precast structure. The precast flanges (4”) and topping slabs (2” to 3”) are too thin to embed any conduit. PVC and other embedment’s by the precast manufacturer for sleeves, connections, etc.

are allowed.

Overhead walkway side cast in place concrete slab - Per spec 26 05 33 paragraph 3.3.A.1 identifies allowable materials for conduit in concrete. ENT is not permitted per the spec.

Question 23: Please provide sections 09 31 00 - Thin-set tiling and 09 54 33 - Decorative panel ceilings in the specifications

Answer: The VA Master spec does not include a spec for 09 31 00 Thin Set Tiling. We have provided 09 30 13 Ceramic/Porcelain Tiling. The VA Master spec does not include a spec for spec 09 54 33 Decorative Panel Ceilings. We have provided 09 54 23 Linear Metal Ceilings.

Question 24: Please provide sections ‘07 71 00 - Roof Specialties’ in the Specifications

Answer: Roof specialties such as access doors etc. are not used in the project. The specs include 07 41 13 Metal Roof Panels. Section 07 41 13 Metal Roof Panels is included to provide specifics on the Pedestrian Bridge roof. In the VA Master Specifications, this was the section that best defined a curved metal roof.

Question 25: The plans indicate traffic coating only above the elevator control and communications rooms. Please confirm the skyward facing deck does not receive traffic coating or penetrating sealer.

Answer: Traffic topping is only required where indicated on the plans and details. Heavy duty vehicular topping Over the Elevator Control Room and the Telecom Room, and pedestrian traffic topping on the bridge walkway. Specification 07 19 00, 1.2.B, calls out the locations for the penetrating sealers, including all of the top exposed or “roof” surfaces of the parking structure.

Question 26: This detail shows a 1” gap minimum at a 2-hour wall. Typical fire details require ¾” or less. If this 1” is to allow for significant deflection, issues arise with the rebound capacity of any sealant used. Does the owner wish to specify an intumescent tape or another system to accommodate potential movement at this or similar locations? Furthermore, if gap is required minimum of 1”, what tolerance for a larger gap needs to be allowed for?

Answer: The 1” gap is to allow for differential vertical and lateral movement of the floor framing above relative to the CMU walls and the floor below. The maximum vertical movement would be determined by the precast engineer; however, it should be less than 50% of the 1” joint width. The CMU wall is required to provide a 2-hour separation for the room inside. Therefore the 1” gap must also be 2-hour rated as well as provide a water seal for weather protection. Up to a 2” wide joint would be acceptable for construction tolerance and sealant installation. Any more than a 2” gap would also require heavier steel angles for bracing at the top of the wall.

Question 27: Will door be required to be connected to fire alarm system?

Answer: All doors at each end of the pedestrian bridge will be required to be tied to the security/fire alarm system. See details in the electrical section. Assuming the door referenced is the one referred to the door that exits out onto roof, the answer is no. This door is permanently locked/secured and is not a means of egress.

Question 28: Provide structural steel details for door framing and supports? Provide new window system framing details if required?

Answer: from A418 Detail 9/A418 and 10/A418 - These windows are aluminum and due to the size, steel reinforcing is not required. On the opposite side of the building in the same location, a window was converted into an operable unit. We do not have information on the manufacturer of the windows but judged the installation to be a typical conversion from a fixed double unit to an operable one. Operable window is hinged on a pair of stainless-steel hinges with a lockable lever securing it in the closed position.

Question 29: Will walk pads need to be furnished and installed on existing roof from new door?

Answer: New door is for roof access only for miscellaneous maintenance of the roof, no HVAC equipment, etc. For this reason, there is no need for traffic pads.

Question 30: For 10” 16 Ga flooring system will GC be required to provide stamped engineered drawings?

Answer: referencing A418 general notes to 16 Ga Metal Studs, the response is “Yes”

Question 31: Provide size and exact size location of design intent for chase to conceal sprinkler head that is to drop from existing system. Will chase be within current window wall system or some other location. Provide location relative to new structure and removed glass system

Answer: Reference 7/A417 for elevation location of sprinkler chase. Intent is to have window wall mfg. fabricate special cover to match mullions in width, material and finish. Also see 3/A418 for side view of sprinkler pipe run. This view also shows the depth that will be required to accommodate the line.

Question 32: The bid alternates and durations on page G002 do not align with the alternates and durations in the solicitation. See Valiant RFI # 33 for elevator impact!!

Answer: The bid schedule has been updated and attached to this amendment. A new G002 is attached that should reflect the correct Bid Schedule for the Re-Solicitation.

Question 33: For the ‘new’ Alternate #1 ..all three elevators are still to be provided as in the Base Bid. However, this alternate reduces the period of performance to only 240 days in lieu 365 days with the Base Bid (does not match solicitation, see RFI 32). Reducing FOUR months off of the period of performance, may alternate may actually raise the price of the elevator’s proposal.

With the compressed time; trade contractor will likely have to add for expedited manufacture & freight, overtime shift work, contingencies, etc.… Consider a revision to the Alternate #1’s period of performance from 240 calendar days to 335 calendar days. We would like, at the very least to not have to increase the price of the elevator’s proposal.

The ‘new’ Alternate #2… Eliminates the simplex elevator (P3_hoistway Elevator#4). The period of performance is reduced to 220 days. Indeed, one elevator (equipment and labor) is eliminated from trade Scope of work… lead times for the equipment are the same… so, while Valiant will not have to provide and install the 3rd elevator, we still have the lead time and other issues to work around. With only 220 days… Like Alternate #1; the time is compressed; we likely will have to add for expedited manufacture & freight, overtime shift work, contingencies, etc. This is for asking for more time.

See below for alternate comparison (original bid vs. current bid description and time)

Answer: The bid schedule has been updated. A new G002 is attached that should reflect the correct Bid Schedule for the Re-Solicitation.

Question 34: Will Previous issued RFI questions & answers from Original Bid be applied to this project, as well as Drawing E122 Bid Alternate Notes refers to original Bid Schedule Deduct Items?

Answer: The questions and answers from the original bid were already posted with the new solicitation. The bid schedule was updated.

A revised G002 has been included to address the changes to the solicitation Base Bid and Deductive Alternates, which change the order and deduct task for deductive alternates. The revised sheet supersedes any reference throughout drawings to deduct order.

Question 35: Contractor has been through every Revised Drawing issued for the Re-Bid At the lower left-hand Title Block there is a place to note: Revision and Date None of the Re-Bid drawings note any change at this Title Block. We could not find any drawing “clouded” with a change. Contractor believes these Re-Bid Drawings are the same as the Original Drawings.

1. There are several locations where the drawings incorrectly referenced the alternates, please confirm consistency with current bid requirements. (The drawings refer to the Original Bid Schedule)

Example: These are a few and IS NOT to be assumed as all inclusive

a. Drawing G002 Statement of Bid Items (See RFI 32 already sent an RFI request to you for this item)

b. Drawing E001 Bid Alternate Notes refers to original Bid Schedule Deduct Items

c. Drawing E001 Bid Alternate Notes refers to original Bid Schedule Deduct Items

d. Drawing E211 Bid Alternate Notes refers to original Bid Schedule Deduct Items

Original bid alternates 2&3:

Re-Bid alternates are sequenced as follows:

A potential solution to this is reissue:

1. Drawing G002 with correct Re-Bid Schedule Notes

2. Add a note at the end of this stating to follow this Bid Schedule for all Deducts. If a deduct is found elsewhere to refer to this page for clarification.

Answer: No new drawing set was re-issued for the Re-Solicitation which changed the order and task of deductive alternates. The drawings set correctly states Final Construction Drawings Reissued, with a revision date of 08/10/20. A revised G002 has been included with this response to address the changes to the solicitation Deductive Alternates, which change the order and deduct tasks for deductive alternates. This revised sheet supersedes any reference throughout drawings to deduct order. All references in drawings must defer back to sheet G002_revised (02/22/21).

A/E response: A revised G002 has been included to address the changes to the solicitation Deductive Alternates, which change the order and deduct tasks for deductive alternates. The revised sheet supersedes any reference throughout drawings to deduct order. All references in drawings must defer back to sheet G002_revised (02/22/21).

Question 36: Structural drawings are missing S101-S220.

Answer: These have been added on the amendment.

Question 37: The precast manufactures are being affected by the bid delay, and as a result the alternate schedules are completing in 350 days and may not be accomplished in the proposed 240 days. The precast manufacturing is the critical path. Please advise if the schedule will be adjusted accordingly. The bidders may have to add LDs to this bid as a result.

Answer: Same as question #33. Please review the bid schedule for the period of performance of each line item.
