RFI Clarifications

36C24921B0013 Amendment 0005

Question 1 - RFI 1 says work around ETSU bldgs. are not included, but it also says to include signs, sidewalk, and other work on major roads. Does this mean that all asphalt, and concrete are to be replaced if it is on one of the major roadways even if it is on the ETSU/NIC denoted areas on the plans?

Answer: In our previous answer, the main roads included in the works were mentioned, all the buildings under the use of ETSU and Marked in the drawings are not included in the project, including their parking lots.

Question 2 - RFI 1 says work around ETSU bldgs are not included, but it also says to include signs, sidewalk, and other work on major roads. Sheet L101 shows a large area denoted as ETSU/NIC stretching from Ashe Ave to Dogwood, including buildings 7, 6, 178, etc. a. Do the light posts get refinished within these areas if they are along the side of a major road?

Answer: According to our previous answer, the main roads were mentioned, which include the works, sidewalk, line painting, lighting poles, signs referring to the main streets. Nothing referring to the buildings or their parking lots and interior roads marked on the drawings is not included.

Question 3 - Do the light post lamps get replaced within these areas if they are along the side of a major road?

Answer: Yes

Question 4: In another example, around bldg. 7 on sheet L101, there are light poles between Maple Ave and the building. Do these light poles get refinished, and lamps replaced?

Answer: No, they are within the marked area and those are not main roads mentioned in our previous answer.

Question 5: Do the handrails get replaced within these areas if they are along the side of a major road?

Answer: Yes, if there were any on the following streets, Dogwood Ave, Memorial Ave, and First Street measuring from the curb toward the building everything contained within 15 feet should be included in the price.

Question 6: Do the handrails get refinished within these areas if they are along the side of a major road?

Answer: Yes, if there were any on the following streets, Dogwood Ave, Memorial Ave, and First Street measuring from the curb toward the building everything contained within 15 feet should be included in the price.

Question 7: Do the parking lots get ADA striping within these areas if they are along the side of a major road?

Answer: Yes, if there were any on the following streets, Dogwood Ave, Memorial Ave, and First Street measuring from the curb toward the building everything contained within 15 feet should be included in the price.

Question 8: Do the roadway arrows get installed within these areas if they are along the side of a major road?

Answer: Yes, if there were any on the following streets, Dogwood Ave, Memorial Ave, and First Street measuring from the curb toward the building everything contained within 15 feet should be included in the price.

Question 9: The specs and the RFP state Alternate #1 as the following: “Bid Deduct 1: Perform all work as stated in base bid except remove gazebo historical rehabilitation shown on sheet A103 and E101B.

Period of Performance is 365 calendar days.” However, sheet A103 shows work at the South Gate.

Answer: The gate is independent from the Gazebo; the alternate is not affected by those pages.

Question 10: Additionally, A106 calls for Alternate 1 to delete all work shown on sheet A106. This information is contradictory. Sheet A105 shows repairs to the existing brick walls, concrete slab, and other restoration work to the gazebo, and sheet A106 shows replacing metal handrails with new historically accurate wood balusters, etc. Please provide very clear direction as to what work is in the base bid and what work is in the Alt #1.

Answer: See revised schedule

Question 11: Bid Deduct 2: Perform all work as stated in Bid Deduct 1 except remove pavilion detailed on A104 and E101B. Period of Performance is 365 calendar days. However, sheet A104 shows existing conditions at the band stand. Please provide very clear direction as to what work is in the base bid and what is in Alt #2.

Answer: See revised schedule

Question 12: Detail B/L501 shows the detail for the new asphalt base and rubber play surface at the exercise area. However, it also shows an alternate detail called “deduct alternate” which shows an engineered wood fiber surface on stone bed in lieu of the rubber surface detail. There is no mention of a 3rd alternate in the specs or the RFP. Please clarify, should this work be included as an alternate #3?

Answer: Disregard the alternate detail referencing the engineered wood fiber surface on stone bed and price the asphalt base and rubber play surface at the exercise area.

Question 9: On drawings C101 and C102 the areas around buildings 7, 178, and 60 are all within the area as ETSU and labeled as “NIC”. The answer to the above question #1 specifically states “only work on major roads such as Dogwood, First Street and Memorial are included”. On drawing E102 there are type PL3 fixtures around building 7, there are type PL3a fixtures up the sidewalks leading to Building 78, there are type PL3a fixtures around building 60. None of these fixtures are on “major roads” per the answer to question 1. The other part of the answer to question 1 states that “all works contained around the ETSU building are not included”. This condition exists on many other buildings and electrical drawings of fixtures “around” ETSU buildings where the areas are labeled as “NIC”. Please clarify all light fixtures on all drawings that are to be “included” in the contract and are currently shown in “NIC” areas whether they are near buildings or on major streets.

Answer: According to our previous answer, the main roads were mentioned, which include the works, sidewalk, line painting, lighting poles, signs referring to the main streets. Nothing referring to the buildings or their parking lots and interior roads marked on the drawings is not included.

Question 10: RFI 13 and 14 ask about the slate tile. The responses say there is no slate tile roofing but Amendment 0003.

Answer: The specification was provided, since it is an alternative which must be part of your proposal
