About this file
This document is an Amendment 0001 to Solicitation 36C24825R0042 for the Bid-Build (BB) Improve Lake Baldwin Electrical Distribution project for the Department of Veterans Affairs. The amendment provides responses to 60 Request for Information (RFI) items from potential contractors regarding project details, including electrical infrastructure improvements at the Lake Baldwin VA Healthcare facility. Key points include electrical system upgrades involving medium voltage transformers, automatic transfer switches, power pole replacements, duct bank installations, and work to be performed during WHEN hours (Weekends, Holidays, Evenings, and Nights). The proposal due date is April 23, 2025, at 1:00 PM EST, with a 270-calendar day performance period. Contractors must follow VA design guides, safety requirements, and coordinate closely with VA personnel throughout the project.
The RFI responses cover technical specifications, site access, safety protocols, design responsibilities, and project-specific requirements. Notable details include the need for a dedicated Site Safety and Health Officer (SSHO), VA badging for subcontractors, coordination of utility outages, and specific technical requirements for electrical equipment replacements. The VA will provide some documentation and guidance, but many technical details and design verifications are the contractor's responsibility. A new fence will be required for the Automatic Transfer Switch (ATS) location at the Lakemont Campus, and contractors must follow VA physical security and design guidelines throughout the project.

NBR. QUESTIONS & ANSWERS
1. EP-101: From MV-XF-ENG/Service Disconnect to existing Power Pole #2 states a 6-4” PVC Concrete duct bank to be provided. At the 3/31/25 Site Walkdown, the request was for Directional Boring to be provided. Does the Directional Boring require 6-4” HDPE Conduits?
VA
Response
Yes.
2. Solicitation states the Period of Performance is 270 Calendar Days [9 months] from NTP. The concern is the projected long lead time for the required MV-Transformers & MV-LBS’S. The actual procurement process may impact the 270-day Performance. Can the VA verify that a time extension based on long lead times will be granted?
VA
Response
Yes.
3. The possibility of forthcoming Tariffs being issued and enforced. A change in the price of an item of material shall be considered significant when the price of an item increases 5 percent or greater between the date of the subcontract and the date of on-site installation. Due to the large Gear Package Procurement for this project: Tariffs may become a real pricing delta: Who would be responsible for the pending Tariff Pricing Delta?
VA
Response
Buy America Act and follow FAR 52.229-3; "Federal, State, and Local Taxes" - Tariffs General In light of the recent announcement regarding additional tariffs, I would like to draw your attention to FAR 52.229-3.
The tax provisions outlined in FAR 52.229-3 may offer an effective remedy to address the tariff issue, at least initially. FAR 52.229-3, titled "Federal, State, and Local Taxes," allows for a price increase for after-imposed taxes that a contractor is "required to pay or bear as the result of legislative, judicial, or administrative action taking effect after the contract date." Covered taxes include" any new or increased Federal excise tax or duty" as mentioned in FAR 52.229- 3(a), which likely encompasses the new tariffs. However, it is important to note that this clause should apply only to tariffs that the contractor pays directly. If tariffs indirectly drive up domestic supply costs, an adjustment may not be warranted. Additionally, for a tariff to be considered a newly imposed tax, it must be implemented after the bid opening date or, for a negotiated contract or modification, after the effective date of the contract or modification.
4. EP-101: At the Site Walkdown, the existing Wooden Pole #1 for the Service Disconnect was asked to be removed & replaced. Can the VA please confirm the removal and replacement of this pole?

ISOLATION SWITCH AT TRANSFORMER PRIMARY. SWITCH SHALL BE OPERATED
THROUGH THE USE OF A HOTSTICK AND CAPABLE OF DE-ENERGIZING THE
TRANSFORMER. FUSE SHALL BE NOT LESS THAN 150% AND NOT MORE THAN
175% OF THE FULL LOAD AMPERAGE RATING OF THE TRANSFORMER.)
During the site walk it was mentioned that it would be preferred for the Transformers to have load break switching ability so that it would be possible to de-energize the secondary C side of the Transformers while maintaining feed-through power from the primary A and B side of the medium voltage feeds, reducing downstream outages. Please confirm if the VA prefers optional features for these transformers to include secondary load break switching, and if so, please provide acceptable specifications or manufacturers. Please see attached example reference cutsheets describing these optional features (attachments #1 and #2).
VA
Response
Yes. The attached document options are acceptable.
17. On EP-602 Keynote #24 states the following for a total (3) Medium Voltage ATSs to be replaced.

KIRK KEY. KIRK KEY SHALL USE THE SAME KEY AS THE MAIN BREAKERS
WITHIN SWITCHBOARDS 3 AND 4. TIE BREAKER TO MATCH EXISTING, 65KAIC.
TEST BREAKER AND KIRK KEY OPERATIONS SUCH THAT BREAKER POSITION
DOES NOT INTERFERE WITH UPSTREAM GENERATOR CONTROL OR
OPERATION.)
During the site walk it was discussed that the Tie Breaker at SWBD-3 is experiencing nuisance tripping. Please confirm whether testing of the system has been completed and whether the tiebreaker has been definitively identified as the source of failure. Unless otherwise directed, we will proceed with the breaker replacement as noted on the drawings but will exclude testing of the system unless it is required to determine fault before replacement.
VA
Response
The fault needs to be determined and rectified by the contractor before replacing the breaker. If the old breaker is replaced, it needs to be sent for recertification and turned over to the VA.
19. On EP-101, it is shown that approximately 300’ of overhead 600V power lines are to be removed and rerouted into a newly installed duct bank across the road.
During the site walk, it was mentioned that the existing power pole should be replaced due to its weathered condition. The drawings only identify one new pole; no replacement of existing poles is noted. Please confirm whether any of the existing poles and anchors are to be replaced and, if so, identify them on the drawings. Please see the attached reference document for the location of the discussed pole (attachment #5).

MV-2WS-NO.4 AND MV-MWS-NO.4. SEE SITE PLAN FOR LOCATION.)
On the one-line drawing, it calls out to provide an S&C Vista Switch or Equal. During the site walk, it was mentioned that the purpose of this switch is to gain independent operational control of the OUC South Feed within the VA system. Please clarify if the intent of this switch is to provide both switching ability and overcurrent protection or if alternates without overcurrent protection but equal switching functionality will be accepted. Please see the attached reference showing the Vista Switch example. (attachment #6)
VA
Response
Yes. Overcurrent protection is also needed.
21. On EP-102 and EP-103, the electrical site plans show the demolition of the existing ATS, installation of two (2) junction boxes, and routing of conduits to the new ATS location at the north side under the extended canopy near the chiller yard. However, during the site walk, it was mentioned that the preferred location of the ATS would be to the south side of the chiller yard wall with a new canopy at that location. Please confirm which location is to be used (as drawn or as discussed on-site) and clarify the required conduit routing. See attached reference diagram for location clarification. (attachment #7)
