Project Title: 619A4-23-103 Replace the Fire Alarm System for

Building 14, 15, 65, 68, 88, 90 & 93

A. GENERAL GUIDANCE

BACKGROUND:

Existing buildings 14, 15, 65, 68, 88, 90 and 93 are included in the scope of work for complete fire alarm replacement/upgrade. The campus has an obsolete fire alarm fiber optic network (token ring 4120) with network interface cards that are no longer in production/available after this year. The existing network connects all nodes on campus with a single multimode 6-strand fiber that originates and terminates in

Building 4 (main node) and B15 Graphics Command Center (GCC) (single loop topology). There are two additional 6-stand fiber lines whose paths are unknown at this time. The Graphical Command Center for the network is located in Building 15 which houses the fire department.

The GCC is very antiquated and unserviceable. It is inaccurate since devices are missing. It also requires an emulator to log-in and modify the system due to the archaic operating system on which the software is running.

The fiber optic backbone is in very poor condition. The fiber is older and has been spliced many times. The exact pathways are unknown, and it is likely down to a single pair of usable fibers to carry out the missing-critical communications backbone of a life-safety system.

This fiber network along with all existing network interface cards, FACP’s, and the GCC present a significant risk to the facility and the safety of patients and staff.

Furthermore, mass-notification calls are being made over the overhead paging system

(which does not have a visual notification, nor is listed for such use) because no voice/alarm functionality can be made campus-wide through the fire alarm system. Only two buildings on campus have local voice/alarm systems.

Building 14 is node 20 on the current network, with a 4100-fire alarm panel. Building 14 contains engineering offices and the engineering shop on a one level construction with block wall. The existing 4100 panel is located in room ‘Office 105A’. The existing local controller contains 4100 CPU, 4120 Network interface, IDNET 250 points, and a SPS and XPS 120VAC DOM. The current audio devices in this building are horns.

Building 15 is node 10 on the current network, with a 4100-fire alarm panel. Building 15 contains the fire department and grounds facilities in a one level construction with block wall. The existing 4100 panel is located in room ‘Garage Fire Dept 105’. This building also contains the only GCC (Graphic Command Center) on campus.

There is potentially an annunciator in Building 4 which contains the Campus Police that may serve as a backup to the GCC. The existing local controller unit contains a 4100+

Master Controller, 4120 Network Interface, a power supply/charger, MAPNET interface, 3 Input Call A Signal, Remote Unit Interface (RUI), and a 4-point 10-amp relay with feedback. The current audio devices in this building are horns besides the alarm for the

GCC which is a Klaxon sound horn.

Building 65 is node 16 on the current network, with a 4100-fire alarm panel. Building 65 is two levels, basement and first floor, and is block wall construction. The existing 4100 panel is located in room ‘Uniform Storage EMS 109A’ on the first floor. Building 65 contains Storage in the basement and EMS functions on the first floor. The existing local controller unit contains a 4100+ Master Controller, 4120 Network

Interface, a power supply/charger, MAPNET interface, 6 circuit Class A signal (IAC), and a 8-point 3-amp relay with feedback. The current audio devices in this building are horns.

Building 68 is node 14 on the current network, with a 4100-fire alarm panel. Building 68 contains three floors and a penthouse with block wall construction. The basement contains Engineering, Safety, Union, and Program offices. The first floor contains HR and EMS offices. The second floor contains Contacting and Admin offices. The existing

4100 panel is located in room ’Stor CDCE 29’ on the ground floor. There are also annunciator/remote panels located on the first and second floor. This building also includes an elevator with elevator modules. The existing local controller unit contains a

4100+ Master Controller, 4120 Network Interface, a power supply/charger, two

MAPNET interfaces, three 3 Input Class A Signals, Remote Unit Interface (RUI), and a

4-point 10-amp relay with feedback. The current audio devices in this building are horns.

Building 88 is not currently connected to the current network This building contains the

Main warehouse supply storage and offices on a one level block wall construction. The fire alarm control panel for the building is located in the ‘Coor Common 102’.

Building 90 is node 18 on the current network, with a 4100-fire alarm panel. Building 90 has three floors, a basement, first, and second floor, and block wall construction. The basement is mechanical and electrical equipment room. The first floor has recreational spaces such as a pool, billiards, and bowling alley, along with a theater, kitchen and dining room, and a retail store. These first-floor spaces will require special systems to be replaced such as kitchen hood suppression. The second floor contains space for mechanical and electrical equipment and engineering. The existing 4100 panel is located in the ‘Lobby Common RCC114R’ and contains the voice evacuation panel. The existing local controller unit contains a 4100+ Master Controller, 4120 Network

Interface, a power supply/charger, two MAPNET interfaces, three 3 Input Class A

Signals, and an audio controller. The current audio devices in this building are speakers with voice alarm notification and voice evacuation capability

Building 93 is node 11 on the current network, with a 4100 fire alarm panel. Building 93 is a one floor block wall construction containing the chapel and offices. The existing

4100 panel is located in room ‘Chapel Pastoral Care 110’. The existing local controller unit contains a 4100+ Master Controller, 4120 Network Interface, a power supply/charger, MAPNET interface, 3 Input Class A Signals, and a 4-point 10-amp relay with feedback. The current audio devices in this building are horns.

Building 97 is not currently connected to the network and is a two-story chiller plant.

This building contains a LIU that the fire alarm token-ring passes through and is located in ‘Elec Rm Engineering RCCG01R’ on the ground floor. The fire alarm devices are horns and must be served from an adjacent building.

2. TAB B: Relevant and Recent Past Performance Experience

3. TAB C: Price Proposal

II. EVALUATION CRITERIA AND FACTORS

A. The evaluation is subjective based on the information provided in response to the information requested in the evaluation factors. The two (2) factors to be evaluated include past performance and price.

B. Relevant and Recent Past Performance Experience will be evaluated to assess recent and relevant past performance resulting in a performance confidence assessment rating. For evaluation purposes, past performance will be significantly more important than cost or price.

C. Offerors proposal shall address the following:

1. FACTOR 1 – RELEVANT AND RECENT PAST PERFORMANCE

EXPERIENCE:

***Relevant is defined as performance similar or greater in scope, magnitude, and complexity than the effort described in this solicitations scope of work, to include

The prime contractor will need to obtain approval from the contracting officer before making changes to key subcontractors.

(4) Respondents with no previous past performance shall state this when addressing the selection criteria. Where there is no record of past performance, the proposal will be evaluated neither favorably nor unfavorably. Superior performance ratings on relevant projects may be considered more favorably in the evaluation.

(5) The Government will evaluate the offeror’s past performance on active and completed contracts. The Government will contact the offeror’s submitted references on contracts if deemed necessary. Past performance information may be obtained from any other sources available to the

Government, to include, but not limited to: Contract Performance

Assessment Reporting System (CPARS) or other databases, past performance questionaries, and interviews with Program Managers, Contracting Officers, and/or Contracting Officer Representatives. III. EVALUATION CRITERIA/OVERVIEW

A. Proposals will be evaluated on the basis of two evaluation criteria: Past

Performance and Price. Past performance will be evaluated for relevancy and recency for a confidence assessment rating. . Past performance will be considered significantly more important than price.

B. Past Performance: The basis of the evaluation will be the degree to which past performance evaluations and all other past performance information reviewed by the Government reflect a trend of satisfactory performance considering 1) compliance with the contract requirements, 2) effectiveness of the Offeror's on-site management; 3) use of appropriate personnel for contract requirements); 4) timeliness in the submission of schedules, reports, and submittals; 5) adherence to the construction schedule; 6) coordination and control of subcontractors; 7) ability to effectively deal with the customer and other Government personnel; 8) cooperativeness in solving problems and negotiating changes; 9) response to warranty notifications, and other pertinent information obtained from past performance evaluations that have affected the overall performance of previous or ongoing projects.

C. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the

Government. Other sources may include but are not limited to past performance information retrieved through the (CPARS), for Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.

D. In evaluating past performance, the government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.

E. Past performance evaluation will allow the government to assess the offeror’s ability to perform the effort described in this solicitation based on the offeror’s demonstrated present and past performance. The assessment process will result in an overall performance confidence assessment of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence or Neutral/Unknown

Confidence.

F. In evaluating price, the government may use various price analysis techniques and procedures to determine price reasonableness. Price will be evaluated for Price

Reasonableness. The Government reserves the right to evaluate proposals and award a contract without discussions (except clarifications as described FAR

Overhaul 15.202(a)(2)(i-iv)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a performance and price standpoint. The Government will evaluate price based on the total price.

IV. EVALUATION AND BASIS FOR AWARD:

A. FAR Overhaul 15.103-1 shall apply to the government’s evaluation of proposals.

The factors that shall be used to evaluate offers are Past Performance and Price.

Past Performance is significantly more important than Price.

B. Discussions: The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR

Overhaul 15.202(a)(2)(i-iv)). Offerors should not automatically assume that they will have an opportunity to participate in discussions or be asked to submit a revised proposal. Communication conducted to resolve minor or clerical errors would not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them necessary.

C. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, past performance, and price considered. The proposals must conform to the RFP's requirements and be evaluated to represent the Best Value to the Government. The Best Value is the most advantageous offer, consistent with the Government's stated importance of evaluation criteria.

This may result in award being made to a high-rated, higher-priced offeror where the Contracting Officer determines that it is worth the price premium to do so.

D. Offerors must provide all requested information for each factor. Proposals must separately address each of the factors as applicable to be considered responsive to this RFP. It is the contractor’s responsibility to ensure the submitted proposal is in the proper format and that the information provided is clearly understood and free of ambiguities (Reference Proposal Preparation and Format Instruction).

E. To determine which proposal represents the best overall value, the Government will conduct a tradeoff analysis, comparing the strengths and weaknesses of the competing proposals to determine which proposal represents the best value to the Government and thus shall receive contract award.

F. The Government reserves the right to accept other than the lowest priced offer.

The right is also reserved to reject any and all offers. The basis of the award will be a conforming offer, the price or cost of which may or may not be the lowest. If other than the lowest offer, it must be sufficiently more advantageous than the lowest offer to justify the payment of additional amounts.

G. Award will result in a firm-fixed-price contract. It is the Offeror’s responsibility to ensure the submitted price proposal includes all costs for total project requirements and completion in accordance with the specifications and drawings herein. The Offeror assumes all risk for omissions in prime and/or subcontractor proposals.

H. The Government evaluation team will consider all information provided in the proposal individually. Once these individual analyses are completed, the team will meet and determine a rating by consensus decision.

I. Exceptions to the contractual terms and conditions of the solicitation (e.g., standard company terms and conditions) may result in a determination to reject a proposal.

J. Failure to submit all the data in the format indicated in this section may be cause for determining a proposal incomplete and, therefore, not considered for evaluation and for subsequent award.

K. A Determination of Responsibility will be accomplished for the apparent awardee prior to processing the award. Information obtained from government and commercial systems will be used to determine responsibility. Any information received by the Government that would be cause for an adverse Determination of Responsibility will make the offeror ineligible for award.

SDVOSB Verification: The Government will review SBA certification database

(https://certifications.sba.gov/) to confirm Service-Disabled Veteran-owned Small

Business (SDVOSB) status certification for the submitted proposals. Evaluations will be performed on proposals submitted by verified SDVOSBs only. Subsequent confirmation of SDVOSB certification status will be performed for the apparent award. For a Joint Venture to be considered eligible as a SDVOSB if the joint venture 13 CFR 128.402 and the managing joint venture partner makes the representations under paragraph (c) of this clause. A joint venture agrees that, in the performance of the contract, the applicable percentage specified in paragraph

852.219-73(d)(3) of the clause will be performed by the aggregate of the joint venture participants. Failure of a prospective SDVOSB to meet these certification requirements by the SBA shall result in elimination from consideration. Joint

Venture -- Any offeror submitting a proposal as a joint venture must provide a https://veterans.certify.sba.gov/ certification from each SDVOSB joint partner, signed by an authorized official of each partner to the joint venture, stating the parties to the joint venture:

1) Have entered into a joint venture agreement that fully complies with paragraph

(c) of 13 CFR § 128.402; and

2) Will perform the contract in compliance with the joint venture agreement. Failure to submit the certification with the offeror’s proposal will render the offeror ineligible for award.
