About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 534-24-902, Temporary Compounding Area, issued by the VA on May 8, 2026. The document contains 14 clarification requests submitted by prospective bidders and corresponding VA Engineering and Contracting responses.
The Q&A addresses specification discrepancies, including missing specification sections (01-32-16 for Project Schedules and 26-41-00 for Facility Lightning Protection) and missing electrical drawings (ED-101), all of which the VA provided or clarified. The VA confirmed that specification sections 26-29-11 (Motor Controllers) and certain requirements—including professional photographer documentation, drywall, painting, and extensive fire protection work—can be omitted as not required for the project scope. Key technical clarifications include: roof manufacturer warranty coordination requirements during demolition; treatment of an existing metro cabinet (to remain on-site with COR coordination); manufacturing of one room sign replacement; staffing flexibility allowing the Site Superintendent/SSHO/Quality Control Manager positions to be combined in a single qualified individual; electrical receptacle specifications requiring a quad receptacle (not duplex) with surface-mounted raceway acceptable if recessed installation is not feasible; and RFI submission procedures per Section 2.8 with magnitude of construction detailed on Page 1. One question regarding SDVOSB contractor eligibility was closed on May 12, 2026, with response referencing the solicitation page. All remaining responses were dated May 15, 2026.

4 Solicitations We are a local SDVOSB GC located in Charleston and we're interested in bidding on the project entitled "Temporary Compounding Area(DD Bldg.)-Construction (Project#534-24-902)", I see that this was just updated in sam.gov from pre-solicitation to solicitation. However, I don't see any mention of the Magnitude of Construction or a suspense for RFI submissions. Can you please advise on both of these items?
Contracting
8-May-26 12-May-26 Page 1, contains the magnitude of construction; Refer to Section 2.8 Technical Questions for RFI submissions

12 Specifications Can the Site Superintendent triple-hat as the SSHO and Quality Control Manager? If not, can the Site Superintendent dual-hat as the QCM or can the SSHO dual-hat as the QCM? Are there any additional electrical drawings. It is not clear if the new outlet servicing the fume hood requires a home run connection back to the service panel (EQLAB4). If so, this will require removal of the ceiling in the adjacent room (wet lab) to run a new conduit. Do you have a drawing showing the proposed electrical run from the conduit to the panel box.
Engineering
15-May-26 The SSHO/QCM can be the same individual, subject to approval and meeting the Specification requirements for qualifications.
13 Specifications Do you require the new receptacle to be in the wall or can we mount new conduit on the wall exterior to service a wall mounted receptacle. Engineering
15-May-26 If recessed receptacle is not achievable due to in field conditions, a surface mounted receptacle and raceway is acceptable.
14 Specifications The drawing for the receptacle shows a standard duplex receptacle;
however, the keynote states that this is a quad receptacle. Which one do you require?
Engineering 15-May-26 A quad receptacle is required as it is called out.
