About this file

This is a Single Source Justification form for a simplified acquisition procedure under the Simplified Acquisition Threshold (SAT) of $250,000 issued by the Department of Veterans Affairs.

The Ralph H. Johnson VA Medical Center is procuring Gamewell FCI E3 Series fire alarm system components and related supplies to ensure compatibility with the facility's existing fire alarm system. The justification cites FAR 6.302-1, establishing that only one responsible source can satisfy the agency's requirements, as the specified supplies are essential for proper functioning of the hospital's building life safety management system. The contracting activity determined that no alternative supplies or services can ensure compatibility with the existing Gamewell FCI fire alarm infrastructure. Market research was not conducted because the supplies are required to interface with the hospital's specific building life safety management system. The estimated total cost for the acquisition was not disclosed in the available document sections. Contracting Officer Kenyon Dulaney approved the purchase in accordance with FAR 13.106-1(b) on May 19, 2026, and certified that price reasonableness was documented on the S19 Open Market Award Documentation Form with Abstract. The document was effective November 15, 2024, Revision 01.

The total cost for the above items is estimated to be approximately
