About this file
This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs.
The Ralph H. Johnson VA Medical Center (VISN 07) requires specific fire sprinkler and fire damper products to maintain compatibility with existing hospital equipment and ensure compliance with Factory Mutual and Underwriter's Laboratory certifications, NFPA standards, and VA Fire Protection Design Manual requirements. The procurement includes Type D upright sprinkler heads (Tyco TY3151, Reliable Model G, Viking QR VK300/VK350 Brass Upright, or Victaulic Model V27 Upright) and Type A semi-recessed ordinary coverage sprinkler heads (Tyco TY3251, Reliable Model FI Head & Model G-FI Escutcheon, Viking QR VK302/VK352 Pendent, or Victaulic Model 34), along with Ruskin Fire-Smoke Dampers and actuators. The fire dampers must integrate with the existing Gamewell FCI fire alarm control panel system. The estimated contract value is not exceeding the SAT threshold of $250,000. No market research was conducted because the specified equipment is necessary to form a unified, cohesive, and compliant fire protection and fire alarm system where only one responsible source can satisfy agency requirements per FAR 6.302-1. The Contracting Officer, Kenyon Dulaney, certified approval on May 19, 2026, and is required to document price reasonableness in accordance with FAR 13.106-3.
