1) Was a core cut performed on the roof system, and if so, what is existing insulation made up of?
See Roof Demo General Notes – entire roof system is to be removed down to structural deck. Asbestos report available from VA.
2) What is the existing roof deck, concrete or wood planks?
Roof structure is concrete on main roof and metal roof deck on the low roof per the drawings. (shows up in two of the documents)
3) I cannot find in the SPECS the following:
· New Boilers contactor furnished, or owner furnished?
· Temporary Boilers to be contractor furnished, or owner furnished?
Could you please tell me where it is in the SPECS or provide the info in case is not included?”
The new boilers are contractor furnished.
The temporary boilers are contractor furnished.
4) Would the Peerless G series All Aluminum Blast Rated Windows be acceptable to use on this project for the blast windows.
Must comply with spec 085653 “Blast Resistant Windows” requirements.
5) Please confirm the location of the double swing gate.
Please confirm the swing up gate hardware location, is this referring to the vehicle barrier arm?
There are two barrier arms shown next to each other and that appears clear on the drawings where they are located as well as where the hardware is in the details.
6) Please provide point of contact for the Johnson Control Fire Alarm System for Building 14. Unable to find contact for JADAMS.
7) Tunnel Lighting DWG EP 101 note 3. Confirm lighting count prior to bid. We couldn’t, due to the steam and heat. Would someone from the plant be able to give us the count? Please advise.
6) Yelder Zhivorka
7) The light fixtures in the tunnel are not shown on original building drawings, nor on renovation drawings. Someone at the plant may be able to provide a count. -Pat Rose CN (elect)
8) Please provide the flooring spec section for the Sealed Concrete.
Read spec 033000 “Cast-In-Place Concrete”
9) Please allow for steel companies that are Non AISC Certified but follow AISC Practices to bid this project. This will allow for more competitive pricing for the steel on this project.
A/E recommends following spec. VA discretion to wave requirement
10) Sheet AD101 Demo note #3, references scraping and preparing surfaces for the full length of the steam tunnel and says to refer to the civil drawings, the civil drawings show this tunnel ending at a manhole and veering to building 13. Is this the extent of the tunnel that is included with this project?
Correct, what is shown on CD301 is the extent of the tunnel included with the project. No additional areas to be considered during this phase.
11) Substitution request.
Requests for substitutes "or equal" products won't be handled until after award and during the submittal phase.

13) Solicitation Pages 20 - 36: Representations & Certifications: Please advise if the Offeror is to complete and submit the Reps & Certs featured in the solicitation with their proposal. If so, please advise if the entire section needs to be submitted, or just the clauses that require completion (Sections 3.2 - 3.5).
Reps and certs should be completed in sam.gov. The documents required in the submission for this project is located under “A.4 PROPOSAL PREPARATION AND EVALUATION INFORMATION” starting on page 10.
14) Solicitation Page 11: Tab B - Past Performance states "Completed Past Performance Questionnaires (PPQs) must be received directly from the client/customer for which the construction project was performed. If a CPARS is available for any of the projects submitted, they should also be submitted." We respectfully request that the Government allow for the submission of CPARS "instead of" PPQs, if a CPARS evaluation exists for a particular project. The reason being is that we have been told from some of our project POCs that they will not complete PPQs if a CPARS evaluation exists. Additionally, some of our project POCs (with knowledge of our actual performance on particular projects) are no longer with the project's agency or have retired.
Offerors for whom we do not receive completed PPQs will not be excluded. However, offerors with past performance are expected to complete and submit page 1 of attachment 3 as instructed by the solicitation. This will allow our office to contact the POC via phone or e-mail. It is the contractor’s responsibility to ensure the correct contact information is listed on page 1 of attachment 3. If offerors opt to provide CPARS in place of PPQ’s, they are at risk of a lower rating due to the items on the PPQ not being addressed, unless the CPARS provides equal information. Where there is no record of past performance, the proposal will be evaluated neither favorably nor unfavorably. Superior performance ratings on relevant projects may be considered more favorably in the evaluation.
15) Solicitation Page 11: Tab C - Price Proposal states "Price shall be addressed using the attached price breakdown worksheet, which is included in Attachment 4." Is the Offeror permitted to use their own Price Breakdown template if it still features pricing breakout on a divisional level? The one provided in the solicitation appears to require sub-divisional pricing breakout for materials, labor, equipment, and other. It will be difficult obtaining breakout from subs and suppliers down to this level of detail during the bidding phase of the project.
The breakdown as shown in attachment 4 are to ensure a complete price analysis is obtained from all bidders in a comparable format.
16) Please provide the POC information for the Johnson Control Fire Alarm System for Building 14. JADAMS is mentioned but we cannot find this person online.
Yelder Zhivorka
17) Regarding Tunnel Lighting Dwg. EP-101, Note 3: Please confirm the lighting count.
There are no more than 20 lights in the tunnel, but the GC shall verify.
18) Several subcontractors and suppliers have asked for additional time to estimate their individual scopes of work for the project. Would the Government be willing to extend the proposal due date an additional four weeks?
The due date has been extended.
19) Are opacity monitors required for the temporary boilers?
The temporary boilers are contractor furnished.
20) Please confirm the Government will be operating the rental boiler plant, to include chemical maintenance.
VA boiler personnel will monitor and operate the rental boilers. VA boiler personnel will conduct routine inspections and monthly boiler inspections. All maintenance, repairs, fuel, and oil replenishment will be the responsibility of the contractor.
21) Will the Government provide estimated weights for the existing boilers?
This will determine what temporary boiler company is used. Refer to their manufacturer data.
22) Please confirm seismic bracing is required for all temporary external piping systems. Is the contractor to assume that the temporary drain line for the rental boilers will not require seismic bracing?
Seismic is required for temporary boilers.
23) Please confirm the contractor is responsible for the repairs and maintenance of the rental boilers, to include a 4-hour response time as well as repairs and inspections.
This will determine what temporary boiler company is used. Refer to their manufacturer data. Yes, the contractor is responsible for the repairs and maintenance of the rental boilers, to include a 4-hour response time as well as repairs and maintenance.
24) Will UPS be required for all boiler control systems?
They didn’t have UPS backed circuits before, Mechanical will have to answer if a UPS is required now. If mechanical can’t answer, I would have them ask that question to the VA. – Pat Rose CN (elect)
25) Please confirm the Government will provide all consumables for the rental boilers to include chemicals, natural gas, and fuel oil.
The contractor is responsible for all consumable to include chemicals, natural gas, and fuel oil.
26) Please confirm that the contractor will be required to inspect the rental boilers every six months. Please also confirm the Government is aware that during the internal inspections, depending on the time of year, that the Medical Center may not have N+1 redundancy during these inspection activities.
This will determine what temporary boiler company is used. Refer to their manufacturer data. Yes, the contractor will be required to inspect the rental boilers every six months. Yes, the Government is aware that during the internal inspections, depending on the time of year, that the Medical Center may not have N+1 redundancy during these inspection activities.

Boiler: Oxygen Temp Efficiency Temperature Pressure Steamed produced Firing rate Stack temp High and low steam flow
Natural gas pressure Fuel oil pressure Feed water temp Condensate tank temp Condensate tank return temp Da tank pressure Outside air temp
28) Rental boilers (regardless of supplier) are not equipped or set up to maintain the stringent requirements of the VA Safety Device Testing Manual. This will require a very costly retrofit of the boiler safety controls as well as system modifications to each rental unit (of which some rental firms will not allow these modifications). Please confirm the Government will still require these modifications to the rental boiler systems.
Pending response.
