About this file

This is a resource guide and form issued by the Department of Veterans Affairs Personnel Security Adjudication Center (PSAC) to facilitate the fingerprinting and background check process for contractors and employees.

The document outlines procedures that VA Contracting Officer Representatives (CORs) and Servicing Human Resource Offices (SHROs) must follow to ensure Special Agreement Check (SAC) fingerprints are properly transmitted and available for adjudication. Key requirements include: VA CORs or SHROs must sponsor contractors and employees in USAccess prior to enrollment appointments; sponsorship requires entry of the correct SON/SOI designation; VA PIV offices are responsible for transmitting fingerprints for the SAC regardless of enrollment location; if PSAC adjudication is requested, the "Include SAC" box must be checked on background investigation request forms; new investigation requests to DCSA require current SAC results from within the past 120 days; and contractors or employees must notify their VA COR or SHRO upon completing their USAccess fingerprint appointment so the VA PIV office can be instructed to transmit the fingerprints. The form itself is a template designed as a guide tool only and is not required to be uploaded to the PSAC resource site. It includes fields for contractor/employee information (full legal name, position title, contractor company) and USAccess fingerprint site information (site location, contact number, date fingerprinted).

CONTRACTOR / EMPLOYEE INFORMATION

USACCESS FINGERPRINT SITE INFORMATION

1. Upon sponsorship in USAccess, the VA COR or SHRO will enter the correct SON/SOI for the subject. This is required prior to the enrollment appointment. If the subject attends the appointment and sponsorship is not completed, the enrollment cannot be completed. Use the appropriate SON as directed by your organization and use the PSAC’s SOI (VAS0) if using the PSAC to adjudicate the contractor or employee's fingerprints.

2. It is the responsibility of the VA COR or SHRO to ensure a VA PIV office transmits the fingerprints for the SAC, regardless of enrollment location. The PSAC does not use USAccess and cannot confirm enrollment or sponsor.

3. If PSAC is requested to adjudicate the SAC fingerprint check, check the “Include SAC” box when submitting a background investigation request form. For SAC results independent of an investigation request, use the separate SAC Request form. Do not submit both forms. If you have access to VA-CABS, you may also select “Request PSAC Adjudicate FP-SAC” under the Pre-Screening tab and also ensure the Billing Org. Code and Station Number have been completed under the Suitability/ Fitness Tab.

4. New investigation requests received by DCSA are required to have a current SAC (within the past 120 days). Not all requests received by the PSAC will result in a new investigation request being released to DCSA. Some cases do not require a new SAC. For example, an employee or contractor who is simply transferring from one location or contract to another and who already has a valid PIV card. Contact your local PIV office or the PSAC with questions about this process.

5. This form is being offered as a guide and tool for VA CORs, SHROs, contractors, and employees involved in the USAccess enrollment (fingerprinting) process. This form is not required to be uploaded to the PSAC resource site.

Personnel Security Adjudication Center (PSAC)

Contractor / Employee Fingerprint Resource Form Please complete the procedures outlined below to ensure a Special Agreement Check (SAC) (fingerprints) is/are transmitted and available for adjudication upon the enrollment of a contractor or employee in USAccess.

Department of Veterans Affairs (VA) Contracting Officer Representatives (COR) and Servicing Human Resource Offices (SHRO) must sponsor contractors and employees in USAccess before enrollment (fingerprinting) may occur. An appointment for enrollment cannot be completed without sponsorship in USAccess. Once enrolled into USAccess, transmission of the fingerprints is not automatic. If enrollment occurs at a non-VA location, the contractor or employee must notify the VA COR or SHRO when the appointment has been completed. The VA COR or SHRO will then notify their VA PIV office to transmit the fingerprints. Even if enrollment occurs at a VA PIV office, the PIV office must be informed to transmit the fingerprints.
