Questions and Answers
36C24921B0013 Amendment 0006
Question 1: On drawings C101 and C102 the areas around buildings 7, 178, and 60 are all within the area as ETSU and labeled as “NIC”. The answer to the above question #1 specifically states “only work on major roads such as Dogwood, First Street and Memorial are included”. On drawing E102 there are type PL3 fixtures around building 7, there are type PL3a fixtures up the sidewalks leading to Building 78, there are type PL3a fixtures around building 60. None of these fixtures are on “major roads” per the answer to question 1. The other part of the answer to question 1 states that “all works contained around the ETSU building are not included”. This condition exists on many other buildings and electrical drawings of fixtures “around” ETSU buildings where the areas are labeled as “NIC”. Please clarify all light fixtures on all drawings that are to be “included” in the contract and are currently shown in “NIC” areas whether they are near buildings or on major streets.
Answer: NIC means Not Included in Contract. A rule is established that from the curb to the buildings on the main roads everything contained within 15 feet will be part of the contract.
Question 2: RFI 13 and 14 ask about the slate tile. The responses say there is no slate tile roofing, but Amendment 0003 added a slate tile spec to the Bidding Docs. Please clarify if slate tile roofing is used or not.
Answer: Do not price the slate tile roof in this project.
Question 3: RFI 15 says the broom finishing is on concrete stairs at the gazebo, however, the note #5 on sheet A105 says the concrete steps are existing. Response to RFI 015 says to ignore note #5. Does that mean the concrete stairs are new? Do the existing concrete stairs get removed and new poured back?
Answer: Instructions are to remove and pour new concrete
Question 4: RFI 18 says to remove stone base under existing asphalt if the base is not in optimal condition. This makes sense post award to demo asphalt and inform the GOV if the base is suitable for reuse. However, for bidding, we need to know how much to include in our bids, otherwise all GC’s will bid something different. Please provide clear direction to replace all or none of the stone base under asphalt or provide an assumed quantity to be replaced so all GC’s bid apples-to-apples.
Answer: Please remove 3 inches and compact to 95% new subbase.
Question 5: RFIs 21 and 22 asks for the level of refinish to be defined. The answer appears to create more ambiguity by stating that the surface of the handrails and light posts should be “free of imperfections”. Since the existing finish on the rails and posts will have scratches and chipped paint, the only way to get the handrail and posts free of imperfections is to blast or strip the paint completely prior to refinishing. If the existing paint is not fully removed the existing imperfections will show through the new finish. TO remove any ambiguity so all bidders are bidding apples-to-apples, please clearly define the level of prep and refinish. Should the paint be striped before refinishing, or can the existing paint be simply prepped to receive the new finish?
Answer: The paint must be uniform without maps or scratches, etc. It is up to the contractor to select the best way or practices to execute the work.
Question 6: RFI 32 asked about the 400’ of handrail called out to be refinished on sheet L101.
The responses say, “It is not included in the area demarcated as ETSU”. However, it is included in the area demarcated as ETSU and NIC. Please clarify. Is this section of handrail included in this project SOW?
Answer: The areas marked NIC are not included in the contract.
Question 7: RFI 54 says “- New vs existing lights: L104 shows new light poles E 105 shows them to be existing. Can the government confirm that the 8 lights shown on E105 are to be new poles?” the responses say, “They are new poles that are around the area that will be paved.”.
Does this mean the light poles in the ETSU/NIC areas are not included in the project SOW?
Answer: The poles shown on L104 and E105 that are located around the parking lot that will be paved are new. Marked poles within NIC are not included.
Question 8: Sheet L503 states that the footing sizes and details can be found on architectural and structural. However, there is no structural sheets in this set of bid documents. Please provide the structural sheets.
Answer: See details on sheet A502
Question 9: Sheet L503 states that the footing sizes and details for Informational Center Signs can be found on architectural and structural however, this sign is not shown on architectural.
Please provide these details and elevations.
Answer: See details on sheet A502
Question 10: Sheet A501 shows footing signs for Primary Directional Sign but there are not elevations on L503 showing sign base wall cap, CMU or cast sign information. Please provide.
Answer: See details on sheet A502
Question 11: Sheet L503 shows the primary monument signs as receiving a 10x30x3” stacked cast stone veneer. However, sheet A501 shows it as an ashlar pattern cast stone veneer. There is a significant difference in price between these two veneer systems. Please confirm the correct stone veneer.
Answer: Use the pattern from sheet L503
Question 12: A/L504 shows the primary directional sign as 6’-8” wide. However, 1/A502 shows the primary directional sign as 4’8” wide. Which is correct?
Answer: The signs are not the same type of signs. Those on Page A502 are monument signs and those on L504 are directional signs.
