Temporary Kitchen Requirements Document

This document is a requirements specification for a turnkey temporary kitchen facility to support food service operations during renovation or replacement of a permanent kitchen at a Veterans Affairs medical center. The facility must maintain efficient food production, storage, sanitation, receiving, meal assembly, and warewashing operations while meeting all applicable building, life safety, fire protection, health department, and utility requirements.

Facility and Operational Scope

The temporary kitchen must support approximately 900 meals per day for 300 total patients, with 150 patients dining in the temporary kitchen area and 750 receiving meals in their rooms. The kitchen must be tied into Building 41's loading dock with a 53-foot connection from the kitchen area to the dock. The facility design shall follow the Department of Veterans Affairs' proposed workflow concept while allowing contractor flexibility in final layout and equipment arrangement. The operational workflow must progress logically from receiving through dry storage, refrigerated storage, food preparation, cooking, tray assembly, food cart staging, meal service, warewashing, and clean dish storage, with a minimum of 1,000 square feet designated for dining space.

Equipment and Infrastructure Requirements

The contractor must furnish all equipment identified in the Owner's conceptual layout except for VA-provided items: a slicer, mixer, ten cold service tables, four hot service tables, tray assembly equipment, food carts, desk/workstation, dining tables and chairs, trashcans, and coolers/dispensers for beverages. Contractor-furnished equipment includes food preparation equipment (stainless steel work tables, single and three-compartment sinks, hand sinks, table-mounted can opener, four-tier wire shelving), cooking equipment (40 lb fryer, 36-inch griddle, six-burner range with standard oven, five-pan steamer, double-stack convection oven, steam-jacketed kettle), warewashing equipment (soiled and clean dish tables, conveyor-type dish machine, mop sink, hose reel), and storage facilities (walk-in coolers and freezers of minimum 375 square feet each, dry storage area of minimum 400 square feet, chemical storage, and wire shelving).

Utility, Communications, and Safety Systems

The contractor must provide complete utility connections including domestic cold and hot water, sanitary sewer connections to the VA system, electrical service sized for all equipment, electrical receptacles throughout, health code-compliant interior lighting, tempered make-up air system, and exhaust systems for cooking equipment. Communications infrastructure requires a minimum of four Category 6 data drops from the nearest existing telecommunications closet, installed per VA standards and TIA/EIA telecommunications standards. Fire protection systems must include a wet-pipe automatic sprinkler system designed per NFPA 13, hood-mounted fire suppression systems installed per NFPA standards, and a complete fire alarm system integrated with the existing facility system. If site water supply is insufficient, the contractor must provide a dedicated water storage tank and fire pump. Additional infrastructure includes a properly sized grease interceptor (contractor responsible for cleaning and pumping), a loading dock adjacent to the dry storage area, and a complete shop drawing package for Owner approval prior to any procurement or installation.

Compliance and Performance Standards

The temporary kitchen must comply with all applicable federal, state, local, and VA health requirements, including NFPA standards, National Electrical Code (NFPA 70), and Americans with Disabilities Act (ADA) requirements. Kitchen repairs must be completed within 24 hours. The contractor must coordinate all work with the Owner to minimize impacts to ongoing medical center operations, including coordinating utility outages, fire alarm tie-ins, fire sprinkler modifications, and IT/network cutovers with appropriate departments. The completed temporary kitchen shall be fully operational, code compliant, and capable of supporting uninterrupted food service operations for the duration of the project.
