About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) issued by the Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center. The acquisition covers construction contractor services to integrate hardware and software compatible with the facility's existing Siemens Desigo Digital Direct Control (DDC) Building Automation System (BAS). The estimated total cost is not disclosed in the document but falls within the SAT range of over the micro-purchase threshold but not exceeding $250,000.

The scope of work requires the contractor to utilize Siemens-compatible equipment and engage a factory-authorized, certified installer from Siemens for hardware installation. Programming of devices and DDC points must be completed by Controls Management Incorporated (CMI), a Siemens-qualified solutions partner. The justification cites only one responsible source under FAR 6.302-1, as using incompatible equipment would necessitate a secondary BAS system, backbone, server, workstation, and graphical user interface that would be wasteful and result in unnecessary maintenance costs and life cycle expenses. No market research was conducted due to the requirement for integration with the existing facility-wide system that controls not only HVAC but critical information points such as medical gas status. Contracting Officer Kenyon Dulaney approved the purchase on May 19, 2026, and referenced the requirement for price reasonableness documentation using the S19 Open Market (FAR13) Award Documentation Form with Abstract.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#:

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, VISN 07, Ralph H. Johnson VA Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Ralph H. Johnson VAMC is requesting the construction contractor to utilize hardware that is compatible with the existing Siemens Desigo Digital Direct Control (DDC) Building Automation System (BAS). This hardware and software programming must be compatible to control the heating/cooling environment within the scope of work. Utilization of incompatible devices would require a secondary DDC system, backbone, server, workstation, graphical user interface, and other stand-alone items that are costly and result in additional maintenance, service contracts, and life cycle costs.

Utilize devices and software compatible with the Siemens Desigo DDC BAS system. Subcontractor must utilize a factory-authorized, certified installer from Siemens. Programming on devices and DDC ‘points’ must be completed by Controls Management Incorporated (CMI), a Siemens-qualified solutions partner.

The total cost for the above items is estimated to be approximately

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1. Utilization of Siemens compatible equipment and CMI for programming must be completed to ensure that new work is compatible with, is controllable by, and covered by an existing service contract with CMI, a Siemens solutions partner. This is the existing, facility-wide DDC BAS system that controls not only HVAC but other critical information points, such as medical gas status, at the facility. A secondary system for rooms covered in this scope of work is wasteful of funding, time, and other resources outside of this contract, and not in the best interests of the government.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted due to an existing BAS system for which these additions must be included into.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the
