About this file
This document is a Request for Information (RFI) and Answers file for federal solicitation 36C24626B0009, a roof repair project at Building 114 of the Department of Veterans Affairs Hampton VA Health Care System in Hampton, Virginia.
The project involves comprehensive roof repair and replacement work across three main areas: removal and replacement of standing seam metal roof panels (Englert 2500 Series), installation of a new TPO membrane on flat roof sections, and replacement of 24-gauge sheet metal roofing on pilaster tops and cornice areas. The existing roof structure consists of a 16-gauge corrugated galvanized metal deck with 6-inch flanges and 2-inch flutes, topped with original EPDM membrane, a 2-inch layer, and taper layer. New tapered polyiso insulation will range from 2.25 inches at drain points to 4.5 inches at highest areas. All metal panels adjacent to compromised valleys must be fully replaced, and TPO-to-metal roof transitions require full panel removal and replacement with heat-welded seams. The performance period is 60 calendar days from notice to proceed. Approved work hours are 0700 to 1600 daily, with possible extension to dusk for weather-related water intrusion prevention; work is subject to palliative care access requirements. Safety measures include mandatory fall harnesses, safety barricades at the flat roof above the ramp entrance, and front entrance blocking capability with advance notice. Staging and laydown areas are designated on provided site photographs. The 2-year installer warranty applies to both membrane and panels, with no product submittals required. No specifications or drawings beyond the Statement of Work will be provided, no manufacturer is mandated, and no abatement is expected. General wage determination VA20260022 (dated 01/02/2026) applies, and bidders must submit itemized cost breakdowns with all subcontractor quotes.

INFORMATION NEEDED: One form can contain multiple questions.
1. TPO-to-Metal Roof Transition - At locations where the new TPO membrane interfaces with the existing standing seam metal roofing system, does the Government prefer that the existing metal panels be temporarily detached and reinstalled to allow proper membrane extension and flashing, or should the metal panels in these transition areas be fully removed and replaced with new panels?
2. Staging and Laydown Areas - Please identify the authorized locations for contractor staging, including material laydown, equipment placement, and dumpster positioning, within or adjacent to Building 114.
3. Metal Panels Adjacent to Valley Replacement - For metal roof panels that come into contact with or are directly adjacent to the compromised valley areas identified for replacement, is it the Government’s intent that all such panels be fully replaced, or only those panels specifically identified for removal in the Statement of Work?
4. Temporary Safety Measures - Does the Government require temporary fencing, guardrails, or other fall-protection and safety barricades around the roof perimeter and/or the Building 114 work area during construction? If so, please clarify the minimum required extent and configuration.

RFI 1 Site Access and Logistics Plan Question:
Please clarify the approved logistics plan for accessing the roof areas included in the project scope. Specifically, are temporary closures of the main entrance permitted to allow use of a reach lift, or is the Contractor expected to utilize a crane positioned around the building perimeter for demolition, material removal, and installation of new materials?
Please identify any access restrictions, required approvals, pedestrian protection requirements, or time limitations associated with either approach.
RFI 2 Existing Standing Seam Roof Panel Type and Compatibility Question:
Please confirm whether the existing standing seam metal roof panels are mechanically seamed or snap-lock panels. If the panels are mechanically seamed, tying into the existing system at the seams without removal of the full roof slope would be impractical.
If the panels are mechanically seamed, would the Owner consider allowing an expansion joint or approved transition detail between the existing and new panel systems in lieu of full slope removal?
Additionally, please provide the original manufacturer and model number of the existing standing seam panels, if available.
RFI 3 Clarification of REM 3 Question:
Please provide additional details for REM 3, including clarification of the intended scope, limits of work, and what is ultimately desired for this removal and replacement section. Any supporting details or photographs would be appreciated.
RFI 4 Approved Work Hours Question:
Please confirm the approved daily and weekly work hours for this project, including any restrictions related to hospital operations, patient access, security, or noise limitations. The current allowed hours reflect a 0700-2330 timeline. Please advise.
RFI 5 Material Laydown and Staging Area Question:
Please identify the designated laydown and staging area for roofing materials, equipment, and debris containers.
If no area has been assigned, please advise on the process for submitting and obtaining approval of a proposed laydown location.
RFI 6 Asbestos Survey and Hazardous Materials Question:
Please confirm whether an asbestos survey or hazardous materials assessment has been performed for the existing roof systems scheduled for removal.
If such a report exists, please provide a copy. If not, please advise whether testing will be conducted by the Owner prior to commencement of demolition activities.

Please identify any access restrictions, required approvals, pedestrian protection requirements, or time limitations associated with either approach.
VA: Closure of the main entrance is permittable to give contractor access without endangering pedestrians. Please provide advance notice and duration of this closure. The entrance to the building up the ram from the left of the photo can NEVER be blocked during the project to allow entrance to the building as it is used as palliative care. Pedestrian protection above this entrance must be kept in place at all times. See photo below.
VA: The panels are not mechanically seamed. The Englert 2500 Series Standing Seam Panels.
RFI 3 Clarification of REM 3 Question:

VA: The horizontal cornice and tops of the 4 pilasters in REM 3 have 24 gauge sheet metal roofing applied to them as a replacement for the slate that was originally applied there. Replace the sheet metal roofing to the pilaster tops and cornice top and keep the existing white aluminum facia cladding that is there. See photo below.
RFI 4 Approved Work Hours Question:
Please confirm the approved daily and weekly work hours for this project, including any restrictions related to hospital operations, patient access, security, or noise limitations. The current allowed hours reflect a 0700-2330 timeline. Please advise.
VA: 0700 to 1600 is an acceptable day but weather conditions may require this to be extended until dusk to prevent water intrusion in the structure. This is an exception only, and patient rest is protected at the end of life palliative care.
RFI 5 Material Laydown and Staging Area Question:
Please identify the designated laydown and staging area for roofing materials, equipment, and debris containers.
If no area has been assigned, please advise on the process for submitting and obtaining approval of a proposed laydown location.
